HomeMy WebLinkAboutP&Z Minutes 1976-05-20 RegularMINUTES OF A REGULAR MMETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION MAY 20, 1976 The Friendswood Planning 6 Zoning Commission_. was called to order at 7:30 p.m. on Thursday, May 20, 1976 at the City Hall with the following members present: Clyde Raney, Chairman Tracy Spears Ken Fossler Leah North Robert Phillips Jerry Phillips Ray Utley With a quorum present, the following business was transacted: Minutes of May 6, 1976 meeting were read and approved. AUTOTRONICS - FINAL APPROVAL- "FAST GAS" Located Friendswood Dr. and 2351 MOTION: (Tracy Spears)To give final approval including Dairy Mart Second: Jerry Phillips Vote: Unanimous FOR MOTION CARRIED SAM VESTER -- PRE -PRELIMINARY CONFERENCE ON GREENBRIAR TRACT II TED BOGREN ENGINEER The following comments were made by the planning commission to Mr. Vester: 1. Review sewer to comply with ordinance and confer with the City Engineer for his views. 2. Study economics of utility easements on front of property vs back of property. 3. Change property line on Castlewood and Sunset to permit widening of Castlewood at lots 12 and 13. 4. Extending utility easement across lot 13 on Sunset. ADJOURNMENT - Motion was made for adjournment by Ken Fossler. The meeting was adjourned. Secretary Approved TO: FRIENDSWOOD PLANNING AND ZONING COMMISSION MINUTES OF INFORMAL MEETING HELD IN FRIENDSWOOD CITY HALL ON MAY 29, 1976 PRESENT: Robert Atkinson - Town Plan Kenneth Fossler - Friendswood Planning 6 Zoning Commission -- Vice Chairman Ruth Henry - Secretary Mr. Atkinson was presented a check from the City for $644.73 which covers all invoices presented by Mr. Atkinson to date. Mr. Atkinson stated that he considered this check full payment on all services and materials supplied by him to the City of Friendswood up to date. A discussion ensured during which Mr. Fossler asked Mr. Atkinson if he would be interested in completing the maps originally requested of him by the Planning 6 Zoning Commission. Mr. Atkinson stated that he would complete the maps to the extent outlined below. Further, Mr. Atkinson stated that there would be no charge for this work and that it would be completed by Thursday, June 3, 1976, 7:30 p.m., at which time he would present the completed work to the Planning 6 Zoning Commission at its regular meeting. Mr. Fossler suggested that Mr. Atkinson review the amount of work required to complete the maps and, if deemed reasonable, submit to the commission an invoice covering unanticipated work involved in their completion. Mr. Fossler authorized Mr. Atkinson to purchase, on behalf of the Planning 9 Zoning Commission, a roll of printing paper to produce the completed maps. This expense should not exceed $15.00. Priorities in the preparation of the maps was discussed. Following a summary outline of current map status and what Mr. Atkinson agreed to furnish the Planning 6 Zoning Commission at their regular meeting on June 3, 1976. BASE MAP - (Film -scale: 1" to 600' and 1" to 4001) (revisions on 400' scale to be done at a later date) Corrections and Additions: 1. Change Coward Creek Court - insert Street 2. Label Private Air Strip (Polly Ranch) 3. Update Sun Meadow 4. Show Permanent Streets in Heritage Estates 5. Update Greenbriar 6. Add Schools 7. Date Map Mx. Atkinson will provide 12 prints (1" to 600' and films on 6/3/76) Page 2 City Street Map - (Film -scale: 1" to 600') Corrections and Additions: 1. Imperial Gardens - Add Name 2. Imperial Estates -- Add Name 3. Change Cowards Creek Court - Insert Street 4. Show permanent Streets in Heritage Estates 5. Update Greenbriar 6. Label private Air Strip (Polly Ranch) 7. Add Schools 8. Add Date to Map Mr. Atkinson will provide 12 copies and film on 6/3/76 Zoning Map (Film -scale: 1" to 100') (sepia 2 pieces scale 1" to400') Corrections and Additions: 1. Complete legend 2. Oil Well Locations (to be deferred to later date) 3. Add Agricultural districts 4. Label Private Air Strip (Polly Ranch) 5. Add Date to Map 6. Up date 1" to 400' scale map to match 1" to 100' scale map with changes made after zoning hearings. This will be done at a later date. Mr. Atkinson is to present 12 copies of 1" to 100' scale sepias and film on 6/3/76. Block Numbering System (Grid Map) (scale: 111'to 600' sepia) (Film 1" to 4001) This map is incomplete but will not be updated until after the base map is completed. Mr. Atkinson recommended not naming nor numbering Oil Field Roads until they are dedicated. Pipeline Easement Map - (Overlay film scale: 1" to 6001) To be presented on 6/3/76 with 12 copies. This is an overlay of base map. Contour Map - (Overlay film scale: 1" to 6001) - Same as Topo Map Contour map overlaying base map to be presented 6/3/76 with 12 prints and sepia. Page 3 Land Use Map - (scale 1" to 4001) A colored map to be presented 6/3/76 for Planning 6 Zoning Commission files. Curb Cuts, Etc. - (film) To be presented 6/3/76 for Planning 6 Zoning Commission files. Whispering Pines Alignment - (film) To be presented 6/3/76 for Planning 6 Zoning Commission files. Future Maps 1. Flood Plane 2. Throughfare 3. Sewer 4. Water Mains Mr. Fossler asked several times if Mr. Atkinson felt he could complete this work without fail by 6/3/76. Mr. Atkinson assured Mr. Fossler that the work would be accomplished on time. Mr. Atkinson assured Mr. Fossler that in the future, he (Mr. Atkinson) would not contract for work with the Planning 6 Zoning Commission which he could not finish timely. He will make alternate suggestions in these cases.
