MIN UTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
February 20, 1986
The Friendswood Pl anning and Zoning Commission held a regular meeting on Thursday, February 20, 1986, at 7:00 p.m. in the City Hall Council Chamber. The following members were present.

With a quroum present and with Beggs ab sent, the following business was transacted.
COMMISSIONER TODD EXCUSED HIMSELF FROM THE DISCUSSION OF THE NEXT ITEM: REPLAT 2 LOTS COWARD CREEK SECTION I
REPLAT OF LOTS 2 AND 3 IN COWARD CREEK SECTION I -PRE APP
Mr. Shanks presented a pre app of 3.2208 acres being lots 2 and 3 out of a l3.3540 acre subdivision kn own as Coward Creek Subdivision Section I. Mr. Shanks, representing Mr. Joe Barlow owner of the property is proposing to move the lot line of lot 2, increasing the size of lot 2 by 10'. Mr. Barlow's residenc e is located on lot 2 (1.9203 after the lot line is moved. He intends to sell lot 3 (1.3085 acres). The Commission advised Mr. Shanks to review the deed restrictions of Coward Creek in reference to subdividing before returning for final approval.

The Commission told Mr. Hamilton they have no objection to the concept of the development contingent on verification of the property being zoned OBD. The development needs to comply with the landscaping and parking requirements of the zoning ordinance. The Commission requested sid ewalks be placed along Sprea ding Oaks.

In the replatting of the Sterlingwood Subdivision lot 1 is-a 2 acre tract from the replat of Sunpark Estates Subdivision. Vernon Civil Statute Sec. 5(a) addresses in cases where lots have sold the plan, plat or replat, or any part thereof, may be vacated upon the application of all the owners of lots in said plat and with the approval, as above provided of the City Planning Commission or governing body of said City, as the case may be. (b) In the event there is not compliance with subsection (a) of this section, a replat or resubdivision of a plat, or a portion thereof, but without vacation of the immediate previous plat is hereb y expressly authorized to be recorded and shall be deemed valid and controlling, when approved after a public hearing, by the City Planning and Zoni ng Commission or other ap propriate governing body, as the case may be.
Mr. Bogren addressed the fact.Sterlingwood is from 3 separate subdivisions. Chairman Holt, suggested a meeting of the Planning Commission, City Council, the City Attorney, the owners, developers and their attorney for clarification of the above.
The date of Monday, March 6, 1986 at 6:00 p.m., was suggested as a joint meeting. Councilman Prihoda is to verify with Council the meeting.

Chairman Holt felt the City Attorn ey needs to address the following items in writing to the Council and the Planning Commission prior to the meeting in order that the members may review the information.
1.How does this affect current policy and procedur escarried out in the City of Friendswood ordinances.
2.The conditions un der which the Planning Commissioncan grant an approval with a Public Hearing.
3.The conditions un der which we require a PublicHearing.
4.How does this relate to previously platted subdivisionsthat were all inclusi ve -lots from one or more subdiv isions.
5.What does this mean in terms of 1985 platted subdivisions.
Commissioner Bill Todd left the Planning and Zoning Commission meeting at 9:00 P.M.
Chairman Denny Holt told the Planning and Zoning Commission a joint public hearing had been called for March 6, 1986, at 7:00 P.M ..
Commissioner Holt addressed the Commission about a visit with Russell Williams of the Friendswood Police Department regarding street names and numbering. The Police Department has a different view of the street name and numbering than the Fire Marshal. The Police Department uses a grid map for police calls. Comm issioner Holt would like to send a letter to the City Manager in order that the City consider adoping a policy for a street name and numb ering system to eliminate conflicing requirements from city departments.

February 13, 1986 the Planning and Zoning Commission held a special meeting at which time they reviewed the CSC General Purposes and Descripti ons (page 11 F) of the CSC classification in the zoning ordinance. Commissioner Todd told the Commission he would modify (F)under the CSC classification for the Commission to review.

The CSC, Community Shopping Center District, is intended for a unified grouping, in one or mor� buildings, of several, typically between five (5) and twenty (20) ,retail and service shops or stores that provide for the �egular needs and/or for the convenie nce of the people residing in adjacent residential neigh borhoods. Gross floor area in a community shopping center typically ranges from 30,000 to 100,000 square feet, and land area typically consists of two (2) to ten (10) acres in size. This district is ideally located at the intersec tion of two or more arterial or major streets with the service area of up to one and one-half miles. It is intended that the community shopping center be develo ped as a unit, with adequate offstreet parking for customers and employees, and with an ap propriate landscaping and screening to insure compatibility with the surrounding residential environment. Phased development of a community shopping center district is permitted as long as the proposed phase does not preclude further development as a unit. Factors to be considered in phased development include but are not limited to:
(1)ingress and egress between phased developments;
(2)landscaping;
(3)parking:
(4)drainage.
Development of·a community sDopping center as a unit or in phases requires approval of a development site plan by the City Council, after rec ommendation from the Planning and Zoning Commission. The development site plan will be subject to notations recorded as restrictions on the plat.
