AGENDA A SPECIAL MEETING OF THE FRIENDS¾COD CAPITAL IMPROVEMENTS ADVISORY ro1MI'ITEE WAS HELD ON THURSDAY, MARCH 8, 1990, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOIJOOING MEMBERS WERE PRESENT: BAKER -CHAIRMAN COLBURN KONCABI"\ RODGERS BLAKE WATSON HENRY -DEVEIOPMENT COORDINA'IOR THCMPSON -ENGINEER FRANKOVICH -LIAISON BRAND -CITY r,1ANAGER GAY -CIP ADVISOR BRINKMAN -SECREI'ARY WITH A QUORUM PRESENT AND HOLZSCHUH, McHUGH, WASSON, AND SPF_.ARS ABSENT, THE FOI.J..CWING WAS CONSIDERED: CONSIDERATION AND POSSIBI.E ACTION REGARDING THE C1'.PITAL IMPROVEMENT PLAN -IMPACT FEE. DICK GAY DISTRIBUI'ED COPIES OF THE FINAL PROPOSED CAPI'l'AL IMPROVEMENT PLAN FOR IMPACT FEES. HE REVIEWED THE CHANGES THAT WERE MADE IN ACCORDANCE 'IO THE REQUESTS AT 'l'HE MEE'l'ING OF MARCH 1, 1990. GAY EXPLAINED THAT ONE OF THE MAJOR PARTS OF THE PLAN WAS THE CRAZY HORSE LIFT STATION AND DESCRIBED THE PA'I'H OF THE LINE 'IO THE BLACKHAWK PLANI'. AFTER REVIEWING THE FEES WHICH HAVE BEEN DESIGNATED FOR THE DIFFERfillT /I.REAS, GAY CALCULATED THE 'IOTAL IMPACT OF THE SYS'I'EM AT $2,148,000.00 OR ABOUT $243.00 PER UNIT. GAY EXPLAINED THAT THE TEXT OF THE FINAL PRODOCT ADDRESSED SENATE BILL 336 AND ITS REQUIREMENTS, THE IMPACT FEE STUDY, DEI'AIL REGARDING THE CALCULATIONS FOR THE FEES, SYSTEM CAPACITY AND COSTS, ANALYSIS 'IO EQUATE SERVICE UNITS 'IO DIFFERENT TYPFS OF DEVEWPMENI', PROJ.OCTED SERVICE UNITS FOR EACH AREA, POPULA'I'ION PROJE'CTION, AND FINALLY CALCULATION OF IMPACT FEES FOR WATER AND SEWER. HE ADDED THAT THE SAME THING BAS BEEN DONE FOR THE WASTEWATER ANALYSIS. DICK GAY ALSO ADVISED THE ro1M.ISSION THAT THE FEES INCTlJDED ENGINEERING COSTS AND THE ACI'UAL COSTS 'I'O CONSTRUCT THE PROJJOC:T BUT DID Nill' INCLUDE Fl"NANCING OR BOND MONEY. GAY ADVISED THAT FINANCING CFI.ARGES COUID BE CONSIDERED IN THE STUDY, IF THE CCMMISSION CHOSE 'IO DO SO. THE CCMMISSION SAID THAT THEY WOUID PREFER THAT ALl, FEES SHOUID BE INCLUDED IN THE CHARGES. MS. BRAND ASKED DICK GAY IF ADMINISTRA'I'IVE COSTS FOR UPDATING THE CIP STUDY W){JID BE ADDED AT THIS TIME OR IF THEY WOUID BE ADDED WHEN THE PLAN WAS UPDATED. GAY SAID THAT THE ADMINISTRA'I'IVE COSTS SHOULD BE ADDED IN AT THIS TIME; HOWEVIB, REMINDED THAT THE PLAN COULD BE UPDATED AS NECESSARY. fl l MS. BRAND TOLD THE cc:MMISSION THAT WHEN 'l'HEY WERE SATISFIED WITH THE PROPOSED DRAFT, THE ADVISORY CCM-1ITI'EE'S RI!X:CMMENDATION TO APPROVE THE STUDY WOULD BE FORWARDED 'l'O CITY COUNCIL. SHE ADVISED THAT DICK GAY WOULD MAKE PRESffll'ATION TO THE COUNCIL AND JOHN OLSON ¾UJIJ) PREPARE THE ORDINANCE. ADDITIONALLY, SHE ADVISED THE CXMMISSION THAT COUNCIL �UULD CALL A SPECIAL MEETING FOR THE PUBLIC HF.ARING ON APRIL 23, 1990 BEX':'.AUSE IT WAS THE FOURTH MONDAY OF THE MONTH.
