FRIENDSWOOD PLANNING AND ZONING COMMISSION
November 6, 1975
A Regular Meeting of the Friendswood Planning and Zoning Commission was
held on Thursday, November 6, 1975 at the Friendswood City Hall with Chairman
Tracy Spears presiding.

The meeting was called to order at 7:40 P.M. Minutes of previous meeting
were not available.
I. BI-CENTENNIEL COMMITTEE REGARDING HIKE & BIKE TRAIL. Joe Tennison, Co -
Chairman of the Bi-Centenniel Committee and Representative of the Friends -
wood Jaycees, presented Phase I of the Proposed Hike and Bike Trail.
Mrs. Jeanette French, who is working with the Committee, was also present.
The Committee proposes a channel of paths, utilizing City Easements, which
will cover a one mile area.
The Committee is hoping to utilize concrete offered by a local contractor
at a bargain price for some of the paths, with volunteers doing the labor.
Tennison stated that with volunteer labor the paths, which will be 4 feet
wide, could be built for $1.50 a linear foot.
Tennison also stated, after being asked who would be expected to maintain
the paths, that it was hoped they could be maintained by volunteers from
City Groups rather than by the City Government.
It was suggested that the Hike and Bike Committee get their proposal out-
lined on a map and submit this to the Planning and Zoning Commission.
II. FRIENDSWOOD ESTATES SUBDIVISION - PRELIMINARY APPROVAL. Present represent-
ing Friendswood Estates were Joe Rowden, Property Owner, and Jim Gartrell,
Engineer for the Project. Plans were submitted for preliminary approval.
Gartrell stated the same plans were also submitted to the Friendswood
Drainage District. The plan is to provide an easement so the Drainage
District can clear debris from Clear Creek, which the subdivision fronts
on.
Motion made by Raney, seconded by Phillips that preliminary approval be
granted of Friendswood Estates Subdivision contingent upon easement agree-
ment between Friendswood Drainage District and Developer, and written
` approval from City Utilities Department and City. Unanimous FOR.

COMMUNICATIONS.
I. Memorandum from Mayor and Council regarding City's control over activities
in our ETJ. Chairman Spears will discuss this further with the City Manager,
II. Memorandum from City Manager regarding Dwyer tract of land and utilization
of street from Polly Ranch. The Commission felt this was a matter which
should be handled by Dwyer and Representatives of Polly Ranch. Clyde Raney
will act as liaison for the Planning Commission to discuss this matter with
those involved.
III. Letter from Mr. Omar Holguin, President of Village Green Subdivision
regarding attempt by Dow Chemical Company to lay a pipeline on the easement
adjacent to Village Green. This proposal by Dow is in opposition to a
compromise agreement between Dow and Village Green of August, 1974. The
Subdivision is requesting that the Planning and Zoning Commission recommend
to the City Council that any request for rezoning of this property be re-
jected.
