HomeMy WebLinkAboutP&Z Minutes 1985-02-11 Joint Public Hearing w/ City CouncilI l I I I MINUTES OF A JOINT PUBLIC HEARING FRIENDSWOOD PLANNING AND ZONING COMMISSION February 11, 1985 The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing on Monday, February 11, 1985, at 7:00 p.m. in the City Hall Council Chambers. The following members werepresent. Miller -Chair man Beggs Wetzel Holt Cress Jones Brown With a quorum present and with none absent, the following business was transacted. CHAIRMAN, RALPH MILLER CALLED THE PLANNING AND ZONING COMMISSION PUBLIC HEARING TO ORDER TO CONSIDER THE FOLLOWING ITEMS: 1.TO CONSIDER A PROPOSED SPECIFIC USE PERMIT -SINGLEFAMILY RESIDENCES FOR REGENCY ESTATES, SECT ION TWOINCLUDING MINIMUM LOT WIDTH OF 60 FT., MINIMUM LOTDEPTH OF 105 FT. AND MINIMUM SIDE SET BACK OF 5 FT. Councilman Jordan, asked how many lots in Regency Es tates are :r.�ma:,:ii_nin�L,s-without structures? The exact number was not available. Dr. Jones said about 8 to 10 lots. The question arose as to the reason for a Specific Use Permit? City Manager, Jim Morgan told the Council, Planning and Zoning and the audience the lots did not meet the set back requireme nts of the present zoning ordinance which was adopted November 9, 1985. The Commissioner Dennis Holt asked Council, since this was a platted subdivision before the present zoning ordinance was adopted, would not a variance from the Zoning Board of Adjustme nts be -the best procedure and ce rtainly the less expensive procedure. Mayor Lowe told the Planning and Zoning Commission and the audience City Attorne y, John Olson had adwised the use of a Specific Use Permit, which requires a public hearing and zoning classification change. ORDINANCE E-85-3 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE 84-15. AS AMENDED, PASSED AND APPROVED THE 19TH DAY OF NOVEMBER, 1985, AND BEING THE ZONING ORDINANCE BY ADDING TO PARAGRAPH 16 OF SUBSECTION K OF SECTION 8 OF A NEW SUBPARAGRAPH C: PROVIDING FOR OFF PREMISE DIRECTIONAL SIGNS FOR DEVELOPMENT LOCATED IN SFR, MFR-L, MFR-M AND MFR-H DISTRICTS: MAKING CERTAIN FIND INGS PROVIDING FOR SEVERABILITY: PROVIDING A PENALTY: AND DECLARING AN AMERGENCY. TEMPORA RY REAL ESTATE SUBDIVISION SIGNS This emergency ordinance is to provide relief by use of off premise directional sign s for developments located in zones SFR, MFR-L, MFR-M, MFR-H.
