IXXl<El'ED JOINT PUBLIC HEARING: A PUBLIC HEARING FOR THE PLANNING AND ZCNING CCM-1ISSION TO ROCEIVE PUBLIC INPUT, BOl'H ORAL AND WRI'ITEN, REGARDING THE ITEMS LISTED BELCM: 1.A ZONE CLASSIFICATION CHANGE REQUFST OF OBD (OID BUSINESSDISTRICT) TO MFR-H (MULTIPLE FAMILY RESIDENI'IAL -HIGHEST) -3.979ACRES OUT OF rms 6 & 7 ON FM 518 BUCK HAUSMAN ADDRESSED THE CCMMISSION WITH HIS PROPOSAL OF BUIIDING LUXURY APAR™ENTS IN FRIENDffi'roD. HE IN.I'RODUCED HIS ARCHITECI', ARI'HURSTEINBERG, WHO HAD DESIGNED VILLAGE ON THE PARK. ADDITIONALLY, HE INI'RODUCED TONY BANFIEID OF BANFIEID PROPERI'IES AND GARY JOOST, TRAFFIC ENGINEER. MR. STEINBERG GAVE HIS PRESENTATION, DISPLAYING DRAWINGS OF THE PROPOSED APARIMENT PROJECT. MR. JOOST PRESENTED THE CCM-1ISSION WITH FIGURES WHICH INDICATED THAT TRAFFIC FLOW FRCM AN APARIMENT PROJECT SUCH AS THE ONE PROPOSED, �DULD GENERATE FEWER AtJ'Ia,10BILE TRIPS THAN OOULD A Ca-1MERCIAL SHOPPING CENTER BUILT ON THE SAME PIEx:::E OF PROPERI'Y. HE REINFORCED HIS FIGURES WITH HIS CREDENTIALS REGARDING TRAFFIC SURVEY PROJK"rs. MR. BANFIELD INFORMED THE C<l-1MISSION THAT MANY OF THE OLDER PERSON IN FRIENDffi'roD, HAVING REI'IRED, HAD APPROACHED HIM WITH AN IDEA OF AN UPSCALE HOUSING PROJECT. MANY OF THOSE PERSONS, MR. BANFIELD SAID, NO LONGER WANTED TO MAINI'AIN A HCME, YEr WANTED TO RESIDE IN FRIENDS¾a)D. WITH A PROJECI' SUCH AS THE ONE PROPOSED, PEOPLE COUID FEEL FREE TO TRAVEL SEx::URE THAT THEIR BELONGINGS WERE HAD BEEN PROI'ECI'ED. HE REMINDED THE CCMMISSION OF THE CODE OPERATED SECURITY GATES AS DISPLAYED BY MR. STEINBERG. ADDITIONAIJ.,Y, PICTURES WERE DISTRIBUI'ED WHICH REPRESENTED THE PROJECTED -APARIMENT UNIT. FIVE CITIZENS, FOUR OF WHCM LIVED ON PENN DRIVE, SPOKE IN OPPOSITION TO THE APARIMENT PROJOCT. WHILE ALL AGREED THAT THE PROJECT AS PROPOSED, WAS MORE PLF'...ASANT THAN THEY HAD FIRST IMAGINED, THEY DID NO!' VISUALIZE A NEED FOR HIGH DENSITY HOUSING. AD DITIONALLY, THEY DISAGREED WITH THE NUMBER OF CHIIDREN PROJECTED. MR. HAUSMAN HAD INDICATED HE HAD AISO n I l PUBLIC HEARING MARCH 5, 1990 DEVELOPED STRAWBRIDGE APAR'IMENTS IN PEARLAND AND SUSPECI'ED THAT THERE IDUID NOT BE AS MANY CHIIDREN IN THE FRIENrn\UOD PROJECT AS IS IN STRAWBRIDGE. THERE ARE 14 CHIIDREN AT THE APARTMENI' PROJOC'I' IN PF.ARLAND. MR. HAUSMAN SAID THAT SALEM VILLAGE APAR'IMEti11' HOUSE 41 CHILDREN. WITH NO FURTHER OPPOSITION, THE SEX::OND ITEM WAS CONSIDERED. 2.A ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILY RESIDENCE) TO SP (SPECIFIC USE) CHURCH FOR AN EXISTING STRUCTURE LOCATED AT 301 LEISURE LANE (CHURCH OF CHRIST) • V.C. KIRKLAND, A MEMBER OF THE CHURCH OF CHRIST, ADVISED THE CCMMISSION THE CHURCH MEMBERSHIP WANTED TO BE IN HARMONY WITH THE CITY REQUIREMENTS. THE CHURCH HAD BEEN ANNEXED; HOOEVER, HAD NEVER BEEN ZONED FOR SPECIFIC USE. IRENE HATFIEI.D SPOKE IN OPPOSITION TO THE REQUEST FOR REZONING, SAYING THAT THE CHURCH DID NOT NEED TO GROW, NOR DID THEY NEED TO CONI'RIBUTE MORE TO THE TRAFFIC PROBLEMS WHICH ALREADY EXITED ON LEISURE LANE.
