HomeMy WebLinkAboutP&Z Minutes 1985-01-07 Joint Public Hearing w/ City Council1 l.l MINUTES OF A JOINT PUBLIC HEARING FRIENDSWOOD PLANNING AND ZONING COMMISSION January 7, 1985 The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing on Monday, January 7, 1985 at 7:00 p.m. in the City Hall Council Cha mbers. The following members were present. Miller -Chairman Jones Holt Cress Brown With a quorum present and with Beggs and Hoppe absent, the following business was transacted. Chairman Ralph Miller called the PUBLIC HEARING to order. SIGN ORDINANCE -READER PANELS The Polly Ranch Homeowners Association has requested reader panels be allowed on subdivision entrance signs. They feel this would be a way of notifying the homeowners of civic improvements and announcements. They have in the past rented portable signs for this purpose. It was discussed that the panels must only be approved for the above mentioned purpose. CARMEL VILLAGE. PHASE I AND II -MISSION ESTATES I, II,III AND IV The Commission considered an ordinance granting a Specific Use permit for Carmel Village Phase I and II, Mission Estates I,II, III and IV, as Specific Use SFR amending zoning district map adopted by ordinance 84-15. Dr. Bill Jones excused himself as a Planning and Zoning Commission member in the discussion of this item. I 1 I Page 2 January 7, 1985 Mr. O'Farrell and Dr. Jones have made application for a Specific Use Permit as specified in the present zoning ordinance. The property is presently zoned MFR-L (R-3) and they are requesting to build SFR (R-I) homes using the MFR-L set backs. The developers want to build larger homes on smaller lots .in order.to keep the density lower and not be in violation 0£ the zoning ordinance they must change the zone classification. The present ordinance specified to build SF R (R-I) in MFR-L (R-3) they must comply with the set backs of SFR. ORDINANCE E proposed to the Planning and Zoning Commission as recommended ordinance by the City Attorney. ORDINANCE NO. E AN ORDINANCE GRANTING A SPECIFIC USE PERMIT AUTHORIZING THE USE OF CARMEL VILLAGE SUBDIVISION PHASE I AND II AND MISSION ESTATES SUBDIVISION PHASE I,II,III AND IV IN THE CITY OF FRIENDSWOOD, TEXAS, AS SPECIFIC USE­SFR, PROVIDING CONDITIONS FOR THE GRANTING OF SUCH SPECIFIC USE PERMIT; AMENDING THE ZONING DISTRICT MAP OF THE CITY AS ADOPTED BY ORDINANCE NO. 84-15 ADOPTED ON NOVEMBER 19, 1984; CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY. SECTION 4 A.No lot shall .be used for single family residentialpurposes unless such lot is at least 70 feet inwidth and feet in depth. B.No main building shall be located less than 7 1/2 feetfrom any side ·.lot line for less than ___ feet fromany rear lot line. Mr. O'Farrell, one of the two owners of the proposed subdivisions, said he was not prepared to have 70' lots because of technical problems. He would like to keep.the original platting of 60' lots.
