OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION
October 6, 1977
The Friendswood Planning and Zoning Commission met in a regular
meeting on Thursday October 6, 1977 at 7;30 p.m., in the City
Hall with the following members present:
T. Spears - Chairman
R. Utley
R. Mora
R. Phillips
J. Phillips
P. J. Mize
H. Rawley (sworn in at 10:05 p.m.)
With a quorum present the following business was transacted:
APPROVAL OF MINUTES - Minutes of a regular meeting of September 15,
1977 were approved as read.
DR. DAWSON - GLENSHANNON SUBDIVISION
Mr, Gartrell and Dr. Don Dawson presented plans for preliminary
approval of Glenshannon Subdivision. Mr. Lee Nichols of the
Drainage District informed the Commission be could forsee no
problem of flooding within the subdivision per rainfall information
received, However, they asked that the banks of the open ditches
be grassed and a final design of the outfall ditch would be needed.
The Commission agreed the city should have the deed and title
for easements of the drainage ditches for maintanence.
A memo from the police department was received stating they
were in agreement with the subdivision plans.
Mr. Van Williams of the Friendswood Fire Department was present
at the meeting and stated he had no objection to the entrances
of the subdivision. He did ask for 3 additional fire plugs
and relocation of those planned.
At the present time the plans lack approval from the City
Engineer on water, sewer, surface drainage and outfall pattern.
MOTION: ( J. Phillips ) must have the City Engineers signature
before approval.

DR. BOONE - OAK COVE CLUSTER HOMES
The Commission reviewed revised plans for the Cluster Homes.
They now project a density of 6.0. The concept was decided
to be favorable.
TED BOGREN - COWART CREEK SUBDIVISION
The Commission agreed approval of the City Engineer would be
needed before approval could be given. The Drainage District
asked for information on the amount of outflow drainage before
they could recommend favorably.
The Commission agreed preliminary approval could not be given
until these conditions were met.
MR. JACOBSON - SUBDIVISION AT LEISURE LANE AND FM 518.
Mr. Jacobson presented a rough drawing of a 26 lot subdivision
at FM 518 and Leisure Lane. Each lot being 1 acre. He was
informed Leisure Lane would have to be widened, and he should
check possibility of concrete streets as to asphalt. Also,
he should check into the feasibility of running a sewer line.
The Commission agreed the general idea to be favorable.
MR. RALPH LOWE -- CLEARANCE ON LOT.
Mr. Lowe asked the Commissions feelings on the relocation of
drill sites from the east side to the west side of FM 528,
in order to move them out of teh Sunmeadow Subdivision. The
property where the sites would exist has a 40' right-of-way.
which he asked to he removed and a 60' right-of-way be given in a
different location on the same property.entering onto FM 528.
The Commission agreed a memo should be written to the Council
stating all right-of-ways negative to the citys best interest
should be eliminated, and their feelings on elimination of
drill sites east of FM 528.
At the present time the Commission agrees it to be an acceptable
plan.
ADJOURNMENT - A motion was made for adjournment. The meeting
adjourned at 10:40 p.m.
