HomeMy WebLinkAboutP&Z Minutes 1986-04-03 Regular[ � l LI MINUTES OF A REG ULAR MEETING OF THE FRIENDSWO OD PLAN NING AND ZONING COMMISSION April 3, 1986 The Friendswood Planning and Zoning Com mission held a regular meeting on Thursday, April 3, 1986, at 7:30 p.m. in the City Hall Council Chambers. The following Commissioners were present. Chairman -Holt Ballard Councilman Prihoda Cress Beggs Baker Beeth Todd With a quorum present and none absent, the following items were considered. COMMISSIONER BALLARD EXCUSED HIMSELF FROM THE FOLLOWING DISCUSSION OF STERLINGWOOD. REPLATTING RECOMMENDATION LOT 1, SUN PARK ESTATES REPLAT PROPOSED NEW SUBDIVISION STERLINGWOOD A public hearing was held April 3, 1986, at 7:00 p.m. to allow the replatting of all or part of lot 1, Sun Park Estates Replat, for the purpose of developing a new subdivision (Sterlingwood). The Planning and Zoning Commission made the following recommendat ion: MOTION: (CRESS) To recommend allowing the replat of lot 1, Sun Park Estates Replat into Sterlingwood Subdivision. SECOND: (TODD) VOTE: FOR: Holt, Cress, ·Baker, Beeth and Todd ABSTAINED: Beggs and Ballard MOTION CARRIE D Mr. Bogren ha d'requested final plat approval of St erlingwood. He was advised the subdivision ordinance requires prints and original tracing to be submitted 10 days prior to the Planning and Zoning Commission meeting and the plans were submitted only 2 days prior to this meeting. Attorney Tom Lay representing the land owner told the group he has prepared a draft of the aeed restrictions for review by the land owner. l I j I J Page 2 April 3, 1986 PRE APP MR. ZA PALAC -F.M. 518 AND CLEARVIEW -FRIENDSWOOD CENTER Mr. Zapalac presented a drawing of a proposed strip center to be located on F.M. 518 and Clea rview which would be approximate ly 12000 sq. ft .. Mr. Zapalac told the Commission there would be a convenience store with gasoline pumps that would take up approximately 2400 to 3000 sq. ft.. The drawing shows 67 parking spaces but he told the Commission 50 spaces would probably be all that is needed and they would trade landscaping for parking with the space available for parking if needed at a later date. Commissioner Ballard had a concern about the entrance on Clear­view being a hazard as far as traffic flow and suggeste d perhaps relocating the ingress-egress further down Clearview away from the traffic turning from F.M. 518 on to Clearview. The Commission would like to see the following items on the plat; sidewalks, parking, lan dscaping and islands. Mr. Zapalac requested to be on the agenda for the next Planning and Zoning Commission meeting. COMMISS IONER TODD EXCUSED HI MS ELF FROM THE FOLLOWING DISCUSSION LAUREL FIELD: LAUREL FIELD - 1 BLOCK 67 LOTS -PRE APP Ted Bogren presented a pre app plat of a proposed subdivision, narrow in width and long in depth. Laurel Field would be a 26.6 acre tract divided into 57 (90 t ) lots. The property is situated between Brigadoon, which dead ends into Mary Ann, and Chester, a private street. The developer has shown one entrance cul-de-sac (2850 t ). One suggestion would be to extend Mary Ann through the tract to allow for another ingress -egress from the subdivision to give access for the children to get to school and Renwick Park without going to F.M. 2351. The cul-de­sac would still exceed the length requirements of the subdivision ordinance. Another suggestion was to have an esplanade turn around simila r to Pilgrims Point. The Commission told Mr. Bogren they would like City Council,as well as the Police and Fire Department, to review the plat for an idea of what the Commission is looking at. The Commission would like Council's opinion of the merits of tying Mary Ann to Sunset for the traffic flow back to the school out of this proposed subdivision and to the light located on Sunset. r l f l l i Page 3 April 3, 1986 Mr. Bogren told the Commission the developer would rather not market his subdivision under those conditions and would like a 3· year hiatus on opening up Mary Ann but is willing to provide the street to that point and provide a bond. The Commission told Mr. Bogren they recognize it would be very difficult to develop this 26.6 acre tract but they feel th is could be a good utilization of the tract. MINUTES FOR APPROVAL March 6, 1986 -Regular Meeting -Approved as read March 20, 1986 -Regular Meeting -Approved as corrected. CHAIRMAN HOLT Chairman Holt requested a memo be sent to the City Manager with copies to City Council requesting information on the City's plans for maintaining and updating the computerized mapping system.
