FRIENDSWOOD PLANNING AND ZONING COMMISSION
August 7, 1975
A Regular Meeting of the Friendswood Planning and Zoning Commission was
held on August 7, 1975 at the Friendswood City Hall. Chairman Tracy Spears pre-
sided.

The meeting was called to order at 7:30 p.m. Minutes of previous meeting
were approved with following corrections:
1. Heading should be Special rather than Regular Meeting.
2. Subject II, Item A, should be Williams and Crawford, instead of
Williams and Ganford.
3. Subject II, No. 7, should read: Raney moved, Phillips seconded,
that preliminary approval be granted to the master plan of the
Friendswood Subdivision contingent on conditions to be contained in
drainage memo. Motion passed unanimously.
4. Subject VI, No. 3, should read: Will request to be on agenda when
questions regarding proposed fire station and reworking of entrance
way are settled.
Fossler moved, Raney seconded that minutes be approved with corrections.
Unanimous For.
Addendum to Minutes of July 10, 1975: Jim Shore requested that minutes show he
voted against the annexation proposed across Clear Creek.
1. Request for Final Approval of "The Place" Subdivision. Richard Yancey sub-
mitted plat for final approval. Yancey was asked if there had been a metes
and bounds survey done for this area, he stated there was one made in 1970.
There was discussion regarding sewer facilities, no knowledge as yet as to
when additional facilities will be available.
Raney moved, Fossler seconded, a motion that the Commission recommend
"The Place" for final approval. Spears, Fossler, Raney, FOR. Shore AGAINST.
(Because of overloading of present sewer facilities). MOTION PASSED.
II. Workshop Meeting with League City. Chairman Spears announced that our Plan-
ning and Zoning Commission has scheduled a general workshop with the League
City Planning and Zoning Commission to be held in League City at their City
Hall on Monday, August 11 at 7:30 P.M.

III, Discussion of Dunbar Estates. U.S. Homes is taking over Dunbar and will be
using same plans. Building Inspector has plat, if there are any variances
or changes in sewer lay -out, these changes will be reported by Building
Inspector to the Commission.
IV. Discussion of Zoning Ordinance. Raney proposed reclassifying areas according
to density rather than specific names (apartment, townhouse, duplex, etc.)
since there is no legal description of any of these. All members in agree-
ment with this suggestion.
V. Discussion of Planned Unit Development. Bob Atkinson, Planning Consultant,
stated he does not foresee development of this type on a large scale for
this area in the near future. He stated that lots are becoming more scarce
and, as a result, more expensive.
VI. Request for Preliminary Approval of Sun Meadow Section II and III. Atkinson
presented plans for preliminary approval of Sunmeadow Section II and III,
Section II consisting of 15 lots and Section III consisting of 128, with a
new entrance way just north of the present entrance. In regard to disposi-
tion of fire station: Atkinson stated they had decided to put the street
back on their property, making it 8' of right-of-way and putting it where
they can control it until something is decided regarding the fire station.
This would also accomodate the golf cart path.
Raney moved, Fossler seconded a motion to accept Sun Meadow Section II and
Section III for preliminary approval. Unanimous For.
(It was recommend to Mr. Atkinson that all fire plugs in this area be
equipped with hydra-loks).
(Leah North arrived at meeting at this point).
VII. Annexation of Portion of Brazoria County. Discussion of recommendation that
City take in a portion of Brazoria County that consists of seven (7) resi-
dential lots and is a portion of the proposed Friendswood West Subdivision.
This area is within the City of Alvin buffer strip. Mayor Gray of Alvin
has assured Chairman Spears that they have no objections to the City of
Friendswood annexing this area. Map outlining this area will be submitted
to the City Council.
Raney moved, North seconded a motion that the Commission recommend to the
City Council that we annex that portion of Friendswood West in Brazoria
County that is not in the City of Friendswood. Unanimous For.
VIII. The secretary reported that Mr. B. E. O'Larry, who is requesting a change in
zoning of his property along FM 528 adjacent to Sun Meadow Subdivision, has
been notified regarding fee payment in order that a public hearing can be
called regarding his request.
IX. There being no further business, meeting adjourned at 9:30 P,M.
