PLANNING AND ZONING COMMISSION
January 6, 1977
The Friendswood Planning and Zoning Commission met in a Regular
meeting on Thursday January 6, 1977 at 7:30 p.m. in the City
Hall with the following members present:
Kenneth Fossler - Chairman
Robert Mora
Ray Utley
Tracy Spears
Leah North (arrived 8:45)
With a quorum present, and with Jerry Phillips and Bob Phillips
absent the following business was transacted:
APPROVAL OF MINUTES - Minutes of a Regular Meeting on December
16, 1976 approved as read.
APPROVAL OF MINUTES - Minutes of a Special Meeting on December
21, 1976 approved as read.
APPROVAL OF MINUTES - Minutes of a Workshop on December 21, 1976
approved as read.
GIL's TV - BUILDING FOR TV REPAIR AND WAREHOUSE
Gil presented a plat of a building to be built on the corner
of Stratmore and 518 complying with the list of items advised
by the Commission on December 16, 1976 with the exceptions of
the 3 listed below. A motion was contingent on the three items
listed below.
1. Send the plat through the City Engineer for drainage,
water and sewer.
2. Show dumpster location and removal of parking space
no. 14 for location of dumpster.
3. 6' fence solid in nature and location at the property
line.
MOTION: (Spears) For approval contingent on the 3 items
listed abc,ve .

RE: Application for a Specific
Use Permit excavation in
R-1 district,
Dear Mr. Letzerich:
It is the understanding of the Planning and Zoning Commission
that it your intent to develop a residential subdivision
on a parcel of your land and that in conjunction with this
development you wish to excavate for a lake which will be
for the recreational use of the residents of this subdivision.
It is also our understanding that incidental to the construction
of the lake, you wish to sell fill dirt and sand as it is
excavated.
The Planning and Zoning Commission will proceed toward recommend-
ing the issuance of this permit .if you will submit for our
approval;
1• A Plat describing the general location of the property,
the metes and bounds of the entire proposed development
and specifically, the area to be excavated for the lake;
2. A plan of the lake describing:
a. Its ultimate dimensions and depth including a cross-
section showing gradient of the excavation;
b. The ultimate shape and size of the lake banks.
The Planning and Zoning Commission will recommend that a Specific
Use Permit stipulate the following conditions:
1. The Specific Use Permit shall expire 5 years from
date of issue.
2. The owner shall maintain compliance with
City, County, State all applicable and Federal laws and shall obtain
any permit or license required by the governmental
bodies.

3. The owner shall provide a performance bond to the
benefit of the City of Friendswood in the amount
of W ,000, assuring that the excavation of the
lake will be completed in conformance with the
approved plans prior to the expiration of the Specific
Use Permit.
4. The excavation will not be used as a sanitary
land fill, nor will garbage or waste materials
be permitted to be placed in or about the excavation
at any time.
5. Within one year from date of issuance of the Specific
Use Permit the owner shall submit and have approved
by the Planning and Zoning Commission a plat of the
proposed residential subdivision. The plat shall
conform to the City of Friendswood Subdivision
Ordinance.
6: The Specific Use Permit may be revoked at any time if
the owner does not comply with the conditions under
which the permit was issued.
Be advised that additional conditions may be suggested by the
City Council or the City Attorney.
The Commission will be happy to answer any questions you have
or to assist you in any way.
