MINUTES OF A REGULAR MEETING OF THE FRIE NDSWOOD
PLANNING AND ZONING COMMISSION
June 6, 1985
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, June 6, 1985, in the City Hall Council Chambers. The following subjects were considered.
Miller -Chairman Belden Cress Wetzel Brown Holt
With a quorum present and with Beggs absent, the following business was transacted.
ELLIOT ESTATES -SHORT FORM -FINAL
Mrs. Elliot presented a plat of Elliot Estates consisting of 3 lots located on Briarmeado w. The question arose as to the deed restrictions prohibiting subdivision of property until all utilities are in. Also the short form method of subdividing property for 5 lots or less requires all utilities be shown on the plat. Mrs. Elliot said she was going to pay for the utilities to be located on the development and the City was going to lay the utilities. She also told the Commission she had a 2" pipe for grinder pumps on 2 of the 3 lots and could po ssi bly run the pipe to the other lot� They advised Mrs. Elliot either way would be fine, but in order to obtain final approval all the utilities need to be in place before the short form can be used or she could go the long form and show plans for the uti lities.
CHRISTOPHER SUBDIVISION -SHORT FORM -FINAL
the Christopher Subdivision can not receive final approval for the same reasons as the Elliot Estates Subdivision.

PARTIAL REPLAT THE PARK -PHASE I AND II -FINAL
Ted Bogren presented a partial replat of phase I and II of The Park.
Phase I - 7 lots on 3.847 acres Phase II -14 lots on 7.447 acres
MOTION: (CRESS) To give final approval of Phase I and II of a partial replat of The Park contingent on rezoning.
SECOND: (BELDEN) VOTE: UNANIMOUS FOR MOTION CARRIED
TIMBER FIELD ESTATES -FINAL -WHISPERING PINES AND DEEPWOOD
Ted Bogren presented a plat of Timber Field Estates for final approval. Timber Field Estates is to be 24 lots on 13.6973 acres.
MOTION: (BELDEN) To give final approval of Timber Field Estates.
SECOND: (WETZEL)
VOTE: FOR Wetzel, Miller, Belden and Cress AGAINST: Brown and Holt
MOTION CARRIED
LIBERTY TREE ESTATES -PRE APP -SPREADING OAKS
Ted Bogren presented a pre app of Liberty Tree Estates located on Spreading Oaks consisting of 27.658 acres to be subdivided into 4 lots. Each lot to be restricted as follows:
Lot 1 -3.9229 Acres - Can not be subdivided for 10 years Lot 2 -9.7248 Acres -Can be sub divided into 2 tracts only Can not be subdivided smaller for 10 years. Lot 3 -6.5317 Acres -Can not be subdivided for 10 years Lot 4 -7.4791 Acres -Can not be subdivided for 10 years

PARTIAL REPLAT FALCON RIDGE -F.M. 528 -PRELIMINARY 6 LOTS
Ted Bogren presented a partial replat of 6 lots in Falcon Ridge to allow a detached garage 31' from a pipeline. The pipeline ordinance requires no resid ential, commercial or industrial structure other than structures necessary to operate the pipeline shall be erected or moved to a location nearer than 40' to any pipeline. The developers are requesting to amend the building line for a detached garage. The developer told the Commission the City Attorney had been contacted and this would be possible. The Commission advised them they woul d like in writing the City Attorneys interpretation of the ordinance for a structure closer than 40' to a pipeline before any action could be taken by the Planning and Zoning Commission.
REZONING RECOMMENDATION
PUBLIC HEARING HELD MAY 16, 1985 -CORNER OF CASTLEWOOD AND PROPOSED CEDARWOOD EXTENSION -REQUEST: SFR TO NC.
The Planning and Zoning Commission made the following motion for recommendation to.City Council.
MOTION: (HOLT) The Planning and Zoning Commission recommends disapproval of the Zoning req�est from SFR to NC. The basis for this recommendation is

a)the numerous uses permitted in the NC zone,b� the encroachment of NC upon the residentialneighborhood.
It is the opinion of the Planning and Zoning Commission that·the health' club/racketball court is an appropriate use, assuming that .1:he new swimming pool comp).ex will be built adjacent._ ·_we would recomm:E::!·n:d that this'be resubmitted as ·a -�pecific•Use p�r�it application to provide the maximum protection to the surrounding neighborhood.
SECOND: (CRESS) VOTE: UNANIMOUS FOR MOTION CARRIED
The above recommendation is to be sent to the City Council in the form of a memo from tje Pl anning and Zoning Commission.

Commissioner Bob Wetzel told the Commission he was tendering his resignation becau se his job required him to be out of town extensively, but he wo uld serve until a reappointment was made.
The meeting was adjourned.
