AGENDA A SPECIAL MEETING OF THE FRIENDffi'XX)D PLANNlliG AND ZONING COOMISSION WAS HELD ON THURSDAY, MARCH 22, 1990, AT 7:00 P.M. IN THE CITY HAIJ.. COUNCIL CHAMBERS. THE FOLLCmING MEMBERS WERE PRESENT. HOLZ SCHUH KONCABA McHUGH WASSON BRINKMAN -SOCREI'ARY WITH A QUORUM PRESENT, BAKER, COLBURN, AND RODGERS ABSENT, THE FOLLCmING ITEMS WERE CONSIDERED. J.. a:M-IDNICATIONS FRG1 THE PUBLIC DR. JONES ADDRESSED THE cc:MMISSION CONCERNING A LEITER WHICH HAD BEEN ISSUID BY THE PLANNING AND ZONlliG C(M,ITSSION IN FARLY 1983. AT THAT TIME, WHEN HE HAD GCNE TO FHA TO GE.'T FHA FINANCING FOR CARMEL VILIAGE AND MISSION ESTATES, IT WAS DISCOVERED THAT THERE WERE S(l',1E OIL LEASES DATING FRCM THE FARLY 1800's. IT WAS IMPOSSIBLE TO GE!' RELEASES; THF.REFORE, THE FHA REX)UESTED A LETIER FR(l,1 THE P&Z SAYING THAT THEY WOULD Nor ALl./JiJ DRILLING WITHIN 500 FENl' OF A HOUSE. THE WELL ORDINANCE ALSO STATES THAT A WELL CANNor BE DRILLED WITHIN 500 FEET OF A RESIDENCE WITHOUT PERMISSION FRCM THE CITY. DR. JONES PRESENTED THE LErI'ER FRCM THE PLANNlliG AND ZONING ca-lMISSION SIGNED BY GLENN CRESS, '.L'U;El'BF.R WITH A LEITER FR(l,1 JAMES IDRGAN REPRESENI'ING THE CITY. DR. JONES WENT ON TO SAY THAT ANOTHER BUILDER, FOX AND JACOBS, ALSO REQUIRED SCMEI'HING IN WRITING SAYING THAT THE ATI'ITUDE OF THE P&Z CG1MISSION HAD Nor CHANGED FRCM THE LE'.ITERS OF 1983. DR. JONES SAID HE Hl'\D SPOKEN WITH SEVERAL COUNCIIMEMBF.RS AS WELL AS CHAIRMAN BAKER WHO SAID THEY HAD NO O�ION AND ASKED THAT P&Z CONSIDER GIVING A LEITTER TO 'l'HE BUILDER. COt•�1ISSIONER McHUGH SAID SHE HAD SPOKEN WITH CHAIRMAN BAKER AND ¼UlJLD REFER THE MA'ITER TO THE CITY ATTORNEY PRIOR 'IO ISSUING A LEITTER. THE COOMISSION AGREED WITH THE ISSUANCE OF SUCH A LETI'ER UPON APPROVAL OF THE CITY ATTORNEY. 2.CONSIDERATION AND POSSIBLE REX::a.1MENDATION REGARDING THE PROPOSEDAMENtMENTS 'IO ZONING ORDINANCE 84-15, SOCTION K -SIGN REGULATIONS-OIIDJNANCE NO. 323. C'CMMISSIONER McHUGH REVIEWED THE NEW PROPOSED SIGN ORDINANCE GIVING CHAIRMAN BAKER'S cc::MMENI'S ON DIFFERENT PORTIONS. THE CG1MISSION BRIEFLY REVIEWED THE FIRST 17 PAGFS; DEFINITIONS, SIGN USE PERMITS, PORTABLE SIGNS, AND TEMPORARY SIGNS. BEGINNING WITH PAGE 18 THE Ca1MISSION NOI'ED CHANGES TO GARAGE SALE SIGNS, OPEN HOUSE SIGNS, POLITICAL SIGNS, PERMANENT SIGJS, DIRECTORY SIGNS IN OFFICE PARKS AND IN BUSINESS PARK DISTRICTS, PERMANENT READER PANEL.S WITHIN A SUBDIVISION, AND TIME CONSTRAINTS ON DOCORATIONS f l l l DURING HOLIDAY SEASONS. 3.CCMPREHENSIVE PLAN IN REx;ARD TO CCMMUNITY SURVE.'Y. cc:MMISSIONER McHUGH SAID THE THAT THE CHAMBER BOARD ELOCTED TO GO BACK TO THE ORIGINAL INTRODUCTION AND CLOSING AS PRESENTED BY cc:MMISSIONER HOLZSCHUH. SHE REVIEWED THE CHANGES IN THE ORDER OF QUESTIONS, INDICATING THOSE WHICH WERE LEFT AS ORIGINALLY PROPOSED. THE cc:MMISSION APPROVED THE SURVEY AND ASKED cc:MMISSIONER HOLZSCHUH TO PREPARE THE FINAL PRODUCT FOR INSERTION INTO THE NEWSLEI"l'ER. 4.MINUTES FOR APPROVAL -JANUARY 9, 1990 (CIP); FEBRUARY 1, 1990;FEBRUARY 8, 1990 (CIP).
