A PUBLIC HEARING FOR THE PLANNING AND ZCNING ro1MISSION TO RECEIVE PUBLIC INPUT, BCY.I'H ORAL AND WRITI'EN, REGARDING THE ITEMS LI S'fED BELCW:
1.A ZONE CLASSIFICATION CHANGE REQtIBST OF SFR (SINGLE FAMILYRESIDENCE) TO MFR-M (MULTIPLE FAMil,Y RESIDENTIAL. -MEDIUM) -5. 6229 ACRES OF LAND L<X:ATED AT BRI.AR CREEI< AND FM 528.
CHAIRMAN BAKER OPENED THE PUBLIC HEARING AND ASKED FOR A REPRESENTATIVE FOR THE ZONE CLASSIFICATION CHANGE REQUEST. NONE WERE PRESENI'.
ROBERT DAYTON PRESENTED A PNrITION OF 293 NAMES OF PERSCNS WHO WERE IN OPPOSITION TO THE ZONE CLASSIFICA'I'ION CHANGE. HE CITED SEVERAL REASONS FOR THE OPPOSITION; THE QUALITY OF LIFE EXPECTED IN A SINGLE FAMILY RESIDENI'IAL AREA, THE EFFECT ON PROPERTY VALUES, AND ADDITIONAL TRAFFIC ON FM 528.
GERALD SKIDMORE, PRESIDENT OF THE FALCON RIDGE H�'S ASSOCIATION, SPOKE IN OPPOSITION AS DID SEVERAL arHER CITIZENS WHO LIVE IN THE AREA SURROUNDING THE 5. 6229 ACRES. ADDITIONALLY, COUNCIIMEMBER FRANKOVICH ASKED TO (':,() ON RECORD AS BEING IN OPPOSITION TO THE ZONE CLASSIFICATION CHANGE REQUEST. MAYOR SCHRADER REQUESTED A SHCM OF HANDS OF THOSE PERSONS WHO WERE IN AG REEMENT WITH THE PEI'ITION PRESENTED. '!'HERE WERE APPROXJMATELY 35 PERSONS IN THE AUDIENCE WHO AGREED WITH THE PEI'ITION THAT THE ZONE CLASSIFICATION CHANGE REQUEST BE DENIED.
2.THE PROPOSED AMENDMENTS TO ZCNING ORDINANCE NO. 84-15, SECTION K -SIGN REGULATIONS -ORDINANCE NO. 323.
DR. JONES OPENED THE PUBLIC HEARING WITH THE CCMMENI' THAT THE SIGN ORDINANCE SHOULD REMAIN AS C:WSE TO THE PRESEN'I' ORDINANCE NO. 323 WHICH WAS ADOPTED IN 1979. HE ADDED THAT HE DID NO!' LIKE THE PROPOSED SECrION ALLCMING Ca-1PANY FLAGS.
BARBARA ANDREWS, DIRECTOR OF MICROCOMPUTER TFCHNOLOGY INSTITUTE, REQUESTED PEFMISSION TO PUT UP A LARGE BANNER FOUR TIMES A YEAR, 'IW) WEEKS PRIOR TO QUARTERLY ENROLI.MENT AT HER SCHOOL.
SEVERAL CITIZENS EXPRESSED THEIR CONCEFNS WITH GARAGE SALE SIGNS SAYING THEY WERE DIFFICULT TO ENFORCE. AREA MERCHANTS ASKED FOR

THE ADDITION OF A READER BOARD FOR SHOPPING CENTERS AND AN ADDITIONAL SIGN FOR THOSE CENTERS LOCATED ON MAJOR THOROUGHFARF,S. MARY PRIHOOA PRESENTED A PEI'ITION OF APPROXIMATELY 200 SIGNATURES FOR THOSE PERSONS WHO WISHED 'IO RE'I'AIN THE PORTABLE SIGNS -THREE WEEKS PER YEAR, AS 'WELL AS REQUESTING THE ADDITIONAL SIGNS MENTIONED.
OORIS HEARD AND JEAN WELCH ADDRFBSED THE CCMMISSION IN OPPOSITION 'IO ADDITIONAL SIGNAGE AND RF.ADER BOARDS. ADDITIONALLY, THEY WERE OPPOSED 'IO ca-1PANY FLAGS AND PORI'ABLE SIGNS, EXCEPT FOR CCl-1MUNITY PR�S. ANCJI'HER PEI'ITION WAS PRESENI'ED, WITH APPROXIMATELY 150 NAMES WHO WERE IN AGREEMENT WITH MS. HEARD AND MS. WELCH.
CHAIRMAN BAKER EXPLAINED THAT THE PLA.NNING AND ZOOING C<M-1ISSION WERE CURRENTLY RE.VIEWING THE PROPOSED SIGN ORDINANCE AND l\UULD MAKE THEIR ROCCMMENDATION 'IO CITY COUNCIL IN A SHORI' PERIOD OF TIME. HE CO."'.IMENTED THAT THE SIGN ORDINANCE WOULD BE A CCMPRG1ISE AND THAT NO ONE "'DULD GET EXAC'TLY WHAT THEY ASKED FOR. JANIS UME ASKED WHEN THE CITIZENS COULD EXPECT A FINAL AOOPTED SIGN ORDINANCE, 'IO WHICH MAYOR SCHRADER REPLIED THAT THEY COULD REALISTICALLY EXPECT THE ORDINANCE BY THE END OF MAY.
CHAIRMAN BAKER CIDSED THE PUBLIC HEARING.
