PLANNING AND ZONING COMMISSION
April 21, 1977
The Friendswood Planning and Zoning Commission met in a regular
meeting on Thursday April 21, 1977 in the City Hall with the
following members preset:
Kenneth Fossler - Chairman
Jerry Phillips
Leah North
Ray Utley (arrived 8:50)
Robert Mora
The meeting was called to order at 8:20 p.m., upon establishing
a quorum, with Bob Phillips, and Tracy Spears absent. The
following business was transacted:
APPROVAL OF MINUTES - Minutes of a regular meeting of April 7,
1977 were approved as corrected. The
correction being; to change description
of location on Gwen Skete's lot from
subdividing a lot on 2351 and 518, to
subdividing a lot on 2351.
MR. GENE DOUGLAS - SANCTUARY AND EDUCATIONAL BUILDING
Mr. Douglas presented a plat for a sanctuary and educational
building at Friendswood Link Road and Whispering Pines. The
sanctuary being made up of two levels each containing 4000
square feet, with a steeple height of 93 feet, and a 72 space
parking facility. The commission advised Mr. Douglas of the
need for; (1) more area for widening of parking spaces, (2)
the Board of Adjustment approval of roof height, (3) the
plat should reflect on -site -drainage.
MOTION: (R. Mora) To approve plat contingent on on -site -
drainage, widening of parking spaces, and approval
of Board of Adjustments on height of roof.
Second: J. Phillips
Vote: Unanimous MOTION CARRIED
DR. BOONE - WHISPERING PINES PRE -PRELIMINARY
Dr. Boone presented a plat of a subdivision containing an
area for parkland, lot sizes of 90 feet by 130 feet, with
an extension of lots on Castlewood to Greenbriar. The
commission agreed they would need more time to consider
the street pattern and secure documents on the standing of
a proposed road to League City.
MR. COE - HARRIS II SUBDIVISION
Mr. Coe informed the commission that he was in the process
of acquiring a petition for abandonment by the city to the
easement from Castlewood to Harris Ii coinciding with a
covenant to grant his access to the easement, with the city
to retain utility easement from Quakers Landing to Whispering
Pines. Mr. Coe also agreed to meet the city engineers requirements
of standards for private road. The commission advised Mr. Coe
to have information concerning placement of utility lines.
MOTION: (R. Mora) To give Mr. Coe permission to secure
signatures in order that the city may abandon
the right-of-way and grant him a private road.

AMENDMENT TO MOTION: The commissions intent that it is
the intent of the commission upon meeting these
conditions by Mr. Coe that he's outlined, that
upon re -submission of the plat that the commission
will grant final approval.
Vote: FOR K. Fossler AGAINST L. North

J. Phillips
ABSTAINING Utley MOTION CARRIED
WINDAMERE LAKE
Mr. Kilgore asked the feelings on excavation of Windamere Lake
and the sale of property in front of the lake. The commission
agreed that it would have to be recommended to Council solely
on Specific -Use lake. Mr. Kilgore agrees to a performance
bond. The commission also advised Mr. Kilgore to think of
drainage.
BUSINESS - Commission decided to look further into acquiring
a plat book, by suggestion of Leah North.
ADJOURNMENT: Motion was made for adjournment the meeting was
adjourned at 10:40 p.m.
