HomeMy WebLinkAboutP&Z Minutes 1985-08-15 Regularr·1 I l MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION August 15, 19 8 5 The Friendswood Planning and Zoning Commission held a regular meeting on August 15, 19 8 5, at 7:30 p.m. in the City Hall Council Chamhers. The following Commissioners were present. Miller -Chairman Brown Councilman Prihoda Councilman Lee Beeth Todd Beggs Holt With a quorum present and with Cress absent, the following business was transacted. CHAPPEL HILL -FINAL -14 LOTS -11.88 4 8 ACRES -MERRIWOOD A final plat of Chappel Hill was presented to the Planning and Zoning Commission. Chappel Hill consists of 11.88 48acres subdivided into 14 lots located off of Merriwood having (2) cul-de-sacs, Chappel Hill Drive and Brentwood Drive. MOTION: (BEGGS) The Commission made the following recommendations. SECOND : (BEETH) 1.Review by the City Engineer2.Review of Deed Restrictions3.Documentation of the release ofthe private drive off BrentwoodDrive. FOR: Miller, Brown, Beeth, Todd and Beggs ABSTAINED: Holt (absent from the room) MOTION CARRIED Page 2 August 15, 1985 PARTIAL REPLAT OF MISSION ESTATES PHASE I -SOUTH MISSION CIRCLE ( TO ABA NDON AND RELOCATE 10 FOOT DRAINAGE EASEMENT BETWEEN LOTS 80 AND 81 IN BLOCK 1) SOUTH MISSION CIRCLE) MOTION: BROWN) The Planning and Zoning Commission approved SECOND: (HOLT) the partial replat presented by Mission Estates. The Commission believes that the approval is required by the special ordinance advised by the City Attorney and the will of the City Council. The plat shows a drainage easement in the center of lot 81. The Commiss­ion understands that a later plat will show the lot lines in the center of the relocated drainage easement. The Planning and Zoning Commission is relying on the City Building Administrator to assure that future lot lines will fall in the correct places. VOTE: FOR:Brown, Holt, Beeth and Miller ABSTAI NED: Todd AGAINST: Beggs MOTION CARRIED (Commissioner Todd excused himself from the dsicussion and vote to eleminate a conflict of interest) The above motion is to be sent to the City Council in the form of a memo. FA1'1ILY LIFE CENTER -FRIENDSWOOD UNITED METHODIST CHURCH Mr. Gardner presented plans for a proposed family center and gymnasium as additional building behind the Methodist Church. The following information was presented on the drawing: 1.18,000 sq. ft. -existing religious assembly2.11,514 sq .. £5. -proposed religious assembly3.7,272 sq. ft. -proposed private recreation4.Required parking spaces -1115.Provided parking spaces -1146.4.997 acre tract The question arose whether a specific use permit was issued when the church was built. Councilman Lee went to the office of the City Secretary to research the rezoning files. Councilman Lee returned to the meeting and advised that the Church was in existance when the zoning ordinance was adopted. l"I l J Page 3 August 15, 1985 The Commission feels clarification of the entire tract being zoned specific use is needed. MOTION: (BEGGS) To grant approval to proceed with obtaining a building permit. SECOND: (HOLT) VOTE: FOR: UNANIMOUS MOTION CARRIED KIM RE ED -F.M. 2351 -CO11MERCIAL BUILDING - 3 TRACTS Mr. Reed is requesting to obtain a building permit while in the process of platting 3 separate tracts into one tract. The tracts are located on F.M. 2351. Mr. Reed plans on constructing a commercial building with a restaurant, bakery and several other lease spaces. The Commission advised Mr. Reed to prepare his mila r following the proc edures in the subdivision ordinance. He was also advised to show the right-of-way on the milar for recording purposes.
