MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
September 5, 1985
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, September 5, 1985, at 7:3 0 p.m. in the City Hall Council Chambers. The following Commissioners were' present.

With a quorum present and with Beeth absent, the following bu siness was transacted.
SWIMMING POOL PLATTING -PRELIMINARY -F.M. 518 AND CASTLEWOOD CASTLEWOOD PARK
Councilman Lee and Don Roberts presented a preliminary plat of 4 acres out of a replat of 11.4003 acres of land out of lots 15 and 16, Block 5, Friendswood Subdivision located on Ca stlewood and F.M. 518. The plat also shows Reserves A,B,C,D and E with-in the 11.4003 acres which have not been platted. Reserve F has been deeded to the City for the location of a proposed City Swimming Pool with an entrance off of Castlewood. The following items need to be complied with before final approval:
1.Show existing structures on reserves A,B,C,D and E2.Set backs of existing structures3.Zoning change to Specific Use4.Right-of-way shown5.Name of tract on preliminary:.plat is CASTLE PARK whichis to be changed to CASTLEWOOD PARK
PARKWAY -PRE APP - 9 RESERVES
Councilman Lee and Don Roberts presented a pre-app of 9 reserves, being a replat of lots 14,15,16,17 and 18 of the Voss Subd ivision.

The reserves are located on F.M. 528 and Winding Way. Reserves A B and C have an existing pi peline shown. Reserves B,C,D,E,F and G are zoned NC with the remaining H,I and A zoned MFR-L.
Reserve Bis 280' X 160' Reserve C is 90' X 160' Reserve Dis 75' X 160' Reserve E is 75' X 160' Reserve Fis 170' X 160' Reserve G is 318' X 160'
The pre-app pla t shows a 60' ingress-egress between reserves F and G off of F.M. 518.
The following items need to be complied with before submi tting a preliminary plat.
1.Show present right-of-way2.Add an additional 15' for ri.ght-of-way as requestedby the City Council and the Planning and Zoning Commission.
PROPOSED SUBDIVISION ORDINANCE AN ABBREVIATED PROCEDURE FOR PLAT SUBMISSION FOR 5 LOTS OR LESS PHYLLIS LEE COUN CILMAN
The proposed ordinance as follows:
1.An abbreviated procedure for plat submission may be used if theproposed subdivision satisfies the following requirements:
a.The proposed subdivision is for single family residentialdevelopment containing FIVE (5) lots of less.
Councilman Lee asked the Planning and Zon ing Commission if removal of the words SINGLE FAMILY RESIDENTIAL would create an impact for development because this would allow for Commercial and Multi-fa mily use of the short form method if all the requirements were complied with. The Planning and Zoning Commission felt it would not be an impact one way or the other as long as the development met all the requirements of the short form procedure.
AL HASTINGS -FM. 518 ANNALEA SECTION I BLOCK I LOTS 29,30 and 31
Al Hastings purchased lots 29,30 and 31 located on the corner of F.M. 518 and Maryann for the location of his radi ator shop. Theproperty is presently zoned NC which does not permi t automotiverepair. Mr. Hastings also is considering a servi ce center whichis permitted in the NC zone.

The Commission suggested Mr. Hastings address the Homeowners Association of the Annalea Subdivision about the deed restrictions pro hibiting commercial deve lopment at that location.
CALLING A PUBLIC HEARING
CHAIRMAN RALPH MILLER CALLED A PUBLIC HEARING FOR MONDAY, OCTOBER 7, 1985. THE REZONING REQUEST IS AS FOLLOWS:
PRESENT ZONING CLASSIFICATION: CSC AND MFR-L REQUEST ZONING CHANGE: SPECIFIC USE -PUD
REASON: To construct a 162 Unit Retirement Center
WILDERNESS TRAILS
Dr. Franz addressed the Planning and Zoning Commission showing a survey of Wilderness Trails from Galveston County records more recent than what the City of Friendswood has on record. Dr. Franz told the Commission he would obtain a survey of all the me tes and bounds of Wilderness Trails prepared on a mil�r for the Citj for recording at his expense in a trade to allow him to move a line on his remaining 9 acres to show 5 acres. The five acres would be sold to the property owner adjacent to the 5 acres where a house is already existing, no other structure would be built. The Planning and Zoning Commission feels the City does need the metes and bounds of Wilderness Trails for recordin g. Numerous tracts have been sold in Wilderness Trails without subdividing and preparing this document would eliminate this in the future.
KENT BALLARD -COMMERCIAL SITE F.M. 518
Kent Ballard approached the Commission about a commercial site consisting of 4.36 acres located on F.M. 518 and zoned CSC for the develop ment of a Child Care Center. Mr. Ballard told the Commission the buyers do not need the entire tract for their pro ject and would like to purchase less land which would not comply with the CSC zone for development. The Commission suggested the land be subdivided and rezoned to NC which would comply with the zoning ordinance.
REPLAT OF THE PARK PHASE III -PRE APP
Ted Bogren presented a pre app plat of 4 single fa mily (SFR) lots and 6 patio home lots (MFR-L) to the Commission. The preapp plat indicated 2 lots to have a 60' front and 4 with a 50' front width. MFR-L requires 7260 sq. ft. with a O interior lot line. Structures need to have connected walls to eleminate large single family structures on small lots. It was sug gested either a letter from the owner with his intent to have connected walls or perhaps it needs to be noted on the milar for recording.

PARTIA L REPLAT FALCON RID GE -SECTION ONE - 6 LOTS BLOCK I LOTS 20-23,25 AND 27 SECTION I -2.2483 ACRES
Ted Bogren presented a partial replat of Falcon Ridge, Section I Block I, Lots 20-23, 25 and 27. The plat is only for the purpose of adding an additional building line for a detache d, uninhabited str ucture. The request is for 6 lots to have a building line of 31' from the pipeline easement. The ordinance requires a 40' building line. Mr. Bogren told the Commission City Attorney, John Olson had been contacted and given a verbal ok. Chairman Ralpn Miller told Mr. Bogren the Commission would like that information in writing before granting ap proval.
MOTION: (T OD D) To give approval contingent on a letter of clearance from the City Attorney, John Olson.
SECOND: (BROWN) VOTE: FOR UNANIMOUS
YOGI REMIREZ -F.M. 528 ZONED SFR
MOTION CARRIED
Mr. Remirez is considering purchasing a tract of land located on F.M. 528 Ea st of Windsong. The property is presently zoned SFR.For his development the property would need to be rezoned to NC.After discussion with Mr. Remirez, it was determined the propertyhas a pipeline which would require a structure to be built 40'either side of the pipeline and the right-of-way for F.M. 528would reduce the property even further to a size that would notjustify a zone change to NC.
PROPOSED SUBDIVISION ORDINANCE
Mr. Cress had reviewe d the proposed ordinance for input to the City Council and went over this with Councilman Lee. He also reviewed the items and recommended changes with the rest of the Planning and Zoning Commission.
