PLANNING AND ZONING COMMISSION
July 21, 1977
The Friendswood Planning and Zoning Commission met in a regular
meeting on Thursday July 21, 1977 at 7:30 p.m., in the City Hall
with the following members present:
Ray Utley - Acting Chairman
Tracy Spears
Robert Phillips
Robert Mora
Jerry Phillips
With a quorum present and Leah North absent, the following business
was transacted:
APPROVAL OF MINUTES - Minutes of a regular meeting of July 7, 1977
were approved as corrected. The correction
being to change the wording on topic of the
Cowart Creek Subdivision'to read: The Commission
asked that the center street (Rustic Lane) be
extended from FM 2351 to the back of lots that
face Cowart Creek Drive, also that there be
turnaround or circular driveways to eliminate
occupants backing out onto FM 2351 or Sunset.
ELECTION OF OFFICERS
MOTION: (R. Phillips) made a motion that Tracy Spears be the new
chairman and Ray Utley be vice-chairman of the Commission.
Second: J. Phillips
Vote: Unanimous FOR MOTION CARRIED
MR. JOE TENNISON - DISCUSSION ON THE RE UEST OF REZONING OF PROPERTY
AT FM 518, PREVIOUSLY PRESENTED BY MR. DALLAS ANDERSON.
The Commission agreed that the first part of the proposed zoning
ordinance section A-1, "this district is deligated to the growing
and/or marketing of agricultural products." means that the only
products to be sold on A-1 are the products to be grown on A-1.
The Commission agreed a memo should be written to Mr. Anderson on
the proposed ordinance and what it entails.
HARLAN SMITH - PLAT OF HOMESITE AT ECHO.
Mr. Paul Lembo presented a plat for a home at Echo in Arabian Acres.
After reviewing the plat a motion was made.
MOTION: ( J. Phillips) made a motion for preliminary approval,
and final approval contingent on viewing of plat by
Mr. Spears, marking of water and sewer locations, and
City Engineers checklist.
Second:.R. Phillips
Vote: Unanimous FOR MOTION CARRIED
MR. KOTARI - ADDITION TO CAPTAINS CORNER SHOPPING CENTER
Mr. Dave Caldwell presented a revised plat of an addition to Captains
Corner Shopping Center. The plat consisted of a wing of specialty
shops with no exits at back. After reviewing the plat, the Commission
asked that the following items be taken into consideration.
1. Close drive on FM 2351 and move 35' west of present one.
2. 30' set -back on FM 2351.
3. 7' fence around dumpster on FM 2351.
4. Close up opening on FM 518.
5. Put 7' fence around dumpster on FM 518.
6. Meter loops behind back of metal building in corner of "L".
7. Parking verification.
8. City Engineer approval of drainage.
MR. WADDELL - REZONING PROPERTY AT MELODY LANE AND FM 2351 FROM R-1 TO C-1.
Mr. Waddell asked the Commission for their opinion on rezoning property
at Melody Lane and FM 2351 from R-1 to C-1 for the purpose of building
a store. The Commission informed Mr. Waddell of the procedures for
rezoning.
BUSINESS
PLAT BOOKS - The Commission discussed the purchasing of books and inserts
for plats.
MOTION: (J. Phillips) made a motion to purchase plat books and inserts.
Second: Tracy Spears
Vote Unanimous FOR MOTION CARRIED
BUDGET - The Commission discussed the budget projection for the,'fiscal
year of 1978.
MOTION: (R. Mora) made a motion to approve budget for $6,000.00 as
stated.
Second: T. Spears
Vote Unanimous FOR MOTION CARRIED
A Motion was made for adjournment. The meeting adjourned at 10:35 p.m.

Mr. Dallas Anderson has come before you to ask for the re -zoning
of approximately 2 acres of land at Hwy 518 and Old Road from R-1
to A-1. I own property directly behind his property and doll•.not
feel the classification A-1 is justified based on the following;
1, I own Bayou Gardens Florist & Greenhouses and the 9 acres on
which the Floral shop and Greenhouse set. The property is also
registered as my homestead.
2. Ply land is presently zoned R-1. The business existed before
annexation by the city and operates under the Grandfather Clause.
3. When notified of zoning changes in late 1974 1 met with the
P-Z Commission to obtain information about the continued opera-
tion of my business.
4. In discussions with members Tracey Spears, Clyde Raney, Leah
North, John Tirado, and others the following was determined:
A. I had no desire to substantially expand the retail facilities
of Bayou Gardens.
B. I did and do want to expand the wholesale growing operation
of the business
(1) Presently 601 of my volume is of the wholesale nature.
C. 'I did and still do plan to build a home on the property.
5. Since future expansion was to be concerned with the growing of
plants which would be sold at locations other than Bayou Grdns.
a classification A--1 was created and placed in the new zoning
ordinance yet to be passed by council.
I objeot to Mr. Anderson's appeal for A-1 zoning unless the plants
and supplies he handles are to be sold at locations other than the
property at Hwy 518and Old Rd. Unlike Bayou Gardens which is opera-
ting under the Grandfather clause, Mr. Anderson would be operating
a retail business (assuming he plans to open a retail nursery) under
a. classification which was designated for a growing operation only.
If Mr. Anderson wants to operate a retail nuraery I suggest he should
petition to rezone the property C-1 commercial.
