MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
February 7, 1985
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, February 7, 1985, at 7:30 p.m� in the City Hall Council Chambers. The following members were present.
Miller -Chairman Jones Holt Cress Wetzel Beggs Brown (8:00 )
With a quorum present and with none absent, the following business was transacted.
CASTLE PARK SUBDIVISION -FINAL
Ted Bogren presented a final plat and deed restrictons for Castle Park Subdivision. Castle Park Subdivision being 10.3837 acres subdivided into 19 lots. Castle Park Subdivision having only two cul�de-sac streets, Knights Court and Nottingham Way and the only ingress-egress being to Castlewood. Castle Park is the second subdivision on Castlewood to back up to Mills Lane. Previously Sunfield Subdivision, consisting of 6 lots with one cul-de-sac having only one ingress-egress to Castlewood was developed .. Mills Lane is an unimproved and unaccepted Lane which will inevitably become an alley. It was suggested that City Council members be notified that Mills Lane will probably not be improved by developers due to the ingressegress of subdivisions previously mentioned.
MOTION: (CRESS) To give final approval of Castle Park Subdivision. SECOND: (WETZEL) VOTE: FOR: Miller, Jones, Holt,Cress, Wetzel and Brown ABSTAINED: Beggs

FIELDCREEK FOREST -PARTIAL REPLAT -LOT L, BLOCK I AND LOTS I - 3 BLOCK 2
Ted Bogren presented a partial replat of Lot I� Block I arld Lots 1-3, Block 2. The developers are replatting for a reserve from each corner of Fieldcreek Drive and Winding Way for a fountain on each corner of the entrance with a fence along Winding Way.
MOTION: (CRESS) To give final approval to the partial replat of Lot I, Block I and Lots I-3, Block 2, Feildcreek Forest Subdivision.
SECOND: (HOLT) VOTE: UNANIMOUS FOR MOTION CARRIED
HERITAGE VILLAGE CENTER
Mr. Baumann presented plans for a proposed shopping center located on the north side of F.M. 2351 and Hope Village Road. The proposed development is out of a 20 acre tract which will need to be subdivided. Mr. Baumann requested to return to the next regular meeting of the Planning and Zoning Commission. Since the City Engineer, Malcol m Collins is going to be the engineer on this project, the City would need an alternate engineer to regiew the plans.
KENT BALLARD -FALLINGLEAF
Kent BAllard, real estate agent representing Tom Sheeran, who owns 3.68 acres on Fallingleaf addressed the Commission. Mr. Sheeran home is located in the middle of his acreage. Mr. Sam Vester was the developer of Mr. sheerans property. Each tract was deed restricted for one. home per tract. Mr. Sheeran has been transferred out.of this area and has his home on the market for sale. The Sheerans would like to see the home and all the acreage as one tract but buyers have expressed interest in the house with less acreage. To make their home and acreage more marketable, the Sheerans would like to divide the acreage into the following.
A -85' fron tage -to possibly be bought by their neighbor
to add to his tract.

B -· 120' frontage -Mr. Sheeran's home site
C -120' frontage -for a new home site
If the neighbor does not purchase "A", it would be sold with "B", Mr. Sheerans home site. Planning and Zoning Commission recommended that Mr. Ballard request an opinio n on the deed restrictions by Mr. Vester or request an opinion from Mr. Vesters attorney regarding liability of existing deed restrictions.
SIGN ORDINANCE READER PANELS
A joint public hearing was held on January 7, 1985, regarding reader panels being allowed on subdivision entrance sings for announcements and civic improvements.
MOTION: (HOLT) To recommend to City Council reader panels be allowed on subdivision signs for announcements and civic improvements be incorporated in the sign ordinance.
SECOND: (JONES) VOTE: FOR: Jones, Holt, Cress and Miller AGAINST: Brown, Beggs and Wetzel
