MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
March 6, 1986
The Friendswood Planning and Zoning Commission held a regular meeting Thursday, March 6, 1986, at 7:30 P.M. in the City Hall Council Chambers. The following Commissioners were present.

With a quorum present and with none absent, the following items were consi dered.
THE PLANNING AND ZONING COMMISSION CALLED A PUBLIC HEARING FOR THE REPLATTING OF LOT l FROM SUNPARK ESTATES REPLAT SECTION 2 · ·ro BE INCLUDED-IN THE.DEVELOPMENT OF STERLINGWOOD SUBDIVISION. THE PUBLIC HEARING DATE WILL BE APRIL 3, 1986.
REZONING RECOMMENDATION TO CITY COUNCIL
The Planning and Zoning Commission made the following recommendation to City Council.
MOTION: (BEGGS) To recommend to City Council approval of the rezoning of 1206 Winding Way a· .62 acre tract from SFR TO SPECIFIC USE -CHURCH, contingent upon verification, in wri ting of sale from the property·owner.

Bob Mc Kee addressed the Planning and Zoning Commi ssion in regard to a proposed retirement center, the same concept as presented in 1985. He told the Commission the proposal went th.ru· two readings of an ordinance before City Council for the rezoning of the property from CSC AND MFR-L to SPECI FIC USE -PUD. When he realized he needed to realign his financing with the completion of paperwork for a Specific Use Permit, he did not proceed with the request. Mr. Mc Kee told the Commission the developers are ready to continue with the project now and want to re-address the proper procedures for a Specific Use Permit -PUD.
Commissi one r Cress addresses;l-the 89' buffe r strip between the proposed development and Pilgrims Point Subdivision. This tract could require a replat as addressed by VTCS 974a Sec. 5, because the 89' buffer strip was dedicated to the Park for green area and is presently zoned MFR-L.
Chairman Holt addressed the requirements and data described in the process and activities involved in the Specific Use Permit requirements. An application is needed including a site plan and street placement, location of the existing and proposed buildings and or structures, drainage, proposed landscaping and screening buffers as spelled out in the zoning ordinance. Commissioner Todd addressed the group saying that the best starting point would be the guidelines set out in the zoning ordinance. Perhaps an overkill is needed to put more data than required and bring to a workshop for review with the Planning and Zoning Commission for removal of what is.no t necessary.

Planned Unit Development is a form of contract zoning and requires a platting process to be complete and ready for recording at the time of the public hearing for the Specific Use Permit.

Commissioner Holt discussed what the Commission has in mind is to take the PUD Development to the preliminary plat state with a target date of April 1, 1986 for calling a public hearing. The Commission agreed to meet with the developers on March 20, 1986 and to call a special meeting the following week if the developer has not put all the data together in order to avoid delay of the pro ject from a City standpoint.
It was suggested all previous corresp ondence and minutes of the City Council and the Planning and Zoning Commission relating to the project be presented for review.
STREET NAME AND NUMBE RING SYSTEM
City Manager Jim Morgan, called a meeting for Friday, March 7, 1986, to discuss a street name and numbering system for new subdivision with the City Staff.
RED FLAG SU BDIVISIONS
Commissioner Holt requested the minutes reflect the following:
The City has what is termed red flag subdivisions on unimproved streets, which were sold prior to annexation into the City. It was suggested perhaps the computerized maping system clearly identify those areas that were not actually approved by the City through the Planning and Zoning Commission or the City Council.
