RffiULAR MEETING PLANNING AND ZONING COMMISSION NOVEMBER 15, 1990 7:00 P.M.
A REGULAR MEETING OF THE FRIENDS¾OOD PLl\NNING AND ZONING COMMISSION WAS HEID ON THURSDAY, NOVEMBER 15, 1990, AT 7:00 P.M. IN THE CITY HALL C'OUNCIL CHAMBERS. THE FOLLCMING MEMBERS WERE PRESENT:
BAKER -CHAIRMAN McHUGH RODGERS WASSON FRANKOVICH -LIAISON
HENRY - DEVELOPMENT COORDINA'IORTHOO>SON -CITY ENGINEER BRINKMAN -SECRRI'ARY COX -CITY MANAGER
WITH A QUORUM PRESENT, COLBURN, HOLZSCHUH, AND KONCABA ABSENT, CHAIRMAN BAKER CALLED THE MEETING 'IO ORDER AND ASKED FOR C(1.1MUNICATION FRCM THE PUBLIC. WITH NO PUBLIC �, THE FOLLavING ITEMS WERE CONSIDERED.
1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLATOF BOCA RATON SUBDIVISION -55.98 ACRES ACROSS FRCM TENNIS CLUB ONFM 528.-BOGREN
BOGREN PRESENTFD THE PRELIMINARY PLAT OF BOCA RA'ION SUBDIVISION EXPLAINING THERE WERE 137 LOrS. ENGINEER THCMPSON COMMEN'l'ED THAT THE FIRE MARSHAL WAS IN AGREEMENT WITH THE LOCATION OF FIRE HYDRANI'S, STREET NAMES, E'IC. AND THAT ALL OF STAFF'S REQUIREMENTS HAD BEEN MET. HE SAID A DRAFI' OF THE DEED RESTRICTIONS HAD BEEN RECEIVED. CHAIRMAN BAKER ASKED ABOUT THE ZONE CLASSIFICA'l'ION CHANGE REQUEST OF THE DRILL SITE LOC'ATION AND OF THE PROPOSED LOC'ATION FOR THE DRILL SITE. BOGREN STATED THAT THE PUBLIC HEARING WAS SET FOR DECEMBER 3, 1990. COMMISSIONF,R WASSON MADE A MOTION TB.AT THE PRELIMINARY PLAT OF BOCA RA'IDN BE APPROVED. 2.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLATOF SAN JOAQUIN VILLAGE, 12.9946 ACRES OF LAND LOCATED ON FM 528ADJACENT 'IO THE BEREAN BAPTIST SUBDIVISICN. -BOGREN
BOGREN PRESENTED THE PRELIMINARY PLAT OF SAN JOAQUIN VILLAGE EXPLAINING THAT THE PROPOSED DESarA DRIVE ¾UULD BE A PART OF THIS PLAT. ENGINEER THOOPSON ADDED THAT THIS 'v,,"OUID ALSO GIVE THE CITY ANOTHER WAY 'IO GET' WATER INI'O THE SAN JOAQUIN ADDITION. CHAIRMAN BAKER QUESTIONED THE SEWER CAPACITY OF 'ICMIER ESTATES AND THE POSSIBILITY OF IMPACTING SUN MEADGWS WITH THIS NEW SUBDIVISION. ENGINEER THOOPSON EXPLAINED THAT THE CITY WILL UPSIZE THE EXISTING FORCE MAIN 'IO TCMER ESTATES AND HAD RECENTLY BEGAN RUNNING THE ORIGINAL PUMPS WHICH INCREASED THE CAPACITY. THCMPSON ALSO STATED THAT THE CITY HAD DONE SOOE RECENT t-'.DDIFICATIONS 'IO THE LIFT STATION AS WELL.
C<M-1ISSIONER McHUGH ASKED ABOUT THE DETENTION POND. THE INTENTION, AT THE PRESENT TIME, IS THAT THE DEVELOPER WILL GIVE

JOAQUIN VILLAGE BE ACCEPTED CONTINGENT UPON A SUBSTITUTIONARY NAME
FOR PLANI'ATION DRIVE BE ACCEPTED BY THE CITY FIRE MARSHAL.

MR. l'mLSEY EXPLAINED THAT THE CHANGE IN THE SUBDIVISION NAME WAS
FOR MARKEI'ING PURPOSES. ENGINEER THCffl>SON STATED THAT THE
CCM'1ISSION HAD BEEN ASKED TO WITHHOLD APPROVAL Uf\J'TIL THE DE'I'ENTION
POND MAINTENANCE HAS BEEN ANSWERED. THCffl>SON EXPLAINED THAT THE
HCMEX:MNER' S ASSOCIATION HAD REJECTED POND MAINI'ENANCE M1D THAT
EITHER THE CI.FAR CREEK DRAINAGE DISTRICT OR THE CITY OF
FRIENDffi\tx)D WOUID HAVE 'ID TAKE RESPONSIBIT.,ITY. THCMPSON EXPLAINED
TBE DRAINAGE PROPOSAL AND SAID THAT THE DRAINAGF. DIS'I'RICI' HAD
SIGNED OFF ON THE MYLARS. HE STATED THAT THE HE FELT m1FORI'ABLE
WITH THE NEW DRAINAGE CALCULATIONS WHICH HAD BEEN SUBMI'ITED.

ADDRESSED THE CTM'1ISSJON WITH THE ASSOCIATION'S CONCERN REGARDING
THE NAME CHANGE. BEAM STATED THAT THE ASSOCIATION WAS AGRF..F.ABLE
WITH THE DRAINAGE PLANS AS HAD BF.EN PRESENTED, BUI' WITH DRAINAGE
PROBLEMS CO� THERE STILL REMAINED THE MA'I'l'ER OF THE PROPOSED
NAME CHANGE. HE EXPLAINED THEIR CONCERNS 'TO WHICH 0-JAIRMAN BAKER
SUGGESTED THAT MR. W)OLSEY AND THE HCMEXMNER'S ASSOCIATION MEET 'ID

THE STREETI'S, FMERGENCY VEHICLES COUID TAKE ONE MINUTE LONGER IN RESFONSE TIME, BUI' THE CITY UNDERSTOOD THAT THE DEVELOPER WAS TRYING 'IO CUT DOWN ON TRAFFIC THROUGH THE SUBDIVISION.
CXM1ISSIONER WASSON MADE A rtillION THAT THE ITEM BE TABLED UNI'II, THE NEXT REGULAR MEETING OF THE PLANNING AND ZONING CTM-ITSSION ON DECEMBER 6, 1990. SHE STATED THAT THE Ca.1MISSION MUST HAVE A RESOLUI'ION OF THE PROBI,Fl,fS R�ING DETENTION MAINTENANCE AND OF THE NOTIFICATION OF Ha-mc:wNER' S IN THE EXIS'l'ING SECTIONS. SHE PURI'HER SUGGESTED THAT THE HOMEavNER'S ASSCCIATION AND THE DEVELOPER MIGHT RFACH AN EQUITABLE SOLUl'ION REGARDING THE NAME. SOCOND: McHUGH 'OO'l'E FOR: UNANIMOUS OPPOSED: NONE MaJ.'ION CARRIED.

THE PRE APP WAS REVIEWED BY THE Ca.1MISSION. THE PROPERI'Y IS LOCATED IN BOTH BRAZORIA AND GALVESTON COUNTIES AND WILL FALL UNDER BRAZORIA' S DRAINAGE DISTRICT #4. THE ca.1MISSION AGREED WITH THE CONCEPT OF THE PROPOSED SUBDIVISION.

CCMv1ISSIONER WASSON SUGGF,STED THA'r THE C<M-1ISSION IOOK AT THE FOLICIFS OF THE CCMPREHENSIVE PLAN. ca-1MISSIONER McHUGH REMINDED THAT THERE WERE 'IWO POSITIONS OPEN ON THE PLANNING AND ZONING CCMv1ISSION AND THAT IT MIGHT BE ADVISABLE 'IO WAIT UNTIL THE NEW PEOPLE WERE IN A'ITENDANCE 'IO REVIEW THE PLAN. IT WAS AGREED 'IO REVIEW THE PLAN AT A LATER MEEI'ING.
