PLANNING AND ZONING COMMISSION
September 2, 1976
The Friendswood Planning & Zoning Commission met in a Regular
Meeting on Thursday September 2, 1976 at 7:30 p.m. in the City
Hall with the following members present:
Clyde Raney - Chairman Bob Phillips (Arrived 7:45)
Leah North Kenneth Fossler (Arrived 7:50)
Tracy Spears Ray Utley ( Arrived 7:55)
Jerry Phillips
With a quorum present, the following business was transacted:
APPROVAL OF MINUTES - Minutes of a Regular Meeting on August 19,
1976 approved as read.
MR. AND MRS. W.T. CARTER RE -ZONING
Mr. and Mrs. W. T. Carter were present to request the re -zoning of
205 N. Friendswood Drive to C-1 Commercial.
MOTION: (North) To recommend to Council the re -zoning of
205 N. Friendswood Drive from R-1 to C-1 Commercial.
Second: Spears
Vote: Unanimous
MR. BLANKIN AND MRS. BAKER - PROPOSED MASTER PLAN FOR STEVENSON PARK
Mr. Blankin and Mrs. Baker presented a proposed master plan for
Stevenson Park asking for comments from the Planning and Zoning
Commission. The plan in general met with the approval of the
Commission.
MR. TED BOGREN - GREENBRIAR SECTION 4 PRELIMINARY
Mr. Bogren presented a preliminary plat of Greenbriar Section 4
to the Commission. He left 3 copies of the plat to be reouted to
the City Engineer, water and sewer departments for approval at
the next Planning and Zoning Commission meeting.
MR. JIM GARTRELL - REVISED PROPOSED PLAT OF DUNBAR SECTION 2
Mr. Gartrell presented a revised proposed plat of section 2
of Dunbar Estates. Mrs. North pointed out to Mr. Gartrell the
dead end of Tanglewood needs a temporary turn around. Mr. Gartrell
is to return for a preliminary of section 2 September 16,1976.
JOE ROWDEN RE -SUBDIVIDING OF FRIENDSWOOD ESTATES ADDITION I
Mr. Rowden presented a plat of Friendswood Estates addition I, saying
the large lots are not selling and he wants to sell smaller lots in
this addition I. The commission advised him he must go back through
the subdivision procedures.
MR. TOM LONG - REMOVAL AND CONSTRUCTION OF A BUILDING ON THE CORNER
OF WILLOWZCK AND FRIENDSWOOD DRIVE
Mr. Long presented a plat of a building for construction on the
corner of Willowick and Friendswood Drive. The commission advised
him the parking requirements and set backs do not comply with the
City Ordinance.
MR. BENNY BAKER - REQUEST FOR VARIANCE OF HIS LOT IN HERITAGE ESTATES
Mr. Baker sent a letter to the Planning 6 Zoning Commission requesting
a'variance of his lot in Heritage Estates. Mr. Baker stated he is
not subdividing any portion of his property only requesting a building
permit to build his home; no action was taken. A copy of his letter
will be attached to the minutes of this meeting September 2, 1976.
MR. GEORGE ULBRICH - PRE -APPLICATION OF A 3 LOT SUBDIVISION
Mr. Ulbrich ask for comments and procedures of a 3 lot subdivision
and will return to the next planning 6 zoning commission meeting
with a Preliminary Plat.
ADJOURNMENT - Motion was made for adjournment. The meeting was
adjourned at 12:00 p.m.

Re: Request for Variance
Gentlemen: Lot in Heritage Estates
Section V of the Subdivision Ordinance of the City of
Friendswood states:
....Where the planning commission finds that extra-
ordinary hardships may result from strict compliance
with these regulations, it may vary the regulations so
that substantial justice may be done and the public interest
secured; provided that such variance will not have the
effect of nullifying the intent and purpose of these
regulations."
As stated above, the power to grant variances rests with
the Planning Commission.
I hereby request a variance for the following reason:
1. I am not subdividing any portion of any property; I
only request a building permit to build my home.
2. The property in question meets all of the subdivision
requirements relating to size, streets, and location
of sewer and water.
3. The provisional engineering survey which has been
submitted clearly indicates the location of the lot,
set -backs, easements and other information required
by the subdivision ordinance.
I am not requesting a variance from any requirements of
the subdivision ordinance except that outlined in Section
I, D, 4 which requires the same type of drawings for a
one lot subdivision as a 200 lot subdivision. This extra-
ordinanary drawing is a needless expenditure of funds for
drawings which will only be stored and will cause a delay
in building my home while a draftsman prepares all of the
required art work.
