PUBLIC HEARING:A PUBLIC HEARING FOR THE PLANNING AND ZONING CQ'1MISSION TO RECEIVEPUBLIC INPUT, BOl'I:I ORAL AND WRITI'EN, REGARDING THE ITEMS LISTEDBEI.av:1.A ZONE CLASSIFICATION CHANGE REQUEST OF SFR (SINGLE FAMILYRESIDENTIAL DWELLING DISTRICT) TO OPD (OFFICE PARK DISTRICT)FOR 1. 0325 ACRES OUT OF 101' 4, BIOCK 11, FRIENDffi\UODSUBDIVISION BEHIND OAK TREE.DR. TAYLOR ADDRESSED THE Ca-1MISSION ON BEHALF OF THE OWNER OF THE PROPERTY. HE EXPLAINED THAT THE PROPERTY WAS PAR!' OF THE BALES ESTATE AND IF REZONED, WOUID BE PURCHASED FOR USE WITH TI-IE OAK TREE DEVELOPMENT. HE FURTHER EXPLAINED THAT THERE WERE NO PLANS FOR DEVELOPMENT OF THE PROPERTY AT PRESENT TIME. DR. TAYLOR EXPRESSED CONCERNS WITH FLOODING, WHICH IN HIS OPINION WAS A DIRECT RESULT OF THE DEVELOPMENT OF LAURELFIELD SUBDIVISION. '!'HERE WERE APPROXIMATELY 10 PERSONS IN THE AUDIENCE WHO WERE IN OPPOSITION TO THE ZONE CLASSIFICATION CHANGE REQUEST. GLENN SHEETS, ACTING PRESIDENT FOR THE LAURELFIEill Hc::MEX:MNER'S ASSOCIATION, PRESENTED A PEI'ITION OF H�S OPPOSED TO THE REQUEST AND A LIST OF EXPEX::TATIONS SHOUID THE REX;)UEST BE APPROVED. arHER RESIDENTS OF LAURELFIELD AND OF SURROUNDING PROPERI'IES ADDRESSED THE CCM-1.ISSION IN OPPOSITION TO THE REQUEST, CITING FIOODING, AESTHETICS OF THE AREA, ANIMAL LIFE, AND THE OFFENSIVE NATURE OF OFFICE PARK LIGHTS AS REASONS FOR THEIR OPPOSITION. DR. TAYLOR AGAIN ADDRESSED THE CCMMISSION SAYING THAT SHOUID THE CC1-1MISSION DENY THE REQUEST FOR ZONE CLASSIFICATION CHANGE THAT THE CITY� LOSE THE TAX REVENUE AND THE BALES \\UUID LOSE THE SALE OF THE PROPERTY. LARRY SHIELDS, RESIDENT OF LAURELFIELD SUBDIVISION, Ca-1MENI'ED THAT HE HAD MADE AN OFFER ON THE PROPERTY IN ORDER THAT THE AREA COUID REMAIN AS IT IS PRESENTLY. MR. SHEETS AGAIN ADDRESSED THE CCMMISSION REX;ARDING THE ZONE CHANGE OF THE 3.810 ACRES ASKING THAT A 30' BUFFER BE REXJUIRED BNIWEEN THE OAK TREE SUBDIVISION AND LAURELFIEID. DR. TAYU)R ca1MENTED THAT THE PROPOSAL IDUID RENDER TB.AT PORTION OF THE PROPERTY UNDEVELOPABLE. MR. SHEETS STATED THAT HE DID Nar HAVE AN OPPOSITION TO THE REZONING OF THE PROPERTY AND THAT THE HCl-fEDWNER'S WOULD MUCH PREFER THE PROPERI'Y BE ZONED OPD AS OPPOSED TO CSC. CHAIRMAN BAKER ADVISED THE AUDIENCE THAT THE 'Th-0 ITEMS WOULD BE ON THE AGENDA FOR PLANNING AND ZONING'S REX:XM-1ENDATION AT THE NEXT REGULAR MEETING ON OCTOBER 4, 1990. HE AISO STATED THAT P&Z HAD 90 DAYS TO MAKE RECCM-1ENDATION TO CITY COUNCIL. Ol�---
