HomeMy WebLinkAboutP&Z Minutes 1985-08-01 Regular1 I u MINUTES OF A REGULAR MEETING OF THE FRIEN DSWOOD PLANNING AND ZONING COMMIS SION August 1, 198,5 The Friendswood Planning and Zoning Commission held a regular meet ing on Thursday, August 1, 1985, at 7:30 p.m. in the City Hall Council Chambers. The following Commissioner s were present. Miller -Chairman Holt Cress Brown Beggs Councilman Phyllis Lee With a quorum present and with Belden absent, the foll owing business was transacted. GREENBRIAR ACRES II Mr. Hebert presented a final plat of 2.9765 acres subdivided into 2 lots located on Greenbriar and Fllingleaf for final approval. MOTION: (CRESS) To give final approval of Greenbriar II. SECOND: (HOLT) VOTE: UNANI MOUS FOR MOTION CARRIED THE BLAKE COMPANY PHASE I The Blake Company presented drawings of a proposed strip center consisting of 1 1/2 acres to be located on Friendswood Link Road. The following items need clarification before approval can be given. 1.3.5 acre tract -to be subdivided2.Letter onright-of-way requirements3.Review by Fire Marshal l l I L Page 2 Au gust 1, 1985 POLLY RANCH -10.35 ACRES Jason Chisom is proposing to develop 10.35 acres located in Polly Ranch into 8 lots. Mr. Chisom was advised the following items would need to be complied with. 1.Rezone property (presently MFR-M TO SFR)2.Subdivide the acreage3.Review the plans with the Director of Public Works The acreage is located an A-6 flood zone which woul d require a certificate of elevation for each building permit. It also has an existing pipeline which requires set backs for structures in order to conform with the subdivision and well ordinances. RECOMMENDATION -REZONING REQUEST -CSC AND MFR-L TO PUD PUBLIC HEARING HELD: AUGUST 1, 1985 LEGAL: 860' NORTH SIDE F.M. 528 being at west property line of The Park being 645' in depth. LOCATION: 300' EAST OF NE CORNER OF .l-1. 528 AND WINDING WAY REQUEST: CSC AND MFR-L TO PUD The Planning and Zoning Commission made the following recommendation to City Council. MOTION: (CRESS) To recommend to City Council the following: SECOND: (BROWN) VOTE: UNANIMOUS The Planning and Zoning Commission recommends conditional approval of the Retirement Center as presented by Great American Retirement Center, Inc. The developer will prepare the necessary data and engineering documents to safisfy the requirements of the Zoning Ordinance and in keep­ing with the spirit of the developers presentation at the Au gust 1, 1985 public hearing. Upon receipt of the Specific Use permit application supplying all the required information, the Planning and Zoning sees no obstacle to final approval. MOTION CARRIED The above to be sent to City Council in the form of a memo. l-1 [ l Page 3 August 1, 1985 INTERDEPARTMENTAL CORRESPONDENCE - FROM THE MAYOR -MEMO 10/85/33 SUBJECT: Resolution of Differences between Planning and Zoning Commission and City Council. Personal business requires that I be in Washington, D.C. on Thursday, August 1, and will be uriable to attend our joint meeting scheduled for Thursday evening. However, I am directing the City Secretary to place the subject item on the City Council agenda for August 5, in order that we may jointly discuss these differences. All members of the Planning and Zoning Commission are invited and encouraged to attend this important meeting so that our differences can be resolved and the City government may move forward in harmony. In trying to remember our diffe rences, several come immediately to mind: 1.Lot sizes.2.Park land requirements.3.Application of subdivision and zoning regulations,particulary regading plats.4.Most notabley, the graphic example wherein a unitedPlanning and Zoning Commission voted against rezoningapproximately four acres of land from MFR to NC anda united City Council (with one abstention) voted tooverride the Planning and Zoning Commission. I have asked the City Manager to provide to each of us a copy of all minutes and correspondence related to item (4) above. I believe that a meeting like I am suggesting will be most beneficial to both bodies and certainly to the City of Friendswood. After a very lengthy discussion the Planning and Zoning Commission is forwarding the following memo as their recommendation on the above memo. TO: MAYOR AND CITY COUNCIL SUBJECT: Resolution of Diffe rences between Planning and Zoning Commission and City Council. 1 11 lJ Page 4 August 1, 1985 The Planning and Zoning Commission agrees with the Mayor that we need to resolve misunderstandings between ourselves and the City Coun cil. We believe that a workshop would be much more productive than a discussion at a regular meeting of the City Council. We would welcome a.workshop with Couricil devoted solely to Planning and Zoning problems at any time other than a regular Council or Planning and Zoning meeting.
