1.CALL TO ORDER
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING
COMMISSION THAT WAS HELD ON THURSDAY, NOVEMBER 10, 2022, AT 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS

MEETING.
2.Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects
discussed under this agenda item. However, the Commission may direct such subjects be placed on a
later regular Commission agenda for discussion and/or possible action)
NONE.
3. Consent Agenda
These items are considered routine or ministerial in nature and will be enacted with one motion. There will
be no separate discussion of items unless a commissioner so requests in which case the item would be
removed from the consent agenda and considered separately.
**Vice-Chairman Richard Sasson moved to approve the Consent Agenda. Seconded by
Commissioner Travis Mann. The motion was approved unanimously.
A. Consider approval of the minutes of the regular meeting held Thursday, October 13, 2022
B. Final Plat of Avalon at Friendswood Section 3
4. Action Items
According to the Planning and Zoning Rules of Procedure (R2021-18), all action of the Commission shall
be made by an affirmative vote of four (4) or more members of the Commission present at such
Commission meetings.
A. Consider approval of the Preliminary Plat of Georgetown Detention Basin Phase 1, a
subdivision of 43.447 acres located in the I&GN RR Co Survey, Block 1, Section 23,
Abstract 624 City of Friendswood, Galveston County, Texas
**Commissioner Marcus Rives moved to approve the Preliminary Plat of Georgetown Detention
Basin Phase 1. Seconded by Commissioner Travis Mann. The motion was approved unanimously.
Harbin said the detention pond will be accessed by a temporary access easement from FM 528
until the subdivision boulevard is constructed. She said the property also includes a Phillips pipeline
easement that will need to be abandoned prior to infrastructure plan approval. Sasson asked if the
Commission had already seen this plat. Harbin answered the preliminary plat had already been
approved by the Commission but the acreage had increased since approval. She said the
Galveston County Consolidate Drainage District (GCCDD) had requested right-of-way along the
bayou that increased the acreage of the plat and requires new approval.
5. Communications
A. Receive an update concerning the City Council’s recent amendments to the City’s Boards
and Commissions and Council’s Appointment Policy from Karen Horner, City Attorney.
City Attorney Horner briefed the Commission on recent amendments to the City's appointment
policy. She explained most changes are clean up items, making information easier to locate, and
codification. She said the most substantial change is that commissioners would serve two-year
terms instead of three-year terms.
B. Announcement of upcoming Planning and Zoning Commission meetings -
(i) No meeting on Thursday, November 24, 2022, due to the Thanksgiving holiday
(ii) Special meeting on Tuesday, November 29, 2022 - annual retreat at Library 6pm
(iii) Regular meeting on Thursday, December 8, 2022
C. Receive the October 2022 DRC Report from staff, updates of City Council actions and
ordinance considerations, and updates of Galveston County Consolidated Drainage
District (GCCDD) actions.
Harbin stated the October 2022 DRC report was included in the backup material.
