MR. RALPH GARCIA EXPLAINED HIS PURPOSE IN CHANGING THE ZOOING OF HIS PROPERTY WAS 'IO PlJI' IN A BARBEX::UE RESTAURANI'. THERE WEREAPPROXIMATELY 10 PERSONS IN THE AUDIENCE WHO WERE IN OPPOSITION 'IO THE ZOOE CHANGE. MR. LARRY DYKES OF 1903 EAGLES POINT PRESENI'ED A PE'l'ITION OF APPROXIMATELY 52 NAMES WHICH WAS C'OIJ..EX:TED BY EAGLE'S POIN.l' H�'S ASSOCIATION, IN OPPOSITION TO THE ZOOE CHANGE REQUEST. CYI'HER H�ER' S OF EAGLES POINT SUBDIVISION EXPRESSED THEIR CONCERNS WITH THE EFFECT OF THE PROPERTY BEING REZONED FOR CCM-1ERCIAL USE. RECCMMEND THE PLAT FOR FINAL APPROVAL. THIS ITEM WAS TABLE UNTIL THE NEXT REGULAR MEE.TING OF THE PLANNING AND ZONING ca-1MISSION. 4.C'ONSIDERATION AND POSSIBLE ACTION RF..GARDING THE FINAL PLAT OFPOLLY RANCH II (RESERVE B) - 2 rms -GARTRELL. ENGINEER THCMPSON 'IOID THE CG1MISSION THAT HE REX:XM.iENDED APPROVALOF THE FINAL PLAT OF POLLY RANCH II.COMMISSIONER COLBURN MADE A ll'.OI'ION THAT THE FINAL PLAT BE APPROVEDSEC'OND: WASSON VOI'E FOR: UNANIMOUS OPPOSED: NONE MCII'ION CARRIED 5 , C'ONSIDERATION AND POSSIBLE ACTION REX:'-.ARDING THE FINAL PLAT OF PARK PLACE SUBDIVISION -1.4245 ACRE TRACI' OUT OF RESERVE C IN CASTLEWOOD PARK SUBDIVISION - 4 I.OTS OF CASTLEWOOD DRIVE -BURKE. THC1'1PSON ADVISED THE CCMMISSION THAT /\.N EASEMENT DOCUMENT WAS STILL OUTSTANDING; Ha-.1EVER, CCMMENTED THAT THE CITY WAS LATE IN GEITING THE DOCUMENT 'IO BURKE AND IT WAS NO!' NEX::ESSARILY THE FAULT OF THE PROPERI'Y CWNER. HE STATED THAT THE EA..SEMENT DOCUMENT r.DUI.D BE FORI'Hca.uNG. THC1'1PSON ALSO CG1MENI'ED THAT THE ZONE CHANGE HAS NO!' BEEN cc.MPLEI'ED BUT SAID THAT THIS WAS NO!' A REAL PROBLEM. HE FURl'HER EXPLAINED THAT THE MYLARS WERE AT CLFJ\R CREEK DRAINAGE DISTRICT, BUT A LEITER OF APPROVAL WAS IN THE FILE. THC1'1PSON RECCM-1ENDED APPROVAL COOTINGENT UPON REX:'EIPI' OF THE MYLARS, THE F.ASEMENf DOCUMENT AND UPON Ca-1PLEI'ION OF THE ZONE CLASSIFICATION CHANGE REX:)UEST. COMMISSIONER COLBURN MADE A MOI'ION THAT THE FINAL PLAT OF PARK PLACE SUBDIVISION BE APPROVED WITH THOSE CONI'INGENCIES. SEC'OND: RODGERS VOI'E FOR: UNANill'.OUS OPPOSED: NONE MCJI'ION CARRIED 6.C'ONSIDERATION AND POSSIBLE REXXM-1ENDATION REGARDING THE ZONECLASSIFICATION CHANGE REX:)UEST OF SFR (SINGLE FAMILY RESIDENI'IAL)'IO CSC (CCMMUNITY SHOPPING CENTER DISTRICT) FOR 0.1664 ACRES(7,248 SQUARE FEET) OF LAND LOCATED AT FM 2351 AND BLACKHAWK(PUBLIC HEARING -AUGUST 6, 1990). CHAIRMAN BAKER ASKED FOR DOC KIESSLING'S OPINION REGARDING THEPROPOSED SITE PLAN FOR THE DIM-K)ND SHAMRCCK STATION AT THE C'ORNEROF FM 2351 AND BLACKHAWK. KIESSLING EXPRESSED HIS APPROVAL OF THESITE PLAN ADDING THAT, IN HIS OPINION, THE SITE PLAN WAS THE ONETHAT Ha.1IDWNER'S HAD AGREED WITH DURING THE DISCUSSION PROCESS.C'OUNCIIMEMBER RITTER DISAGREED WITH DOC KIESSLING AND STATED THATHE FELT THAT THE PROPOSED PLAN WOULD NO!' BE AGREEABLE TO MR. 2 r 1 l. P&Z 9/6/90 ABBE. CHAIRMAN BAKER ASKED KIESSLING TO CONFER WITH MR. ABBE REGARDJNG THE PROPOSED SI'IE PLAN ASKING THAT MR. ABBE SHOO HIS APPROVAL BY SIGNING THE PLAN. QUESTION AROSE RB3ARDING THE PROPERTY WHICH WAS TO BE REZONED • LID KISSNER, ATIORNEY REPRESENTING THE CWNER OF THE PROPERTY, INDICA'l'ED HE HAD GIVEN JOHN OLSON A LEX3AL DESCRIBJNG THE CCW'Ll.."TE PORTION OF PROPERI'Y EXTENDING TO BEN'IWOOD DRIVE. THE APPLICATION, HCWEVER, INDICATED APPROXIMATfil.Y 7,440 SQUARE FEET TO BE REZONED. THE LEGAL DESCRIPTION FORWARDED FRCM THE CITY SECREI'ARY'S OFFICE TO THE PLANNING AND ZONING CCMMISSION ON AUGUST 6, 1990, WAS FOR •1664 ACRES OR 7,248 SQUARE FEET OF THE PROPERTY. THISDESCRIPTION WAS USED FOR PUBLICATION AND IS THE PORTION OFPROPERI'Y FOR WHICH HF.ARING WAS HELD. THAT PORTION BEING THESOUTHEAST CORNER OF BLACKHA'WK AND FM 2351, EXTENDS APPROXIMATELY50 FEET FRCM THE CORNER A DISTANCE OF APPROXIMATELY 175 FEET ALONGBLACKHAWK BLVD. THERE WAS DISCUSSION RB3ARDING THE RF.AR PORTION OF PROPERTY AND THE ZONE CLASSIFICATION REQUIRED. IT WAS SUGGESTED THAT THE PROPERTY BE REZONED SPECIFIC USE FOR A DRIVE AND WALL OR BERM SO THAT THE HOMEamERS WOUI.D BE ASSURED THAT NOTHING EISE WOUID BE I.OC.ATED ON THE PROPERTY. ENGINEER THCMPSON IS TO CONFER WITH JOHN OLSON REGARDJNG THE SPECIFIC USE PERMIT. IF IT IS NO!' PERMI'ITED, THE BACK SECTION OF THE PROPERTY EXTENDING FRCM THE POINI' MENTIONED TO BEN'Th'OOD DRIVE WILL HAVE TO BE REZONED FOR CCMMERCIAL SHOPPING CEN'IER (CSC) AS WELL. 7.DISCUSSION REGARDJNG 3 ACRES ON E. C.AS'l1LEWOOD -MIKE HICKEY -POSSIBLE ZONE CHANGE REQUEST. MR. HICKEY PRESENTED A DRAWING OF PROPERI'Y HE WAS PROPOSING TO PURCHASE ON EAST CASTLEWOOD. THE PROPERTY IS CURRENTLY ZONE MFR-L (MULTIPLE FAMILY RESIDENTIAL -LavEST) AND IT IS MR. HICKEY'S PLAN TO BUILD A SINGLE FAMILY RESIDENCE ON THE PROPERTY. MR. HICKEY SAID THAT THERE WAS A POSSIBILITY HE� REPLAT THE PROPERTY INTO 'Im I.OTS. HE ASKED FOR THE CCMMISSION' S APPROVAL AND DIRECTION SHOULD HE REPLAT THE PROPERTY. CHAIRMAN BAKER SAID THAT SINGLE FAMILY RESIDENTIAL WAS PREFERRED IN FRIENDSWOOD AND ADVISED HIM TO CONTACT DEVELOPMENT COORDINATOR HENRY WHO WOULD BE ABLE 'IO ANSWER HIS QUESTIONS. 8.DISCUSSION RB3ARDING DRAINAGE -IN HOUSE. ENGINEER THCMPSON MADE A GENERAL PRESENTATION OF WILDERNESS TRAILS PROPOSED DRAINAGE 'IO THE C'CMMISSION. COUNCII.MEMBER FRANKOVICH SAID THAT '!'HE OVERAI.L PLAN SOUNDED GOOD BUT IT WOULD DEPEND ON THE FIGURES PRESENTED. CHAIRMAN BAKER EXPLAINED THE CONCERNS OF THE CCMMISSION WITH REGARD 'IO DRAINAGE AND SAID SOOE KIND OF PLAN SHOULD BE DEVELOPED AS A GUIDELINE FOR THE CCMMISSION. 9 • CCMPREHENSIVE PLAN (M. W. ) CXM-1ISSIONER WASSON SAID THAT C(lv1MISSIONER HOLZSCHUH WAS 'IO 3 r� I l J P&Z 9/6/90 PRE"SENT THE RESULTS OF THE SURVEY TO CITY COUNCIL BY THE END OF THE MONI'H. SHE REXXM-1ENDED THAT THEY REX:ONSIDER THE OOALS AND POLICIES OF THE CXM,1ISSION 'ID BE SURE THAT THEY COINCIDE WITH THE RESULTS OF THE SURVEY. SHE AISO CCM1ENTED THAT THE LZ\ST Ca.1PREHENSIVE PLAN TO BE ADOPTED BY THE CITY WAS IN 1969 AND SUGGESTED THAT WHEN THE ca.1MISSION IS READY TO PRESENT THE C<l@REHENSIVE PLAN FOR ADOPTION, THAT A ONE PAGE NEWSPAPER INSERI' BE PRINI'ED. ON ONE SIDE OF THE PAGE, THE Ca.1PREHEN SIVE PLZ\N �UULD BE PRINTED IN FULL DEI'AIL. ON THE OPPOSITE SIDE OF THE PAGE A LAND USE MAP COULD BE PRINTED WITH INFORMATION REGARDING DRAINAGE AND PARKS.
