Minutes of a Regular Meeting of the Friendswood Zoning Board of Adjustment that was held on
Tuesday, September 25, 2007 at 7:00 PM at Friendswood City Hall Council Chambers, 910 S.
Friendswood Drive, Friendswood, Texas, with the following present constituting a quorum:

Chairman Greg Hughes called the meeting to order at 7:00 PM.
7:00 PM-REGULAR SESSION
Chairman Hughes explained the process of the public hearing.
Chairman Hughes called the hearing to order to receive public input regarding appealing the decision
of the Zoning Official regarding permitted uses for prope1ty located at 17158 Blackhawk Boulevard,
situated in Block 19 of Forest Bend, Section 3, Harris County, Texas, to allow art and miscellaneous
classes and to allow building use for Girl Scouts. Appeal from the decision of the Zoning Official
regarding Appendix C, Section 7 D of the Friendswood City Code.
Sarah Hames stated she is the applicant and owns Friendswood Music and More, has been in
business for approximately 7 years having music and art classes for children, has previously operated
out of her home, book store and churches. She stated that last Fall she decided to expand her
business and purchased the facility on Blackhawk Boulevard so she could open a large retail area to
add a toy store and was told by the City that she could have music classes but may not have any other
type of classes such as art classes and could not allow Girls Scouts to use the building because her
Ce1tificate of Zoning Compliance is under Code 451 which specifically mentions music classes but
does not mention a1t classes. She stated that she has been advised that in order to have art classes it
should be another type of zoning which does allow art classes which is Use 6116 Other School and
Instruction but is not permitted in Neighborhood Commercial which is the only classification that
mentions a1t classes. Many other businesses that have the same zoning offer educational classes for
children and gave examples of those businesses. The City says she cannot have free story time,
scrapbooking workshops, Girl Scout events or craft events. Use 6116 is not permitted and cannot
compete with people in her same classification of zoning, has no activities that can pull people in, is

Seconded by Vice Chairman Knis. The motion was approved unanimously.
**Boardmember O'Brien moved to approve the minutes for the August 28, 2007 meeting.
Seconded by Boardmember Kendrick. The motion was approved unanimously.
A motion was made and approved to adjourn at 8:20 PM.
