REGULAR MEETING BOARD OF ADJUSTMENT MARCH 22, 1988
MINUTES OF THE REGULAR MEETING OF THE ZONING BOAD OF ADJUSTMENT OF THE CITY OF FRIENDSWOOD WHICH WAS HELD AT CITY HALL ON MARCH 22, 1988 WITH THE FOLLOWING MEMBERS CONSTITUTING A QUORUM:
VICE CHAIRMAN REGULAR MEMBER REGULAR MEMBER ALTERNATE MEMBER ALTERNATE MEMBER NICK CAPUANO CAROLYN MAUTNER JANE TOLLETT
MAURICE ESTLINBAUM DR. TOM SULLIVAN MARY ELLEN BELLARD HOWARD YEAGER KENNETH KONCABA BUILDING INSPECTOR SIGN CODE ENFORCEMENT OFFICER ASSISTANT TO CITY SECRETARY
VICE CHAIRMAN MAURICE ESTLINBAUM CALLED THE MEETING TO ORDER. HOWARD YEAGER AND KENNETH KONCABA WERE APPOINTED REGULAR MEMBERS FOR THIS MEETING.
VICE CHAIRMAN ESTLINBAUM CALLED FOR PUBLIC INPUT REGARDING REQUEST FROM FRED OGLE OF TGS INTERESTS, INC. REPRESENTING "WHATABURGER'' TO SEEK VARIANCE FOR ADDITIONAL SIGNAGE FOR MENUBOARD LOCATED AT 106 NORTH FRIENDSWOOD DRIVE.
DOUG WEATHERSBY REPRESENTED TGS INTERESTS, STATING THAT THE MENU BOARD WILL BE 8X4 FEET WHICH IS STANDARD SIZE FOR ''WHATABURGER". HE ALSO REQUESTED SEVERAL SMALL DIRECTIONAL SIGNS BUT WAS TOLD BY THE BOARD THAT THIS WAS NOT ON THIS ORIGINAL APPLICATION AND THEREFORE THEY COULD NOT INCLUDE IT IN THE VARIANCE AT THIS TIME. DISCUSSION FOLLOWED.
DORIS HEARD SPOKE TO THE BOARD AND STATED WHEN BURGER KING CAME TO FRIENDSWOOD, THEY WERE VERY ACCOMODATING TO THE CITY'S NEEDS TO SIGNAGE WERE VERY EASY TO WORK WITH AND SHE HOPED BOTH "WHATABURGER" AND 11 MCDONALD'S" WOULD BE ALSO.
VICE CHAIRMAN ESTLINBAUM CALLED FOR PUBLIC INPUT REGARDING REQUEST FROM DONNA L.LEWIS OF NEON ELECTRIC CORPORATION REPRESENTING "MCDONALD" CORPORATION TO SEEK VARIANCE FOR MENUBOARD, (3) -3.5 SQ.FT. ON SITE DIRECTIONAL SIGNS, 3 NONILLUMINATED WALL SIGN AND 1 FREE STANDING SIGN LOCATED AT 302 SOUTH FRIENDSWOOD DRIVE.
DONNA L. LEWIS, OF NEON SIGN CORPORATION, DISCUSSED "MCDONALD'S" REQUEST FOR SIGNAGE AT LENGTH WITH THE BOARD. 11 MCDONALD'S" REALIZE THE CITY OF FRIENDSWOOD'S CONCERN_ OVER SIGNAGE AND ALSO ARE READY TO SUBMIT AN ALTERNATE SIGN PLAN IF NECESSARY OR WORK WITH THE BOARD OF ADJUSTMENT IN ANY WAY. PATRICIA FINNEY, CONSTRUCTION ENGINEER FOR "MCDONALD" CORPORATION, STATED DIRECTIONAL SIGNS ARE INTEGRAL PART OF DRIVE-THROUGH BUSINESS AND

THAT IN NO WAY DOES IT INTERFERE WITH ONCOMING TRAFFIC . WHEN THE
BUSINESS WAS IN THE PLANNING STAGES, THE SIGNAGE PLANNED FOR THE
CITY OF FRIENDSWOOD 'S "MCDONALD 'S" IS A 75 PERCENT REDUCTION IN
REGULAR "MCDONALD" SIGNS .
BARBARA BROWN, PAUL LA CHANCE (SONIC) , BOBBY CARTER (KUSTOM PAINT
COMPANY) AND BOB BROWN (BAY AREA POOLS) , WERE IN ATTENDANCE TO
LET THE BOARD OF ADJUSTMENT KNOW THAT THEY ARE IN FAVOR OF
BUSINESSES COMING THE CITY BUT THAT THE SMALLER REQUIREMENT FOR
SIZE OF SIGNS DOES NEED TO BE CONSIDERED .
DISCUSSION FOLLOWED AT LENGTH BETWEEN MS . LEWIS AND THE BOARD .
VICE CHAIRMAN ESTLINBAUM CALLED FOR PUBLIC INPUT REGARDING
REQUEST FROM JOE WEST , 611 HEATHER LANE , BRIAR MEADOWS
SUBDIVISION , TO SEEK VARIANCE ON SIDE SETBACK OF 5 . 5 FEET TO
BUILD AN ADDITION TO HOME .
JOE WEST STATED THE ADDITION TO HIS HOME IS FOR HIS MOTHER TO
LIVE IN. WHEN THE BUILDER , RICHARD LEE , MADE THE PLANS FOR THE
ADDITION THEY REALIZED THEY WERE 5 . 5 FEET IN THE 10 FOOT SIDE
SETBACK AND MOST ALL OF THE SIDE SETBACK IN THE NEIGHBORHOOD ARE
5 - 10 FEET . THE ROOF LINE OF THE ADDITION WILL BE MEETING THE
LINE OF THE HOME IT WILL BE ATTACHED TO AND CANNOT BE MOVED BACK
BECAUSE THE SPACE FOR THE REFRIGERATOR WILL BE IN THE WAY .

KENNETH KONCABA SECONDED THE MOTION . MOTION APPROVED UNANIMOUSLY .

CORPORATION FOR A MENU-BOARD , 3-3 . 5 SQ.FT . ON SITE DIRECTIONAL
SIGNS , 3 NON-ILLUMINATED WALL SIGNS AND 1 FREE STANDING SIGN
LOCATED AT 302 SOUTH FRIENDSWOOD DRIVE .
MOTION FAILED FOR LACK OF A SECOND .
DISCUSSION FOLLOWED AT LENGTH BETWEEN MS . LEWIS AND THE BOARD OF
ADJUSTMENT . "MCDONALD" CORPORATION MADE THE DECISION TO ACCEPT
THE ALTERNATE PROPOSAL THEY HAD SUBMITTED WITH CHANGES WHICH WAS
1 MENU BOARD , 3 ON-SITE DIRECTIONAL SIGNS AT 2 . 5 SQ .FT . EACH, 1
WALL LOGO SIGN FACING SHADOWBEND DRIVE , 1 FREESTANDING SIGN 48
SQ.FT AND 1 FRONT WALL SIGN AT 35 SQ .FT.

**DR. TOM SULLIVAN MADE THE MOTION TO GRANT THE "MCDONALD" CORPORATION WITH THE FOLLOWING ALTERNATE SIGNAGE: 1 MENU BOARD, 3 ON-SITE DIRECTIONAL SIGNS EACH, 1 WALL LOGO SIGN FACING SHADOWBEND DRIVE, 1 SIGN 48 SQ.FT. AND 1 FRONT WALL SIGN -35 SQ.FT.
VARIANCE TO PROPOSAL OF -2. 0 SQ.FT.FREESTANDING
HOWARD YEAGER SECONDED THE MOTION. MOTION WAS UNANIMOUS.
THE MINUTES OF FEBRUARY 23, 1988 WERE APPROVED AS PRESENTED.
