FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS PUBLIC HEARING 1.Call to order The public hearing was called to order at 7:00 pm with the following present: Chairman Ron Dyer Regular Member Delvin Kendrick Regular Member Steve Knis Regular Member David O'Brien, III Alternate Member Mike Czarowitz Dep. Dir. of Community Dev. Frank Manigold Staff Liaison Mona Miller P & Z Liaison Mark McLean Alternate Members Glen Grayban and Linda Thornton were in the audience. Vice Chairman Greg Hughes and Alternate Member Carol Thelen were absent. 2.Receive comments from the public, both oral and written, regarding: 3. A.Variance for the front yard setback at 3280 W. Parkwood Avenue, from the requirements of Appendix C-Zoning Ordinance, 7.Q.2. Regulation Matrix -Commercial Districts A., of the City of Friendswood Code of Ordinances Dan Johnson of Daniel Scott Engineering represented Glen Boatwright and spoke in supp01t of the variance request. He explained that Mr. Boatwright previously operated Boatright Marine for several years in a leased building on FM 2351 and cunently leases a building near Ellington Field, but wants to move back into Friendswood. Mr. Johnson added that the subject prope1ty was recently rezoned from Single Family Residential to Light Industrial. He also explained the location and the difficulties with developing the prope1ty. Mr. Johnson presented a large site plan drawing and discussed with the Board. He stated that they can make the project work with a 30' setback, but prope1ty may not be developable with 40' setback. No one spoke in opposition to the request. Adjournment The public hearing adjourned at 7: 14 pm. REGULAR MEETING 1.The regular meeting was called to order at 7: 15 pm with the following present: Chairman Ron Dyer Regular Member Delvin Kendrick Regular Member Steve Knis Regular Member David O'Brien, III Alternate Member Mike Czarowitz Dep. Vice Chairman Greg Hughes and Alternate Member Carol Thelen were absent. 2.Consideration and possible action regarding a variance for the front yard setback at 3280 W. Parkwood Avenue, from the requirements of Appendix C -Zoning Ordinance, 7.Q.2. Regulation Matrix -Commercial Districts A., of the City of Friendswood Code of Ordinances Mr. Boatwright explained that the subject property is approximately 3 acres; however, there is very little developable area to build a 7500 square foot building. He had originally wanted a 10,000 square foot building. Mr. Boatwright explained the proposed building is 7500 square feet (50' x 150'), with the front 25' section being used for boat display, then a 50' x 50' showroom and a 50' x 75' shop. He added that he would love to have a larger building; however, this unique property will not support that. A lengthy discussion ensued regarding the proposed site plan, the FM 528 right of way, the use of the residential property across FM 528, and development of the vacant tract to the North. Motion to approve: O'Brien Second: Czarowitz Vote: 5 to O (unanimous) Motion Carried 3.Consideration and possible action regarding approval of minutes for the: A.August 25, 2009 meeting B.September 22, 2009 meeting Motion to approve: Kendrick Second: Knis Vote: 5 to O (unanimous) 4.Adjournment The meeting adjourned at 7:37 pm.
