FRIENDSWOOD PLANNING AND ZONING COMMISSION
December 4,1975
A Regular Meeting of the Friendswood Planning and Zoning Commission was
held on Thursday, December 4,1975 at the Friendswood City Hall. Chairman
Tracy Spears presided. The meeting was called to order at 7:50 p.m.

1. Request for Final Approval - Friendswood Estates Subdivision. Represent-
ing Friendswood Estates were Mr. Joe Rowden and Mr. Jim Gartrell. Re-
garding previous disapproval of grinder pump system, after a meeting with
City Manager, City Utility Superintendent and City Engineer it was decided
this system would be proper for this subdivision. Discussion also centered
on placement of fire hydrants on the plat, as there were not hydrants at
600" intervals, whick would follow the intent of the subdivision Ordinance.
Motion made by Raney, seconded by Bob Phillips for approval of Friendswood
Estates Subdivision with following exceptions: That note be made on plat
that grinder pumps shall be owned. Operated and maintained by each lot
owner and installed and maintained according to the requirements of the
City of Friendswood. Also, an additional fire plug is to be installed and
noted on plat and the Chairman and Secretary of the Commission are to sign
plat only after revision have been made. UNANIMOUS FOR.
The Commission requested that the Drainage Commission send them a memorandum
stating their approval of same.
2. Minutes of meeting of November 20, 1975. Motion made by Raney. Seconded by
North for approval with following correction: Item 3 title should read
Development of Tract adjacent to Windsong Subdivision rather than in
Windsong Subdivision. UNANIMOUS FOR
There being no further business, Motion made by Raney that meeting adjourn.
Meeting was adjourned at 8:50 p.m.

MEMORANDUM
TO:
FROM: FRIENDSWOOD PLANNING 9 ZONING COMMISSION
SUBJECT: PROPOSED BUDGET
Attached you will find a copy of the proposed budget for the
Planning & Zoning Commission. There is a substantial increase
proposed for the 1977 budget as compared to 1976. The reason is
as follows.
We do not feel we can postpone any longer having a secretary at
City Hall a minmum of twenty hours a week. This person would
be responsible for typing, filing, and handling the correspondence
that has been increasing over the past ten years. The most
common complaint the commission has heard in the past is that the
people who come to City Hall are unable. to get the information
they need without making several trips. A knowledgeable secretary
could and would eliminate this complaint. The proposed salary
would be $3600 a year.
The second item on our proposed budget which has not appeared
in the past is$1200 a year for an attorney's fees. Due to the
number of proposed ordinance changes (zoning subdivision etc.)
this would be the minimum fee we should expect.
All other items on our budget have been decreased as much as
possible. The proposed total is $8150 a $3900 increase over
the present budget. Currently the city is providing both
legal and clerical help to the commission, the cost of which
is being charged to the General Fund. If the City desires to
continue charging these services as outlined above to the
General Fund out total budget would be $3500 or a decrease of
$900 of our current budget. We feel however out budget submitted
whould reflect the actual cost of the commission to the City.
