AGENDA THE FRIEND&'WOOD CAPITAL IMPROVEMENTS ADVISORY C01MI'l'TEE HEill A SPECIAL MEErING ON THURSDAY, FEBRUARY 22, 1990. THE FOIJ.&ING MEMBERS WERE PRESENT: CHAIRMAN BAKER COLBURN RODGERS WASSON WATSON BLAKE BRAND THCMPSON -CITY ENGINEER BRINKMAN -SECREI'ARY WITH A QUORUM PRESENT, HOLZSCHUH, KONCABA, McHUGH, AND SPF.ARS ABSENT THE FOLLONING ITEM WAS CONSIDERED: CONSIDERATION AND POSSIBLE ACl'ION REGARDING THE CAPITAL IMPROVEMENT PLAN -IMPACT FEE. DICK GAY WITH BRCMN AND GAY ENGINEERING INFORMED THE CCM-USSION THAT THAT THE 4% GRCWl'H PROJEx::'I'ED BY ENGINEERING TEOINICIAN JENNINGS FOR THE NEXT TEN YEARS IDUID RESULT IN 8,000 CONNECTIONS FOR WATER SYSTEMS AND 18,000 CONNECTIONS FOR THE WASTEWATER COLLECTION SYSTEMS. HE INDICATED THAT HGAC HAD PREDICTED A GRCWI'II OF 17,000 OVER THE NEXT 22 YEARS. ADDITIONAIJ.,Y, ANOI'HER STlIDY WAS PREPARED FOR THE CITY THAT SUGGESTED AROUND 22,000 GRONl'H OVER THE S.AME PERIOD OF TIME. HE EXPRESSED HIS CONCERN THAT THE CITY MIGHT BASE THEIR FEE ON AN UNREASONABLE PROJ]CI'ION AND ASKED WHAT THE CCMMISSION MIGHT CONSIDER AS A REASONABLE ESTIMATE. GAY DISTRIBUTED SCME a:MME[\Il'S THAT HE HAD PREPARED AND HAD REVIEWED WITH JOHN OLSON. HE SUMMARIZED HIS REPORT, REXn1MENDING THAT THE AREAS WHICH PRCMISED DEVELOPMENT WITHIN THE NEXT TEN YEARS BE CONSIDERED FOR THE IMPACT FEE STUDY RATHER THAN THE 4% 'JDI'AL BUILD OUT AS SUGGESTED BY MR. JENNINGS. USING THIS METHOD, MR. GAY PROJEx:::TED APPROXIMATELY 4,200 CONNECTIONS IN A TEN YF...AR PERIOD. CCM-1.ISSIONER WASSON ASKED IF THE BAY PARK AREA WAS CX)NSIDERED AS PART OF THE IMPACT FEE S'IUDY. GAY SAID THERE WAS NO REAL IMPACT FEE IN THAT AREA AS THE DEVELOPER HAD ALREADY PAID 1. 2 MILLION OOLLARS IN CX)NSIDERATION OF CAPACITY IN THE BLACKHAWK FACILITY. THE AREA IS ALREADY SUPPLIED WITH WATER. CHAIRMAN BAKER SAID HE FELT C",AY' S ASSUMPTION WAS CORRECT THAT PRIMARY GROOI'H ¾"OUID BE 'IO THE SOUI'H OF THE CITY; HCMEVER, THERE IS A POSSIBILITY TF.AT THE AREA AROUND MELODY LANE MIGH'I' ALSO DEVELOP. MR. GAY SAID THAT THE CCMMISSION ¾UUID HAVE A MORE REALISTIC FEEL OF �1.I'H PCY.l'ENTIAL AND ASKED IF THERE WERE SUGGESTED AREAS 'IO CONSIDER. HE AISO REMINDED THE COMMISSION THAT SENATE BILL 336 HAD AFFORDED AN UPDATE IN THREE YEARS SHOUID THE CCMMI'ITEE MISCALCULATE GRCWI'H. BAKER SAID THAT 11 I I CIP 2/22/90 THE CITY NEEDED TO ALLEVIATE THE PROBLEM THAT EXISTED IN THE SOUTHERN PARI' OF FRIENDSWCX)D WITH WASTEWATF.R SERVICES AND ADD SCME CAPACITY FOR NEW GRCM.'H. CCMw1ISSIONER WASSON REMARKED THAT ONE OF THE COUNCIL MEMBERS WAS CONCERNED ABOUT USING THE CREEK BEDS FOR SEWER PIPE LINE. HE HAD SUGGESTED USING FM 528 RIGHT-OF-WAY. MR. GAY SAID LOCATION OF LINES WAS SCMETHING THAT COUID BE REVIEWED. HE ALSO REITERATED THAT IN ORDER TO SUPPORI' A CAPITAL IMPROVEMENTS PLAN, THE CITY SHOULD STAY WITHIN THE CONFINES OF A TEN YEAR P�ION. CITY ENGINEER THCl,1PSON SUMMARIZED THE ARE.AS THAT HE, DICK GAY, MS. BRAND, AND DICK GAY HAD PROJ.EX:'I'ED FOR DEVELOPMEm'. HE ADDED THAT THE MEWDY LANE AREA WOUID ALSO BE TAKEN INI'O ACCOUNT. CCM-1ISSIONER WASSON SAID THAT SHE FELT THIS WAS THE BEST APPROACH AND CHAIRMAN BAKER AGREED. MR. GAY INFORMED THE GROUP THAT ON THURSDAY, MARCH 1, 1990 HE HOPED TO HAVE SCME FIGURES AVAIUIBLE. THE CIP ADVISORY CCM-UTI'EE WILL MEET AT 6:30 P.M. ON MARCH 1, 1990, JUST PRIOR TO THE RffiULAR MEN.l'ING OF THE PLANNING AND ZONING Ca1MISSION. THE MEEl'ING WAS ADJOURNED. C2Lo�L� CLAUDIA L.
