REGULAR MEETING PLANNING AND ZONIN G CCM-1ISSION FEBRUARY 15, 1990 7:00 P.M. AGENDA
THE FRIENDffi\UOD PLANNING AND ZONING C0.\1MISSION HEID A REGULAR MEETING ON THURSDAY, FEBRUARY 15, 1990, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLCWING MEMBERS WERE PRESENT:

1.A PUBLIC HF.ARING FOR THE PURPOSE OF RECEIVING PUBLIC INPUI', Bffi'HORAL AND WRITTEN, REGARDING THE PROPOSED AME.'NDMENTS TO ZONINGORDINANCE NO. 84-15, SOCTION K -SIGN REGULATIONS -ORDINANCE NO.323.
THERE WERE APPROXIMATELY 30 CITIZENS IN THE AUDIENCE. THE ThD PRIMARY CONCERNS OF THOSE PRFSENT WERE THE CONI'INUANCE OF THE MAIN SIGN FOR SHOPPIN G CENTERS AT 100 1 PLUS AN ADDITIONAL 50 SQUARE FEEl' OF READER BOARD, AND THE CONI'INUED USE OF PORTABLE SIGNS. WITH THE EXCEPI'ION OF 2 OR 3 PERSONS, ALL WERE IN AGREEMENI' THAT PORTABLE SIGNS WERE AN ASSET TO � MERCHANI'S. IT WAS ALSO POINI'ED OUT THAT CHURCHES, SCHOOLS, AND AREA ORGANIZATIONS Ul'ILIZED PORTABLE SIGNS TO ANNOUNCE SPECIAL EVENTS. THE CITIZENS ALSO AGREED THAT ADDITIONAL SIGNAGE WAS NEEDED IN SHOPPING CENTER WHICH WERE LOCATED ON MAJOR THOROUGHFARES.
KITTEN �TE ADDRESSED THE CCM-1ISSION REX;ARDING PORTABLE SIGNS. SHE ADVISED THE C(M,ITSSION THAT SHE DID Nar HAVE BUSINESS AFFILIATION IN FRIENDSVl'COD� HONEVER., DID A GREAT DEAL OF CHARITY IDRK FOR MDA, UNITED WAY, AND P..MERICAN HEART ASSOCIATION. MS. HA.TI!CATE SAID THAT MANY TIMES A PERSOO WILL Nar READ A NEWSPAPER, Th"!' WILL NaI'ICE A SIGN AND FOR THAT REASON FELT PORTABLE SIGNS WERE INVALUABLE.
JANIS I...CWE ENDORSED THE NECESSI'I'Y FOR PORJ.'ABLE SIGNS AND DIRECTED ATTENI'ION TO PORI'ION OF THE PROPOSED SIGN ORDINANCE REGARDING SIGNS FOR MODEL HCMES. SHE QUESTIONED THE 32 SQUARE FEET AI.JruABLE SIGNAGE F'OR F.ACH IDDEL HCME. ADDITIONALLY, SHE ADDRESSED C,ARAGE SALE SIGNS ASKING THAT THE RESTRICTIONS BECCME FAIR AND ENFORCEABLE. MS. I...CWE REITERATED THAT SHOPPING CENTERS LOCATED ON MAJOR THOROUGHFARES SHOULD HAVE ADDITIONAL SIGN SPACE AVAILABLE, AND EXPRESSED HER CONCERN FOR COOPANY FI.AG DISPLAYS. SHE STATED HER.OPINION THAT HOLIDAYS WARRANI'ED LONGER DISPLAY TIMES THAN THOSE AI.JruED, AND THAT ALL SIGNS, INCLUDING RF.AL ESTATE SIGNS, SHOULD FALL UNDER PERMITTED STATUS.
NUMEROUS CYl'HER PERSONS SPOKE IN FAVOR OF PORI'ABLE SIGNS, A COUPLE OF PERSONS SPOKE FOR/AGAINST CCMPANY FLAGS. GARAGE SALE SIGNS

WERE DISCUSSED AND THE GENERAL CONSENSUS OF '!'HOSE PRESENT, WAS THAT THE PROPOSAL WAS Nar ENFORCEABLE.
CHAIRMAN BAKER CLOSED THE PUBLIC HEARING.
2.MEEI'ING OF THE CAPITAL IMPROVEMEm' A.DVISORY CCMMITI'EE -CONSIDERATION AND POSSIBLE ACTION REX;ARDING THE CAPITALIMPROV™ENT PLAN -IMPACT FEE.
CITY ENGINEER THCMPSON INFORMED THE CCMMISSION THAT BRCWN AND GAYENGINEERING ""OULD HAVE PRELIMINARY NUMBERS AVAILABLE BEFORE THECIP MEEI'ING SCHEDULED FOR FEBRUARY 22, 1990. CHAIRMAN BAKER ALSOADVISED THE CCMMISSION THAT SEVERAL DEVEIDPERS WILL ATTEND THENEXT MEEI'ING OF THE CIP, ALSO.

THE CXl•1r-1.ISSION REVIEWED THE PRELIMINARY PLAT OF KEYSTONE MEAIX)WSP<S PRESENTED BY TED BOGREN. CCM,1ISSIONER WASSON ASKED CITYENGINEER THCMPSON FOR HIS CClv1MEN'I'S. THCMPSON REPLIED THAT BOGRENHAD CCMPLIED WITH ALL OF THE CITY'S REQUIREMENTS FOR A PRELIMINARYPLAT. CCMMISSIONER WASSON MADE A IDI'ION THAT THE PRELIMINARY PLATBE APPROVED BY THE CCMMISSION.SEX:OND: COLBURNVOTE FOR: UNANIMOUSOPPOSED: NONE MCfl'ION CARRIED.

THE PRELIMINARY PLAT OF SUNWOOD WAS REVIEWED WITH THE QUESTION OF DRAINAGE BEING ADDRESSED. BOGREN EXPLAINED THE DEVEIDPER' S PROPOSAL FOR DRAINAGE WHICH WILL BENEFIT ALL PARI'IES ADJOINING THE PROPERI'Y; H�RS, UNIPLEX BUSINESS PARK, GERLAND'S SHOPPING CENI'ER, ETC. ENGINEER THa.1PSON INFORMED THE CCMMISSION THAT THIS PROJECT ALSO MET THE CITY'S DESIGN CRITERIA FOR A PRELIMINARY PLAT. HE ADDED THAT THE FIRE MARSHAL WOUID LIKE TO SEE STREET NAMES CONTINUED TO A CERTAIN POINT.

MITCHEIL DID NCYI' HAVE AIL CRITERIA AVAILABLE FOR PRELIMINARYPLAT; HOOEVER, HIS PLAT WAS PRESENTED AS A PRE APP. ENGINEERTHCMPSON ADVISED THE Ca.1MISSION OF SCME AREAS OF CONCERN REGARDINGTHE SIZE OF wrs AND THE FLCXID PLANE ELEVATION, AIL OF WHICH HADBEEN DISCUSSED WITH, AND ADDRESSED BY MR. MITCHELL TO THCMPSON'SSATISFACTION.
7.CONSIDERATION AND POSSIBLE REXXMMENDATION REGARDING THECORRECTED Ml-\.JOR THOROUGHFARE PLAN.
ENGINEER THCM?SON MADE SCME OBSERVATIONS, CCMMENTING THAT HE FOUNDSa-IB INACCURACIES HE vKlUID LIKE TO EXAMINE FURI'HER. HEREC(l,1MENDED THAT THE CITY MAKE THEIR MAP LINE UP WITH LEAGUECITY'S MAP. CHAIRMAN BAKER REMARKED THAT MR. THCMPSON MIGHTRESEARCH GALVESTON COUNTY'S PROPOSED PLANS AS WELL AS SURROUNDINGCITIES. ENGINEER THCM?SON SAID HE WOUID REVIEW THE PLAN AND WOULDRETURN TO THE ca-1MISSION WI'l'H HIS REXX1-1MENDATIONS.

a»1MISSIONER McHUGH C<M-1ENTED THAT HER FIRST IMPRESSION IS THAT THE QUESTIONS ARE TAILORED FOR NF.GATIVE RESPONSES; THAT NO ONE WILL WANT CHANGE. ca-1MISSIONER WASSON AGREED WITH McHUGH. CHAIRMAN BAKER SUGGESTED THAT THE CHAMBER OF Ca-1MERCE REVIEW THE SURVEY AND MAKE APPROPRIATE CHANGES AND/OR SUGGESTIONS. THIS WAS AGREE.ABLE WITH AIL PRESENT.
