1.Call to order
ZONING BOARD OF ADJUSTMENT
MINUTES OF A
REGULAR MEETING HELD
TUESDAY, MAY 24, 2011 AT 7:00 PM
CITY HALL COUNCIL CHAMBERS
910 S. FRIENDSWOOD DRIVE
FRIENDSWOOD, TEXAS
The public hearing was called to order at 7:05 pm with the following present:
Regular Member Steve Knis, acting Chair
Regular Member Delvin Kendrick
Regular Member David O'Brien, III
Alternate Member Linda Thornton
Alternate Member Glen Grayban
Dep. Dir. of Community Dev. Frank Manigold
Board Secretary Mona Miller
Alternate Member Mike Czarowitz was in the audience. Chair Ron Dyer, Vice Chair Greg Hughes
and Alternate Member Carol Thelen were absent.
2.Receive comments from the public, both oral and written, regarding:
A.Variance for the side yard setback at 902 Tall Pines Drive, from the requirements of Appendix
C -Zoning Ordinance, Section 7.Q.3. Regulation Matrix -Residential Districts, of the City of
Friendswood Code of Ordinances
Applicant Tim Parker spoke in support of the request. He explained that he wants to enclose the
existing breezeway for a laundry room connecting the garage and the house. He stated that he has
blown out three dryers over the last seventeen years and the last one was because of electrical
issues. He added that he is proposing to make improvements to the house. However, no
improvements, buildings, etc. will extend any further to the right side of the property than the
existing garage does now.
Mr. Parker submitted a letter from his neighbors who live at 904 Tall Pines Drive stating that they
are not opposed to his request. He also said that he has verbal approval from two other neighbors.
He showed the board pictures of the existing home and garage.
No one spoke in opposition to the request.
3.Adjournment
The publi_c hearing adjourned at 7:16 pm. City Attorney Bobby Gervais arrived.

1.The regular meeting was called to order at 7: 16 pm with the following present:

Attorney Bobby Gervais
Alternate Member Mike Czarowitz was in the audience. Chair Ron Dyer, Vice Chair Greg Hughes
and Alternate Member Carol Thelen were absent.
2.Consideration and possible action regarding a variance for the side yard setback at 902 Tall PinesDrive, from the requirements of Appendix C -Zoning Ordinance, Section 7.Q.3. Regulation
Matrix -Residential Districts, of the City of Friendswood Code of Ordinances
O'Brien clarified with Manigold that the side yard setback requirement changes from 5' to 10'
when changing the detached garage to an attached garage.
Gervais read the reasoning behind variances and that the approval requires four affirmative votes.
A lengthy discussion ensued as to whether or not there was a hardship in order to grant a variance,
or if an appeal or special exception was appropriate. Manigold explained that the maximum
encroaclunent is 2.8' into the required 10' side yard. He stated that the applicant did apply for all
tlu·ee options of a variance, an appeal or an exception. Gervais commented that even though the
applicant applied for all tlu-ee, only the variance could be considered because that was the only
item listed on the agenda.
It was decided that there should be a special meeting in order to place all tlu·ee options on the
agenda to be considered.
Motion: O'Brien made a motion to table the request
Second: Thornton
Vote: 5 to O (unanimous) Motion Carried
3.Consideration and possible action regarding approval of minutes for the:
A.January 26, 2010 meeting
Miller explained corrections and additions made to the minutes.
Motion to approve: O'Brien with corrections and additions
Second: Kendrick
Vote: 5 to O (unanimous) Motion Carried
4.Adjournment
The meeting adjourned at 7:42 pm.
