HomeMy WebLinkAboutP&Z Minutes 1985-06-20 Regularl I lJ MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION June 20, 1985 The Friendswood Planning and Zoning Com mission held a regular meeting on June 20, 1985, at 7:30 p.m. in the City Hall Council Chambers. The following subjects were considered. Miller -Chairman Brown Holt Cress Belden Beggs Todd Stewart -Administrative Assistant Bob Wicklander -Councilman With a quorum present and none absent, the following business was transacted. ELLIOT ESTATES -FINAL -BRIARMEADOW Mrs. Elliot presented her final plat of Elliot Estates consisting of 3 lots on 2.5518 acres located on Briarmeadow. Mrso Elliot told the Commission a 2" force main was placed across all 3 lots as indicated on the milar. MOTION: lCRESSj To give final approval to Elliot Estates. SECOND: (HOLT) VOTE: UANAIMOUS FOR GREENLEAF ACRES -PRE APP MOTION CARRIED Mr. Morrison developed Greenleaf Acres consisting of 2 lots on 1.799 acres. Mr. Morrison would like to purchase 1 acre from Mr. Hebert's tract adjacent to his and replat his subdivision into a 3 lot subdivision chan ging the lot lines. The Commission advised Mr.Morrison first Mr. Hebert would need to subdivide f l l I l_j Page 2 June 20, 1985 his 2.9763 acres before Mr. Morri son could replat his 1.7 99 acres including the 1 acre he plans to purchase from Mr. Hebert. DR. FRANZ -WILDERNESS TRAILS -. REPLAT REQUEST 9.1419 ACRES Bob Wicklander, representing Dr. Franz, addressed the Planning and Zoning Commission about 39 acres located in Wilderness Trails which Dr. Franz purchased in 1971. Dr. Franz sold off several tracts before being annexed by the City of Friendswood in 1973. Dr. Franz sold 1 tract of 6.0 acres to Dr. Crump and 2 tracts of 7.6 and 8.3 to Dr. Andrews after annexation. This is in violation of the subdivision ordinance. Land can be sold but not subdivided or a building permit issued for property on an unimproved road. Dr. Franz is now requesting to replat 9.1419 acres of the remaining land into 3 tracts. He was advised that this is still in violation of the subdivision ordinance as were the other tracts built on after anne xation. Dr. Franz told the Commission several houses had been built in the area under the same premise as he had sold land. After a very lengthy discussion it was recommended Todd Stewart, Administrative Assistant would research all the property south of Wilderness Trails recorded by deed. REZONING RECOMMENDATION PUBLIC HEARING HELD: MAY 16, 1985 REQUEST: MFR-M TO NC LOCATION: SOUTH ALONG F.M. 528 CORNER OF WINDING WAY EAST 3.918 ACRES (160' DEEP AND 1100' WIDE) The 3.918 acre tract considered for rezoning is 160' deep and 1100' in width. The Planning Rnd Zoning Commission received a memo from the City Manager, Jim Morgan dated June 6, 1985, stating that the Texas Department of Highways and Public Transportation District Office has informed the City that the existing right-of-way requirement of 100' will need to be widened to 130' for construction to begin in 1987. The property would then be reduced to a 145' width. [ 1 [ I u Page 3 June 20, 1985 MOTION: (BELDEN) SECOND: (HOLT) VOTE: UANIMOUS FOR To recommend to City Council disapproval of the rezoning request of 3.918 acres from MFR-M TO NC. The following memo to be sent to the City Council as the recommendation of the Planning and Zoning Commission. MOTION CARRIED MEMORANDUM: TO MAYOR AND COUNCIL The Planning and Zoning Commission action is based upon a concern that the parcel is too shallow to allow the proper balance between the practical use and the appearance of the property. The recent history of development of narrow commercial properties is that the bui·lding must be the largest possible that can fit on the property and provide the minimum required parking resulting in on landscaping or at best a minimum. The majority of the Commission present accept the concept of commercial property at the corner of F.M. 528 and Winding Way. MINUTES FOR APPROVAL May 2, 1985 -approved as read May 16, 1985 -Public Hearing -approved as corrected May 16, 1985 -Regular Meeting -approved as co rrected June 6, 1985 -approved as corrected LETTER The Commission received a letter from Mr. Zvanut opposing the rezoning request of 0.5317 acres from SFR to NC, located on the corner of Castlewood and the proposed Cedarwood extension. A public hearing was held May 16, 1985. Commissioner Belden, recommended the Planning and Zoning Commission respond to Mr. Zvanut's letter enclosing a copy of the Planning and Zoning Commission recommendation to City Council. The next regular meeting of the Planning and Zoning Commission falls on a holiday July 4, 1985, their will be no meeting that night. If it becomes necess ary the Commission will hold a special meeting July 11, 1985. If not the next regular meeting will be July 18, 1985. The meeting was adjourned. Ruth P. H�nry -Secretary j
