SPECIAL MEN.l'ING CAPITAL IMPROVEMENTS ADVISORY CCM-1I'ITEE FEBRUARY 8, 1990 7:00 P.M. AGENDA
THE FRIENDSVIUOD CAPITAL IMPROVEMENTS ADVISORY ca-1MITTEE HELD A SPECIAL MEETI'ING ON THURSDAY, FEBRUARY 8, 1990, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLCX"1ING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT AND MCHUGH, COLBURN, HOLZSCHUH, AND SPEARS ABSENT THE FOLI..avING ITEM WAS CONSIDERED:
CONSIDERATION AND POSSIBLE RECCMMENDATION REGARDING THE CAPITAL IMPROVEMENT PLAN -IMPACT FEE.
DICK GAY, BRGlN AND GAY. ENGINEERING, INTRODUCED HIMSELF TO THE CCM-1ISSION AND EXPLAINED HIS FIFM'S INI'ENT WITH REGARDS TO THE CIP. GAY EXPLAINED THAT HIS FIRM WAS USING AS A BASE, THE PLANS THAT ENGINEERING ASSISTANT JENNINGS HAD PRODUCED AND THAT HIS FIRM HAD SIZED THE WATER LINES IN ACCORDANCE WITH THE NEED. GAY REMINDED THE CCM-1ITTEE THAT SENATE BILL 336 RFX2UIRES AN UPDATE IN THREE YEARS. HIS SUGGESTION WAS THAT DIFFERING AREAS, Nor INCLUDED IN THE SURVEY AT THIS TIME, BE CONSIDERED DURlNG THE UPDATE.
MR. GAY ADVISED THE ca-1MISSION THAT ONCE ARFA BOUNDARIES WERE ESTABLISHED, A DECISION WOUID HAVE 'IO BE MADE REGARDING HOW TO CHARGE AN IMPACT FF..E. HE EXPLAINED THAT HIS FIRM HAD OBTAINED A COPY OF THE CITY OF ARLINGTON'S IMPACT FEE STUDY. ARLINGTON HAD 'l'AKEN A RATHER SIMPLISTIC APPROACH BY GENERATING A FIGURE OF THEIR ANI'ICIPATED GRCWI'H IN A TEN YEAR PERIOD. USING THAT FIGURE, THEY WERE ABLE TO VISUALIZE THE FACILITIES THAT WOUID BE REX)UIRED TO FACILITATE THAT GRCWTI-1. THE CITY WAS ABLE TO ARRIVE AT A GRAND 'l'Cfl'AL COST AND A GRAND 'l'Cfl'AL OF SERVICE UNITS USING THIS MEI'HOD. THE FIGURE WAS THEN DIVIDED CITY WIDE TO OBTAIN A THEDREI'ICAL IMPACT FEE. HAVING JUSTIFIED A LARGE FIGURE, THEY ADOPl'ED AN IMPACT FEE WELL WITHIN THEIR BOUNDARIES AND MUCH La'JER THAN THEY HAD ORIGINAIJ.,Y PROJECTED. SEVERAL AREAS HAVE ADOPI'ED THIS METHOD FOR DEVELOPING THEIR IMPACT FEE.
GAY EXPLAINED ANarHER APPROACH BY SUPPLYING BOUNDARY LINES, OR ZONES, AS KEVIN HAD PRc:xrn::TED. BY THIS PLAN, A LCCALITY PAYS ONLY FOR THAT WATER OR SEWER LINE NECESSARY TO BRING CITY SERVICES TO THEIR ARFA. THIS IS A LITTLE MORE CCMPLEX AND REX)UIRES GREATER ACCOUN'rABIT,ITY; HOWEVER, IS A MORE E)?.UITABLE SOLUTION. HE ASKED THE Ca.1MISSION FOR THEIR OF.SIRE WITH REGARD TO THE '1W) APPROACHES. CHAIRMAN BAKER SPOKE 00 BEHALF OF THE COMMISSION EXPLAlliING THAT THE LATTER PLAN IS THE 0�1E THE CCMMITTEE HAD CHOSEN.

CXM•UTl'EE PERSON WATSON ASKED IF THE IMPACT FEE \\aJLD ELIMINATE TAP FEES OR IF THIS FEE WOUID BE ASSESSED IN ADDITION TO THOSE TAP FEES THE CITY ALRFJillY CHARGES. HE EXPLAINED THAT AT PRESENT, THE CITY NEITHER PLACED WATER MEI'ERS NOR MADE TAPS; THIS BEING THE RESPONSIBILITY OF THE DEVELOPER/BUIIDER. CHAIRMAN BAKER ADVISED MR. WATSCN THAT THE CURRENT CHARGE IS FOR THE EXISTING SEWER LINE AND SERVICE. MR. GAY EXPLAINED THAT THE CAPITAL IMPROV™ENTS FEE BEING DISCUSSED CAN ONLY BE EXCISED FOR NEW CONSTRUCI'ICN.
CHAIRMAN BAKER STATED IT WAS HIS UNDERSTANDING THAT THE PRIMARY CONCERN WAS FOR WATER AND SEWER, AS THE CITY HAS BEEN COLLEX::.I'ING FEES ALREADY. HE FURI'HER STATED '11HAT THE FEES FOR ROADS AND DITCHES DID Nar HAVE TO BE ASSESSED AT THIS TIME BECAUSE THE CITY HAD Nar YEl' COLLFX'.TED FEES. DICK GAY. CONFIRMED CHAIRMAN BAKER'S CCMMENTS, ADDING THA'l' ARLINGTON WAS ONE OF THE FEW CITIES WHO HAD ESTABLISHED AN IMPACT FEE FOR ROADS. HE DESCRIBED THE PROCESS BY WHICH ARLINGTON HAD ARRIVED AT THEIR FEE. GAY EXPLAINED THAT THIS WOUID BE A CX11PLEX PRCCESS AND SUC'aGESTED THAT THE MAJOR THOROUGHFARE PLAN BE CONCLUDED BEFORE ROAfMAY AND DRAINAGE BE ADDRESSED, SINCE THIS rs Nar A CRITICAL ISSUE. CHAIRMAN BAKER ASKED IF THE CITY WERE TO CONSTRUCT ROAfMAY, WOUID PERSONS ON EITHER SIDE OF THE ROAD PAY IMPACT FEES. MR. GAY SAID THAT THEY. WOULD; HOOEVER, CERTAIN CRITERIA WOUID HAVE TO BE ADDRESSED.
CITY ENGINEER THCMPSON ASKED IF BRCmN AND GAY ENGINEF.RING, IN ORDER TO TAKE ADVANTAGE OF THE NEW SURFACE WATER LINE, COUI.D UPSIZE A COUPLE OF AREAS ALONG BLACKHAWK BLVD. THE MAJORITY OF LINE TO FM 2351 IS 12"; HONEVER, THERE ARE AREAS WITH 8" LINES. ADDITIONALLY, ON FM 528 THERE IS A SIMILAR SITUATION WHERE THERE ARE Sel-1E 8 11 LINES MIXED IN WITH Sel-1E 12" LTh1ES. GAY ASSURED THAT THIS CONCERN WOULD BE ADDRESSED. A QUESTION WAS RAISED AS TO WHICH WAS MOST FEASIBLE; TO REM)VE THE omLINE OR TO RUN A LINE PARAI.J.EL TO THE EXITING ONE. ENGINEER THCMPSON AND DICK GAY BOI'H AGREED THAT EXX)Na,1ICALLY THERE viOUID BE LI'ITLE DIFFERENCE.
