A RESOLUTION OF THE CITY COUNCIL OF FRIENDSWOOD, TEXAS,
AUTHORIZING THE SUBMISSION OF A COMMUNITY DEVELOPMENT
BLOCK GRANT MITIGATION METHOD OF DISTRIBUTION (CDBG-MIT
MOD) APPLICATION TO THE TEXAS GENERAL LAND OFFICE AND
AUTHORIZING THE MAYOR AND CITY MANAGER TO ACT AS THE
CITY'S EXECUTIVE OFFICERS AND AUTHORIZED
REPRESENTATIVES IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE CDBG-MIT MOD PROGRAM; AND
PROVIDING FOR THE EFFECTIVE DATE.
WHEREAS, the City of Friendswood desires to develop a viable community, including
decent housing and a suitable living environment and expanding economic opportunities,
principally for persons of low -to -moderate income; and
WHEREAS, certain conditions exist related to disastrous events, which represent a threat
to the public health, safety and welfare; and
WHEREAS, it is necessary and in the best interests of to apply for funding under the
CDBG-MIT MOD Program; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. That the facts and matters set forth in the recitals of this resolution are
hereby found to be true and correct.
Section 2. That a CDBG-MIT MOD application is hereby authorized to be filed with
the Texas General Land Office for funding consideration under the CDBG-MIT Method of
Distribution Funds.
Section 3. That the application be for up to $4,636,100 of grant funds to provide
infrastructure improvements.
Section 4. That the Mayor and City Manager are designated as the Chief Executive
Officers and Authorized Representatives to act in all matters in connection with this application
and participation in the CDBG-MIT MOD Program.
Section 5. That the Mayor is designated to oversee all grant activities so as to ensure
there are no Conflicts of Interest.
Section 6. That the City's grant administrator, GrantWorks, Inc., is authorized to
complete and submit the application on behalf of the City.
Section 7. That all funds will be used in accordance with all applicable federal, state,
local and programmatic requirements including but not limited to procurement, environmental
review, labor standards, real property acquisition, and civil rights requirements.
Section 8. That this resolution shall be effective immediately upon its passage and
approval.
PASSED, APPROVED and ADOPTED by the affirmative vote of the City Council of the
City of Friendswood on this the 5`" day of December_ 2022.
