THE C'CMMISSION RECCMMENDED HE REVISE THE PLAT 'IO CORRESPOND WITH THE REX)UIRE rmSIZE OF 90' MINIMUM PRIOR 'IO PRELIMINARY REVIEW. 3.CALL A PUBLIC HEARING FOR A ZONE CLASSIFICATION CHANGE REQUEST OFNC (NEIGHBORHOOD ca.1MERCIAL DISTRICT) 'IO SFR (SINGLE FAMILYRESIDENI'IAL) 3.5299 ACRES OF LAND AT OAK DRIVE AND FM 518 (RESERVEL)IN POLLY RANCH -DAVID O'FARRELL. THE CXM-1ISSION CALLED A PUBLIC HF.ARING FOR JULY 5, 1990. 4.PRE APP -POLLY OAKS -RESERVES K & L -17 ACRES INTO 25 L(JrS -D.O'FARRELL. THERE WERE PROPOSED REVISIONS IN THE PRE APP OF POLLY OAKS; THEREFORE, THIS ITEM WAS PASSED OVER BY THE ca.1MISSION. 5.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFBROOI<MFADCMS SUBDIVISION LOCATED AT SPREADING OAKS AND SEOORA -PROJECT ASSOCIATES INC. /WALTER P. MOORE. ENGINEER THCMPSON EXPLAINED 'IO THE CCM1ISSION THAT A RONJ.t\TAY EASEMENT WAS DEDICATED BY THE PROPERTY a-;rNERS 'IO GALVES'ION COUNTY IN 1963. THE CITY OF FRIENDSWOOD INCORPORATED IN 1961 SO THAT THE PROPERTY WAS WITHIN THE CITY LJMITS WHEN THE ROAUilAY EASEMENT WAS DEDICATED IN 1963. THE ROADWAY EASEMENT WAS DEDICATED STRIC"I'LY 'IO GALVES'IDN COUNTY, NCYI' 'IO THE PUBLIC; THEREFORE, THE CITY ATI'ORNEY HAD ADVISED THAT THE CITY O)NTACT GALVESTON COUNTY BEFORE WE ALII.JiJ THIS EASEMENT TO BE ABANDONED AND USE IT J?OR SCME OTHER PURPOSE OTHF.R THAN ROADWAY. C(M.1ISSIONER WASSON MADE A MOTION THAT THE FINAL PLAT OF BROOKMEADCMS SUBDIVISION BE APPROVED CONTINGENT UPON THE ABANDONMENT OF THE EASEMENT AND SIGNATURES ARE SECURED ON THE MYLAR. SECOND: COLBURN VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 6.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFSUNSE:I' MEAIU'JS II SUBDIVISION -RUSSELL PLANK. CITY ENGINEER THCMPSON EXPLAINED THE DRAINAGE PROPOSAL TO THE ca-1MISSION AND ADVISED THEM OF THE ITEMS THAT WERE MISSING WITH REGARDS 'IO DEED RESTRICTIONS, TITLE REPORI', AND SIGNATURES. CC1v1MISSIONER HOLZSCHUH MADE A MOTION THAT THE FINAL PLAT OF SUNSE:I' MEADCmS II SUBDIVISION BE APPROVED CONTINGENT UPON THE RECEIPr OF FINAL DEED RESTRICTIONS, LIEN ROIDER SIGNATURES, AND THE UPDA'I'ED TITLE REPORI'. SECOND: WASSON VOTE FOR: WASSON, McHUGH, COLBURN, HOLZSCHUH, BAKER ABSTAINED: KONCABA MOTION CARRIED 2 n l l P&Z 6/7/90 7.REVIEW AND DISCUSSION OF THE PLANNING AND ZOOING LAND DEVELOPMENTBOOKLEI' -HENRY. DEVELOPMENT COORDINATOR HENRY DISTRIBUI'ED THE PROPOSED PLANNING AND ZONING LAND DEVELOPMENT BOOI<LEI' EXPLAINING TO THE C(l,1MISSION THAT THE BOOKIEI' IS A CURREm' VERSION OF THE ADOPTED BOOKLE'l' WHICH WAS NON OUTDATED. SHE SUGGESTED THEY REVIEW THE BOOKLEI' PRIOR TO THE NEXT REGULAR MEETING OF THE PLANNING AND ZONING C(lv1MISSION SO THAT ANY REX)UIRED CHANGES MIGHT BE MADE. THE BOOKLEI' WOULD THEN BE RECCMMENDED TO CITY COUNCIL FOR ADOPTION. MS. LCME ADVISED THE CCM1ISSION THAT THERE WAS AN ADDITIONAL DRAINAGE DISTRICT (DRAINAGE DISTRICT #3) THAT SHOULD BE LISTED UNDER THE DRAINAGE S�ION. THE CTM-ITSSION AGREED TO THE CHANGE. 8.PROPOSED PARK ORDINANCE (WASSON) CG1MISSIONER WASSON INTRODUCED THE LEAGUE CITY PARK ORDINANCE AND EXPLAINED TO THE ca-1MISSION THAT LEAGUE CITY HAD A Im OF PARKS WITHIN SUBDIVISIONS. A DEVELOPER GOES BEFORE THE PARKS BOARD FOR PARK APPROVAL PRIOR TO GOING BEFORE PLANNING AND ZONING. CHAIRMAN BAKER ro1MENTED THAT IN THE PAST, WHEN A DEVELOPER CRF.ATED A PARK WITHIN A SUBDIVISION AND DEDICATED IT TO THE CITY, THE PARK BEX:'JIME A LIABILITY TO THE CITY. HE ALSO ASKED WHAT THE PROBLEMS MIGHT BE WITH REG.l\RD TO CAPITAL IMPROVEMENI'S. Ca.1MISSIONER WASSOO C(M,1ENTED THAT THE CITY WAS NOI' OBLIGATED TO ACCEPT A PARK. MS. I..CME ASKED IF THE CG1MISSION COULD REQUIRE A SUBDIVISION TO INDICATE IN THEIR DEED RESTRICTIONS, THAT THE HCMEDWNER'S ASSOCIATION MUST TAKE CARE OF THE PARK ARFAS. SHE REMINDED THE CCl-1MISSION THAT THE HCMEDWNER'S ASSOCIATION WAS A LE)3AL Elif.l'ITY IN THE STATE OF TEXAS. IT WAS AGREED THAT THERE SHOULD BE A JOINT MEETING WITH THE PARKS BOARD. CCMMISSIONER HOLZSCHUH MADE A MOI'ION THAT A LEITER BE PREPARED TO THE CITY OF FRIENDSWOOD'S PARK DEPARIMENT ASKING THEM TO EXAMINE THE PROPOSED PARK ORDINANCE AND PERHAPS ESTABLISH A DATE FOR A JOINT MEE!'ING. SOCOND: WASSON VOTE FOR: UNANIMOUS OPPOSED: NOOE MOTION CARRIED. 9.CCMPREHENSIVE PLAN CG1MISSIONER HOLZSCHUH DISTRIBUTED GRAPHS WHICH ILLUSTRATED 620 OF THE 649 RESPONSES TO THE SURVEY. HOLZSCHUH CCMMENTED THAT THE REMAINING 29 QUESTIONNAIRES HAD BEEN RECEIVED AFTER THE GRAPH HAD BEEN PREPARED AND ADDED THAT HE DID NOI' FEEL THE RFSULTS l\UULD DIFFER SIGNIFICANTLY. HE ALSO MADE CCMMENTS WITH REX3ARD TO THE WRI'ITEN NOTES THAT COULD NOT BE EVALUATED ON THE BAR GRAPHS, SUCH AS REQUESTS FOR HIKING AND BIKING TRAII.S, RECYCLING, ETC. DISCUSSION FOLI.avED REGARDING THE SUMMARY WHICH WILL BE SUBMITI'ED TO CITY COUNCIL AND TO THE PAPERS FOR PUBLICATION IN ORDER THAT THE PUBLIC MIGHT BE AWARE OF 'I'HE SURVEY RESULTS. C(lv1MISSIONER HOLZSCHUH AGREED TO MAKE THE PRESENTATION TO CITY COUNCIL. CCM1ISSIONER WASSON CCMMENTED THAT THE PEDPLE REALLY ENOORSED 3 r 1 l J P&Z 6/7 /90 ZONING. SHE SAID THAT '.I'HERE WAS STROOG INDICATIOO THAT THE PUBLIC DFSIRED THE SEPARATION OF THE INDUSTRIFS, BUSINESSFS, AND ,;) RESIDENTIAL AREAS AND THE ONLY WAY 'IO OBTAIN THAT TYPE OF SEPARATION WAS THROUGH ZONING. 10.MINUTES FOR APPROVAL: MARCH 1, 1990; MARCH 15, 1990; MARCH 22,1990; APRIL 5, 1990; APRIL 19, 1990; JUNE 4, 1990. MARCH 1, 1990 AND MARCH 22, 1990 -APPROVED AS CORRECTED. MARCH 15, 1990; APRIL 5, 1990; APRIL J.9� 1990; AND JUNE 4, 1990 APPROVED AS FF.AD. CCMMISSIONER Wl\.SSON REQUESTED THAT THE DRAINAGE PROPOSAL AS PRFSENTED BY FRANK FRANKOVICH, REMAIN ON THE AGENDA UNTIL THE MA'I'I'ER IS RESOLVED.
