PLANNING AND ZONING COMMISSION
July 7, 1977
The Friendswood Planning and Zoning Commission met in a regular
meeting on Thursday July 7, 1977 at 7:30 p.m., in the City Hall
with the following members present:
Kenneth Fossler - Chairman
Ray Utley
Robert Mora
Robert Phillips
Jerry Phillips
Tracy Spears
with a quorum present and Leah North absent the following business
was transacted:
APPROVAL OF MINUTES - Minutes of a regular meeting of June 16, 1977
were approved as read.
O'FARREL - SUBDIVISION AT SUNSET
Mr. O'Farrel and Mr. Sam Vestor presented a plat of Cowart Creek Subdivision
to the Commission. The subdivision would contain 164 lots on 160+(plus)
acres, and be located at Sunset Drive and FM 2351. The Commission
agreed there would be no problem with water and sewer service, nor
surface frainage in the area. The Commission asked that the center
street (Rustic Lane) be extended further South to Cowart's creek,
also that there be turn -around drives at Sunset and FM 2351.
The Commission liked the concept.
DON BARRAS - RANCHO VEJO FINAL
Mr. Bogren and Don Barras presented a plat of the Rancho Vejo Subdivision
to the Commission for final approval. The Commission discussed providing
an easement for clearance purposes for the Friendswood Drainage District.
MOTION: (R. Mora) made a motion for final approval contingent
on street approval by city engineer, and a line for the
Friendswood Drainage District wouking easement allowing
50' for lots 8,9, and 10, and 20' at homeplace.
Second: T. Spears
Vote: Unanimous FOR MOTION CARRIED
MR. WHITAKER AND DR. JONES - REZONING OF SCHOOL PROPERTY TO C-1 FROM R-1.
Dr. Jones came before the Commission to ask their feelings on rezoning
of a 330' by 400' tract of land on FM 2351 at Westwood Elementary School.
The property is currently zoned R-1 and they are asking for a change
to C-1 in order that the land may be sold by the school, for the
purpose of acquiring 2 tracts of land at Shadowbend and Woodlawn.
This tract would proaide a building area for an additional bus barn
and parking.
The Commission agreed they could understand the reasoning for having
the additional bus facility near the Jr. High School, and a public
hearing for rezoning should be set up,
MOTION: (T. Spears) a motion made to call a special meeting on
Monday July 11, 1977 at 7:30 p.m., to call a public hearing
on rezoning of property at FM 2351 at the Elementary School,

Vote: Unanimous FOR MOTION CARRIED
DR. BOONE- WHISPERING PINES SUBDIVISION
Dr. Boone presented a plat for a section of Whispering Pines Subdivision
to the Commission for approval. The Commission discussed the problem
of traffic flow on Falling Leaf. The Commission agreed the first section
for approval should be near the streets ajoining the property.
HARRIS II SUBDIVISION
Mr. Frank Coe presented two covenants of easdment of Harris II
Subdivision to the Commission. The Commission decided that these would
need approval of the City Attorney before the Commission could agree
to them.
HARLAN SMITH - DISPOSITION OF P STRIP EASEMENT AT ECHO
Mr. Smith asked the permission of teh Commission to put a drive over
a 1' easement for an access to a home to be built at the back of his
lot on Echo. The Commission agreed a plat of teh area for the home
should be made and presented to the Commission.
BUSINESS - The Commission discussed their feelings on a letter to be
given to the Board of Adjustments on teh Oak Cove Cluster Homes. They
agreed a letter would be written stating their feelings on the concept.
MOTION: ( R. Utley) Made a motion to write a letter to the Board
of Adjustments stating the Commission likes teh concopt, but
it is not zoned for such, and let them know they should have
nothing to do with this motion.
Second: R. Phillips
Vote: Unanimous FOR MOTION CARRIED
ANNOUNCEMENT: Mr. Kenneth Fossler announced to the Commission his
resignation effective July 15, 1977. Mr. Ray Mtley will be acting
chairman until the election of officers at the next regular meeting.
Commissioners Ray Utley and Tracy Spears commented Mr. Fossler on
his wourk for the Planning and Zoning Commission.
ADJOURNMENT: A motion was made for adjournment, the meeting was
adjourned at 11:00 p.m.
