AGENDA THE FRIENDSVmD PLANNING AND ZCNING CCM-1ISSION HELD A REX:;ULAR MEErr'ING ON THURSDAY, JANUARY 18, 1990, A'I' 7: 00 P .M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLT.OOING MEMBERS WERE PRESE:NT CONSTITUTING A QUOROM. BAKER -CHAIRMAN COLBURN HOLZSCHUH McHUGH RODGERS WASSON WATSON -CIP BRAND -CITY MANAGER JENNINGS -ENGINEERING TECHNICIAN HENRY -DEVELOPMENT COORDINA'IDR BRINKMAN -SECRETARY WITH A QUORUM PRESENT AND KONCABA ABSENT, THE FOLLCWING ITEMS WERE CONSIDERED: DOCKETED PUBLIC HEARING: 1.A PUBLIC HEARING FOR THE PURPOSE OF RECEIVING PUBLIC INPUI', BOTHORAL AND WRITI'EN, REGARDING THE ITEM LISTED BELON: A ZONE CLASSIFICATION CHANGE REX;JUEST OF SFR (SINGLE FAMILY RESIDENCE) TO SP CHURCH, SOUTHF.ASTERLY 1/2 OF IOT 2 OF THE LEISURE LANE SUBDIVISION. THERE WERE APPROXIMATELY 15 CITIZENS IN THE AUDIENCE, MANY OF WHCM SPOKE IN OPPOSITION TO THE REZONING REQUEST. THE CITIZENS EXPRESSED THEIR CONCERNS WITH A �D STORY BUILDING, WINDCMS FACING ADJACENT H�, NOISE, ETC. REPRESENTATIVES OF THE CHURCH EXPLAINED THEIR NEED FOR EXPANSION AND ADVISED THE C(MvllSSION OF THEIR DESIRE TO 00 WHATEVER NECESSARY TO Mm.I' THE REQUIREMENTS OF THE NEIGHOORHOOD. THEY AGREED TO REDESIGN THE BUILDING, CONSTRUCT HIGHER FENCE'S THAN THOSE ORIGINALLY PROPOSED, AND CCMPLY WITH ALL DEED RESTRICTIONS OF THE H�NER I S ASSOCIATION. THE Ha-1IDWNERS UNITED IN TOTAL OPPOSITION TO THE CHURCH BUILDING, SUGGFSTING VARIOUS SITE'S FOR CHURCH REUX'..ATION. THE HOMEO-JNERS QUESTIONED THE CCMMISSION REGARDING A BUIIDING THE CHURCH BAD ERECI'ED WHICH, IN THEIR OPINION, DID NOT cn-1PLY WITH DEED RESTRICTIONS. CHAIRMAN BAKER TOLD THE AUDIENCE THE CITY DID NOT ENFORCE DEED RESTRICTIONS, THAT BEING THE FU NCTION OF' THE H� 1 S ASSOCIATION. CHAIRMAN BAKER EXPLAINED THE THREE OPTIONS BEFORE THE CCMMISSIONi RECCT'1MENDING TO CITY COUNCIL REZONING OF THE PROPERI'Y, REC(M,1END TO CITY COUNCIL THAT REZONING BE DENIED, AND LASTLY TO TABLE THE DISCUSSION UNTIL HCMEDWNERS AND CHURCH MEMBERS COUI.D REACH AN EX}UITABLE SOLUTION. THE HCMEXJimERS REFUSED FURl'HER DISCUSSION SAYING THAT THE ONLY SOLUTION THEY WOULD DEEM SATISFACTORY IS TO LEAVE THE PROPERI'Y ZONED SINGLE FAMILY RESIDENCE. CHAIRMAN BAKER CLOSED THE PUBLIC HEARING. [ [ l l 2.CCMMUNICATIONS FRCM THE PUBLIC 3.MEEI'ING OF THE CAPITAL IMPROVEMENT ADVISORY C<M-1ITI'EE­CONSIDERATION AND POSSIBLE ACTION REGARDING THE CAPITALIMPROVEMENT PLAN -IMPACT FEE. MS. BRAND BRIEFLY OUTLINED THE CIP PROGRAM FOR THE BENEFIT OF THOSE CITIZENS IN THE AUDIENCE. KEVIN JENNINGS PRESENTED A SCHEDULE l!"'OR THE ADOPI'ION AND HEARINGS FOR THE IMPACT FEE STUDY. HE AI.SO EXPLAINED THAT CITY ATIDRNEY OISON WAS REVIEWING THE SCHEDULE TO BE SURE IT WAS IN CCMPLIANCE WITH SENATE BILL 336. JENNINGS TOLD THE ADVISORY CCM-1ITI'EE THEY v-UUJ..D BE ROOUIRED TO WRITE THEIR CCMMENTS ON THE IMPACT FEES AND ON LAND USE ASSUMPTIONS TEN ( 10) DAYS PRIOR TO THE HEARINGS. ADDITIONALLY, JENNINGS ADVISED THE CCMMITI'EE THE PUBLIC HEARINGS WOULD BE HEID BY CITY COUNCIL. CXM,1ISSIONER WASSON DISTRIBUI'ED AND REVIEWED HER CCMMENTS ON THE PROPOSAL FOR THE CIP. SHE FELT THE PROPOSAL WAS MISSING A POPULATION PR�ION AND A PHASED PLAN OF DEVELOPMENI' OF THE SEWER SYSTEM. ,JENNINGS AGREED TO REVIEW THE SENATE BILl, 336 AND TO SPEAK WITH JOHN OLSON RmARDING THE AREAS OF CONCERN. 4.CONSIDERATION AND POSSIBLE RECCM-1ENDATION TO CITY COUNCILREGARDING A ZONE CLASSIFICATION CHANGE REX)UEST OF SFR (SINGLEFAMILY RESIDENCE) TO SP CHURCH, SOUTHEASTERLY 1/2 OF LOT 2 01!"' THELEISURE LANE SUBDIVISION. COMMISSIONER HOLZSCHUH FELT THAT WHEN A PERSON BUILT AH�, HE HAD A RIGHT TO KNOW WHAT WOUID BE CONSTRUCTED NEXT TO IT. FOR THAT REASON HE MADE A MOTION THAT THE ZONE CLASSIFICATION CHANGE ROOUEST OF SFR (SINGLE FAMILY RESIDENCF.) TO SP CHURCH, BE DENIED. CHAIRMAN BAKER READ THE REX::CM'1.ENDATIONS TO THE C<M1ISSION AND CALLED A PUBLIC HEARING FOR FEBRUARY 1, 1990. 7 • PRE APP - TED BOGREN -KEYSTONE MFADCMS -SEC!'ION 1 ( 5 • 5 ACRES) ; SECTION 2 (26 .4 ACRES) LOCATED BE'IWEEN FOX MEADCWS AND FALCON RIDGE (PREVIOUSLY CALLED FALCON RIDGE 4). THE CCM1.ISSION REVIEWED THE PRE APP OF KEYSTONE MEADCWS EXPRESSING THEIR CONCERN THAT SEVERAL DRIVEWAYS WOUID EXIT ONTO FM 528. TED BCGREN ASKED THE COMMISSION ABOUT REZONING SECTION ONE, STATING THAT THE PREVIOUS P&Z CCMMISSION, PREFERRING THIS PIECE OF PROPERTY REMAIN SINGLE FAMILY, HAD REJECTED THE cmNER'S BID TO REZONE. HE ADDED THAT THIS PIECE IS DIFFICULT TO PLAT FOR SINGLE FAMILY RESIDENCE WITHOUT DRIVE.WAYS WHICH WOUID EXIT ONTO FM 528. JIM OOYLE, REPRESENTING THE OONF..R, ASKED IJ? 'l'HAT PORTION OF LAND DESCRIBED AS KEYSTONE MEADCWS, SECTION ONE, MIGHT BE BE'ITER UTILIZED AS MULTIPLE FAMILY RESIDmI'IAL -MEDIUM, WI'l.1H THE DRIVE EXITING ONTO BRIARCREEK DRIVE RATHER THAN FM 528. THE CCMMISSION AGREED THIS WOULD BE THE PREFERABLE PLAN FOR INGRESS AND EGRESS. CHAIRMAN BAKER, ON BEHALF OF THE CClv1MISSION, ADVISED MR. BOGREN AND MR. OOYLE THAT THE NUMBER OF DRIVEWAYS WITH EGRESS ON A MAJOR THOROUGHFARE ARE TO BE KEPT TO A BARE MINIMUM. 8.CONSIDERATION AND POSSIBLE RECCM-1ENDATION TO CITY COUNCILPROPOSED AMENDMENTS TO ZONING ORDINANCE NO. 84-15, SECTION K -SIGN REX:;ULATIONS -ORDINANCE NO. 323. CHAIRMAN BAKER ADVISED THE CCM1ISSION THAT CITY COUNCIL HADAPPOINI'ED ANarHER SIGN C<M1I'ITEE AND SUGGESTED THE C<M1ISSION CALLA PUBLIC HEARING FOR FEBRUARY 15, 1990. THE CCMMISSION CALLED APUBLIC HEARING AS PROPOSED. 9.CCMPREHENSIVE PLAN (M. W.) -THE EX:X)NCMIC GUIDELINES 'WEP-ERE.VIEWED BY CCMMISSIONER WASSON. DISCUSSION FOLIOIBD �ING ASURVEY TO BE DISTRIBUTED TO THE CITIZENS OF FRIENDSWOOD.
