THE FOLI..avING MEMBERS WERE PRFSENT: BAKER, CHAIRMAN COLBURN KONCABA McHUGH OODGERS WASSON FRANKOVICH THC11PSON, CITY ENGINEER HENRY, DEVELOPMENT (X)ORDINATOR BRINKMAN, SECRETARY WITH A QUORUM PRESENT AND NONE ABSENT, THE FOLI07ING ITEMS WERE CONSIDERED. MAYOR SCHRADER AI»1INISTERED THE OATH OF OFFICE TO CCM'1ISSIONER KONCABA. CHAIRMAN BAKER CALLED THE MEETING TO ORDER AND ASKED FOR cc:MMUNICATIONS FROM THE PUBLIC. THERE WAS NO PUBLIC C<1>1MENT. 1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE PRELIMINARY PLATOF FALCON RIDGE SECTION THREE, 31.9795 ACRES OUT OF THE SARAHMcKISSICK LEAGUE (J.R. WILLIAMS), ABSTRACT 1\1(). 151, BEING 6 BLOCKS, 82 LOTS -BOGREN BOGREN PRESENTED THE PRELIMINARY PLAT OF FALCON RIDGE SECTION THREE S'l'ATING THAT THE CCM>1ISSION HAD ISSUED APPROVAL PREVIOUSLY; HClvEVER, THE TIME HAD LAPSED. ENGINEER THC11PSON REITERATED THAT THE PLAT IS THE SAME AS WAS PREVIOUSLY APPROVED. CXl,1MISSIONER WASSON MADE A MOTION THAT THE PRELIMINARY PLAT OF FALCON RIDGE SECTION THREE BE APPROVED. SECOND: COLBURN OPPOSED: NONE VOTE FOR: UNANIMOUS MOTION CARRIED. 2.CONSIDERATION AND POSSIBLE �IDATION REGARDING THE PROPERI'YLOCATED AT BLACKHAWK AND FM 2351.-KISSNER MR. KISSNER MADE PRESENTATION OF THE THREE SEPARATE LAND USEAPPLICATIONS; THE GREEN BELT EASEMENT , THE SPECIFIC USE C'OMMERCIALACCESS ONLY, AND THE PROPERl'Y TO BE ZONED CSC. JOHN OISON ca1MENI'ED THAT BRIDGESTONE DEVELOPMENT HAD DONE ALL THAT HAD BEENASKED OF THEM AND SUGGESTED THAT THE CG1MISSION MAKERECCM-1ENDATION TO CITY COUNCIL REGARDING THE APPROVAL OF THE ZONECHANGES SUB.JECT TO BRIDGESTONE' S ACQUISITION OF TRACT II. OLSONAI.SO STATED THAT HE hOUID LIKE 'IO PREPARE THE PROPER ORDINANCES IN AN EFFORI' 'IO EXPEDITE THE MATTER. SECOND: COLBURN OPPOSED: NONE VOTE FOR: UNANIMOUS MOTION CARRIED. 3.CONSIDFRATION AND POSSIBLE ACTION .REGARDING THE PRELIMINARY PLATOF HUNTINGTON 'WOODS -(MFR-H) FOR 3. 979 ACRES ON FM 518 -LENTZ AL LENTZ PRESENTED THE PRELIMINARY PLAT OF HUNTINGTON l'll(X)DS. THERE WAS SCME DISAGREEMENT AND DISCUSSION REGARDING THE PLAT AND IF IT l\UUID FALL UNDER THE ZONING ORDINANCE ALONE OR IF THE SUBDIVISION ORDINANCE IDUID BE APPLic.A.BLE AS WELL. MR. LENTZ SAID THAT HE HAS L<X:ATED THREE FIRE HYDRANTS ON THE PROJECT AS PER THE REQUEST OF THE FIRE .M..ARSHAL. HE FURI'HER STATED THAT THE DRIVEWAY WIIJ, BE 5" REINFORCED CONCRETE AS OPPOSFD 'ID THE ASPHALT DRIVE OF SALEM SQUARE APAR'IMENTS. ENGINEER THCMPSON STATED THAT THE DEVELOPER HAS MADE AN EFFORT 'ID SAVE THE TREES; HOOEVER, THERE ¾QUID BE MANY LARGE TREES DESTROYED. COUNCIIMEMBER STEWART SAID THAT JOHN BRANSON, PARKS AND RECREATION, WAS INVFSTIC-.ATING THE REN'l'AL OF A TREE SPADE 'ID RELCCATE SOME TREFS 'ro ARFA PARKS, SUCH AS RENWICK PARK. CCMMISSIONER KONCABA MADE A MCY.I'ION THAT THE PRELIMINARY PLAT OF HUNTINGTON WOODS BE APPROVED. SEx:::OND: WASSON VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 4.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFWILDERNESS PINES (FORMERLY KNavN AS WILDERNESS TRAILS III) -88.9363 ACRES -RAMSEY. THE CCMMISSION DID NOT HAVE THE AU'l'HORITY 'ID ACCEPT ON THE BASIS THAT A PUBLIC HEARING WAS REQUIRED BY UM; THEREFORE, THE DEVELOPER WITHDREW HIS APPLICATION FOR FINAL PLAT APPROVAL UNTIL SUCH TIME THAT THE PIANNING AND ZONING COUID HOID A PUBLIC HEARING. JOHN OLSON EXPLAINED THAT IF 20% OF THE HCMEX:WNER'S WITHIN 200 FEET OF THE PROPOSED REPLAT WERE TO OBJF.C'I', THE CCMMISSION ¾QUID RE'QUIRE 75% VCfl'E OR SIX AFFIFMATIVE VOTES IN ORDER 'ID GRANT APPROVAL. NaI'IFICATION OF THE PUBLIC HEARING l'IUUID HAVE 'ID BE FORWARDED TO THE HOOEOWNERS IN THE EXISTING WILDERNESS TRAILS AND THE NOTICE IDUID HAVE 'ID BE PUBLISHED IN THE LOCAL NEWSPAPER AS WELL. OLSON ALSO STATED THAT THE PUBLIC HEARING �'OUID BE HEID BY THE PLANNING AND ZONING CCMMISSION AND mum NOT BE A ,JOINT PUBLIC HEARING WITH CITY COUNCIL. W. ) CCMMISSIONER WASSON SAID THAT SHE FELT THE CCM,1ISSION HAD CCMPLETED THE "GOAIS" PORTION OF THE CCMPREHENSIVE PLAN, BUT WAS NOT RF.ADY TO PRESENT THE "POLICIES" PORTION TO THE CITY COUNCIL. SHE SUGGESTED THE CCMMISSION SPEND 'I'l-1E NEXT SIX .M()l\mJS ON THE PLAN, ACCCMPLISHING AS MUCH AS IS POSSIBLE, AND PERHAPS l:TAVING A PRELIMINARY VERSION OF THE PLAN PRINTED IN NEWSPAPER FORMAT PRIOR TO THE PUBLIC HEARINGS. SHE SAID THAT THE PLAN SHOUID BE FORMAIJ.,Y AOOPTED AS WAS THE MAJOR THOROUGHFARE PLAN. WASSON REMINDED THE CCMMISSION THAT THE PARKS BOARD v.UUID BE DEVELOPING THE PARKS SEX::TION OF THE PLAN AND 'I'HAT THE CCM,1ISSION WOUID BE PRESENTING EACH PORTION OF THE CCMPREHENSIVE PLAN 'ID CITY COUNCIL, AS IT WAS CCMPLETED.
