MINUTES OF A JOINT PUBLIC HEARING
FRIENDSWOOD PLANNING ANO ZONING COMMISSION
October 7, 1985
The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing, October 7, 1985, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present.
Miller -Chairman Todd Cress Beggs Brown Holt Beeth (arrived 7:50 -Public He aring was in recess)
With a quorum present and none absent, the following business was transacted.
CHAIRMAN RALPH MILLER CALLED THE PLANNING AND ZONING COMMISSION PUBLIC HEARING TO ORDER TO CONSIDER THE FOLLOWING ITEM:
REQUEST: CSC AND MFR-L TO SPECIFIC USE -PUD
LOCATION: 300' EAST OF NE CORNER OF F.M. 528 AND WINDING WAY (12.7 ACRES)
RETIREMENT CENTER (162 UNITS)
The representative for Great American Retirement Center, Inc. was not present to submit the infor mation required for a zone classification change, as required under the Specific Use requirements of the zoning ordinance.

Tommy Leigo said he was neither for nor against the rezoning, but he has property backing up to that being considered for rezoning and has concern about how it would effect his property. He wan ted to know if there would be a buffer zone as indicated when the property had a previous classification change.
Chairman Ralph Miller, explained the procedure of a Specific Use permit which requires a proposed landscaping and screening buffer, which is spelled out in the zoning ordinance.
Attorney John Olson, told the Council, Planning and Zoning Commission and the audience that there is insufficient information at this time. No application or drawings to show set backs or site plans which is required by the zoning ordinance were presented.
Kent Ballard, the real estate represe ntative for the property, told the group The Great American Retire ment Center, Inc. had wanted to have the zoning change before they proceeded with the expense of architectural designs. Councilman Wicklander pointed out Council had already given a vote of confidence by 2 readings of an ordina nce. Commissioner Holt stated the Plannin g and Zoning Commission had also given a vote of confidence by a memo to City Council August 2, 1985.
Councilman Wicklander told the group that what is presented is what is to be bui lt ) this is �on tract .. zoning and in order to do this the plans must be presented. Councilman Wicklander asked if perhaps we could have a short recess to all ow.time for the Great American Retirement Center, Inc. representative to arrive for his presentation.
Chairman Ralph.Miller called a Planning and Zoning Commission recess at 8:45 p.m. until 9:00 p.m. for the reason stated by Councilman Wicklander.
The meeting was reconviened at 9:00 p.m •.
Kent Ballard placed a call to the Great American Retirement Center, Inc. representative who indicated to him by teleph one that they had not been notified of the Public Hear ing and were not ready for a presentation at this time.
Chairman Ralph Miller, adjourned the Planning and Zoning Commission Public Hearing. The hearing will be re-called at a later date.
