MIN UTES OF A JOINT PUBLIC HEARING
FRIENDSWOOD PLANNING AND ZONING COMMISSION
January 24, 1985
The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing on thursday, January 24, 1985, at 7:30 p.m. in the City Hall Council Chambers. The following members were present.

With a quorum present and with Beggs absent, the following business was transacted.
The Planning and Zoning Commission received notification Bob Wetzel was appointed to the Planning and Zoning Commission replaceing Ken Hoppe .. Dennis Holt was re-appointed to the Planning and Zoning Commission.
Chairman, Ralph Miller called the PUBLIC HEARING to order.
1.A request to rezone the following property:
902 South Friendswood Drive Parcel B-2 out of lots 15 and 16 Block 5 -. Friendswood Subdivision REQUEST CSC to SPECIFIC USE PERMIT
On October 11, 1984 the Planning and Zoning Commission recom mended disapproval of the plans for mini warehouses. The motion stated the following: To recommend disapproval of Mr. Burkes plans for mini-warehouses because they do not conform in spirit or letter of the C-1, zoning ordinance as the Planning and Zoning Commission perceives it.
One October 17, 1984, the Building Department received a memo from City Manager, James C. Morgan stating the following:
''I have reviewed the application by Tom Burke for a permit to construct mini-warehouses in a C-1 zone and have determined that this is a proper application for the C-1 zone. Therefore, I have informed the Buidling Department that this application is in compliance with the Zoning Ordinance,

and if all other aspects of the permit application are in accordance with City Codes, to proceed with the iss uance of the permit."
On Octobe r 23, 1984, Dennis Holt representing the Friendswood Planning and Zoning Commission went before the Boa rd of Adjustment to appeal a permit decision for mini-warehouses by an Administrative Official. The Board of Adjustments decision was to grant the appeal overruling the letter dated October 17, 1984 from City Manager, James C. Morgan.
Mr. Tom Burke is now requesting for a Specific Use Permit to construct the mini-warehouses for which this public hearing was called.
At torney Tom Lay represent ing Tom Burke told the Council, Planning and Zoning Commission and the audience the tract is 11 acres. Jr. Burke is requesting to rezone 1.3 of the 11 acre tract for the purpose of constructing mini-warehouses.
Tom Lay was informed by the Planning and Zoning Commission the application for Specific Use Permit does not meet all the technical requirements·of the Specific Use Permit Application.
There were approximately 25 people in the audience. Dr. Groba and Mr. Coffman owners of a large office building across the street spoke in opposition of the project. Several other cit izens also spoke in opposition to the mini-warehouses.
2.A request to rezone the following property:
9 1/2 acres on the SE corner of F.M. 518 and F.M. 528 REQUEST OP TO CSC.
Mitch Mitchell is requesting the rezoning of 9 1/2 acres from OP TO CSC for a commercial shopping center. No one spoke in opposition to the rezoning request.
The public hearing was closed.
