PLANNING AND ZONING COMMISSION
February 3, 1977
The Friendswood Planning and Zoning Commission met in a Regular
meeting on Thursday February 3, 1977 at 7:30 p.m. in the City
Hall with the following members present:
Kenneth Fossler - Chairman
Leah North
Bob Phillips
Jerry Phillips
Robert Mora (arrived 8:25)
Tracy Spears (arrived 8:30)
With a quorum present, and with Ray Utley absent the following
business was transacted:
APPROVAL OF MINUTES - Minutes of a Regular Meeting on January
20, 1977 approved as corrected. The correction being:
Correction
Mrs. Leah North asked the word sepia be changed to milar
under the Baker Subdivision.
MR. JONES - OUAKERS LANDING - CIVIC ASSOCIATION
Mr. Jones wanted to know the status of the Proposed Zoning
Ordinance. The Planning and Zoning Commission told Mr. Jones
the Proposed Ordinance has been reviewed by the City Attorney.
MR. BOGREN - PRE -PRELIMINARY- RE -PLAT LOT 7 FRIENDSWOOD ESTATES
Mr. Bogren presented a pre -preliminary re -plat of lot 7 Friendswood
Estates. Mr. Bogren was given pre -preliminary approval contingent
on the items below.
1. Location of gas lines
2. Location of electric lines, telephone poles, and
street lights
3. Location of sewer and water by the City Engineer
MOTION: (J. Phillips) To give pre -preliminary approval
contingent on the City Engineers approval of
the items listed above.
Second: B. Phillips
Vote: FOR (4) J. Phillips, B. Phillips, Fossler, Spears
and Mora.
AGAINST: North - Lot does not meet the 100 year flood
Plane.

SOUTHWESTERN BELL TELEPHONE COMPANY - T.D. HOWE CONSTRUCTION CO.
Plats were presented to the Planning and zoning Commission
on the construction of a building of which a building permit
was issued 12/1/76. The Planning Commission reviewed the plat
and made a.motion.
MOTION: (B. Phillips) To recommend approval of a building
permit contingent on routing the plat through the
City Engineer for the location of the on site
drainage.
Second: J. Phillips
Vote: Unanimous MOTION CARRIED
MR. OLSON - OLSON SUBDIVISION
Mr. Olson has 2.8 acres of land on Merriwood he has subdivided
into (2 lots) 100' by 120' by 127' with street and utilities
available. The Commission advised Mr. Olson he needs to prepare
a plat for recording (a milar and 5 copies).
MR. FORSBERG 3.1 ACRES ON WILDERNESS TRAIL AND GREENBRIAR
Mr. Forsberg has 3.1 acres with a barn he wants to convert into
a house with a septic tank. Since the land was recorded prior
to annexation he was advised, he needs a plat with the record-
ing date on the plat for the Planning and Zoning Commission.
HARRIS II SUBDIVISION
Mr. Morgan sent a memorandum to the Mayor and Council 2/4/77
which is attached to these minutes on the latest development
of the Harris II Subdivision.
BRUCE CLINE - Mobile Home
The Planning and Zoning Commission has no way of approving
the placement of a Mobile Home on Rustic Lane. Rustic Lane
is zoned R-1.
RE -ZONING - FRIENDSWOOD METHODIST CHURCH - HEARING
The Planning and Zoning Commission made a motion to call a
hearing on the re -zoning of the tract of land located on
W. Edgewood.
MOTION: (Spears) To call a hearing on March 3, 1977 on
re -zoning 5 acres. The frontage (200') is
presently zoned C-1 the balance R-1 the entire
5 acres to be re -zoned Specific Use - Church.

The meeting was adjourned at 11:00 p.m.

SUBJECT: Harris II Subdivisions
Gentldmen:
You will recall the discussions we have had in the past concerning the hove
referenced subdivision and you need to be aware of the latest developmen;
concerning same.
It is the opinion of the City Attorney that:
1. the approval of the subdivision cannot be made contingent
upon the developers improving the street that has been
dedicated but unimproved and;'
II." the City has the legal right..to close that street by barri-
cading it and;
III. the City has the legal right to require that the developer
continue that street through to Whispering Pines to insure
the orderly flow of traffic.
I received a telephone call from Mr. Frank Coe, who oims one of the lots in
the new subdivision, and gave him the above information. He has asked to be
placed on the agenda for Monday night and told me it was his intention to
propose to the City Council at that time that the developers would put a
Limestone street approvimately 20 feet in width and at the city specifications
on depth, proper drainage, with a cul-de-sac at the end of their subdivision.
Upon completion of the sanitary sewer which is to be located in that area they
would bring that portion of the street fronting on their property to the
proper city standards and would pave to city specifications. He said he was
going to have that in the form of a letter and would like to have a definite
answer from the council Monday night. He said he feels this has been bounced
back and forth between the Planning Commission and the City Council as long
as it needs to be done.
If you have any questions concerning the attorneys opinion or Mr. Coe's
statement, I will be happy to try to answer them, It
