HomeMy WebLinkAboutP&Z Minutes 1985-12-01 RegularI I I I I MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING .COMMISSION December 5, 1985 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, December 5, 1985, at 7:00 p.m. in the City Hall Council Ch ambers. The following subjects were considered. Holt -Chairman Baker Todd Cress Beeth Beggs (8:00) Councilman Prihoda Councilman Lee With a quorum present and with Ballard absent, the following business was transacted. FRIENDWOOD VI LLAG E SHOPPING CENTE R Mr. Bruce Williams presented drawings of a remodel and addition to the Fiendswood ·v.ill-ag_e··. Shop ping Center. Mr. Williams told the Commission one of the changes on the drawing he is presenting tonight is a reduction of the addition to the shopping center. ' ' I Page 2 December 5,19 85 MOT ION: (CRESS) SECOND: (TODD) VOTE: UNANIMOUS To give £t.Qa·l ·approval to the site plan in ord er for a building permit to be issued for the remodel and addition to the Friendswood Village Shopping Center. The developer is to provide the City with a letter stating sidewalks will be placed around the area. The Commission feels the paved area behind the center shoul�be grandfatheted ana·not broken FOR to provide lands caping. MOTION CARRIED FRIENDSWOOD VILLAGE -FINAL PLAT A partial replat of 4.7950 acres being all of block 4, lot 3 of the Friendswood Subdivision was presented to the Commission for final approval. Reserve A is 3.8309 acres, Beserve Bis 14476 acres and reserve c·is .5166 acres,all non residential use and loc ated on F.M. 518 (Friendswood Drive). MOTION: (CRESS) To give final approval to Friendswood Village. SECOND: (BAKER) VOTE: UNANIMOUS FOR MOTION CARRIED PARKWAY FINAL -F.M. 528 AND WINDING WAY Don Roberts presented a final plat of Parkway being 18.6455 acres of land out of lot 14 and 15 of the Voss Subdivision 8 reserv es. MOTION: (TODD) To give final approval to Parkway. SECOND: ( BEETH) VOTE: UNANIMOUS FOR MOTION CARRIED I I \ Page 3 December 5, 1985 CASTLEWOOD PARK -POOL SITE Don Roberts presented a plat of Castlewood Park reserve F of 6 reserves being a replat of 10.3973 acres out of lots 15 and 16, Block 5, Friendswood Subdivision. In platting for the pool site Mr. Roberts has shown platting for 5 other reserves which were never platted. Owners of reserve B do not wish to sign the milar for the platting of reserve B which is required for record­ing by the County. Reserve D has an existing structure. Mr. Roberts suggested he would plat reserves A,C,D,E and leaving out reserve B to be presented at the next regular meeting of the Planning and Zoning Commission. The City will not be able to issue a building permit on reserve B witho ut the tract being platted. COMMISSIONER TODD ABSTAINED FROM THE FOLLOWING DISCUSSION MFR-L -DEVELOPMENT -WINDING WAY AND LEISURE -PRE APP Mr. Horn addressed the Planning and Zoning Commission presenting revised drawings, removing the lot lines. Commiss ioner Holt gave an update on what was presented at the last meeting saying the original concept brought before the Commission was set up as lots with duplexes presenting a problem. When you put in a duplex you must do it on a 90' lot and the drawings indicated 70' lots. The Commision wrote a letter to the Council because one of their concerns in multi-family zones is being able to convey the land with the lot. Commissioner Holt feels duplexes present a long term problem. When the original owner at some point wants to sell the duplexes, then you have a situation involving ownership of a building versus ownership of a lot and building. The situation on a development of this kind is that you are in a zone for a certain density, but have a lot minimum to meet in order to set lots up. When you cannot meet the lot minimum you can still meet the density by removing the lot lines. Common area must also meet the intent of the zoning ordinance. It was suggested a copy of the project be sent to the City Council for review. CHRISTOPHER SUBDIVISION -FINAL A final plat of Christopher Subdivision was presented, being a 2.5518 acre replat of part of blocks D and E of the Central Park Sub division and consisting of 3 lots located on Briarrneadow Drive. I Page 4 December 5, 1985 Commissioner Cress addressed the group saying this was the subdivision of which questions arose on the sewer availability as required by the subdivision ordinance under the alternate method of subdividing.· The milar indicated a 10' easement extends into the tract. The City Engineer has already signed the milar. It was also pointed out that the City has a contract out for bids on a sewer line to service that area. Councilman Lee told the group that the City pays for the first 100' and the homeowners are creating a fund to pay for the remaining portion. Technically the Planning and Zoning Comm�ssion does not sign milars until they comply with the subdiv ision ordinance which required the utilities to be in place. Th e Planning and Zoning Commission would like to have a letter from the City on the schedule of availability of services for this area. REZONING REQUEST Mr. and Mrs. Chaffin are considering the purchase of a 2 acre tract with an exist ing house on the corner of F.M. 528 and Briarcreek for a Day Care Center. The property is presently zoned SFR. The property would need to be rezoned to CSC or NC. The Commission advised them that the first step would be to fill out an application for rezoning in the office of the City Secretary. The meeting was adjourned. �I� ---
