The Friendswood Plan ning & Zoning Conmission net in a regul ar rreeting May 4, 1978, at 7:30 p.m. in the City Hall with the following members present:

With a quorum present, the followin;J items of business were transacted:
APPROVAL OF MINUTES -Since there had been no formal approval made at the previous meeting, the minutes for the rreetings of April 6, and April 20, 1978, were both approved as read.
RUSSELL WILLI.AMS - PARKI�X:: LOT FDR CITY HAIL
Mr. Willimas stated that no additional parking space was available adjacent to City Hall; therefore, he was requesting permisssion to add on to the parking area in the rear. Plans showed 30 new spaces. The Corrmission approved smae but strongly recamrended that the parking lot be hard surfaced and striped according to city ordinances.
NEW LIFE ASSEMBLY GIORGI -GARY WES.SELS (final)
Plans for the sanctuary showed the building being set back on the property far enough to allow for expansion in the front in the future. Everything was in compliance with the Comnission's request s made at their presentation on October 21, 1976.

PUBLIC HEARING -Rezoning lot 45, Slone's SUbdivision, Volurre 254-A, Page 6, The County Clerk of Galveston County, Texas, form R-1 to C-1
The chainnan called for comnents on the rezoning rezuest. They are as follows:

No one was present to speak in favor of rezoning from residential to camercial.
Mr. Joe Tennison was opposed to rezoning since it was near his hcmesite and he wanted it kept residential. He also stated that he carriea a proxy "no" vote from .Mr. Pinkard.
Mrs. Betty Vienne was also opposed to rezoning since it was near her hare which she wants to remain residentail.
M:JI'ION: (Phillips) that the request be rejected for rezoning from R-1 to C-1. Second: Rawley Vote: Unanimous FOR �illION CARRIED
HUISAGIE OIL CO. -OOUG WILSHUSEN -REZONE TO SPECIFIC USE
Mr. Wilshusen stated the company would need a two acre drill site and that in all probability it would be a deep gas well. There was concern as to where the ingress road would be located.

to specific use as long as the ingress and egress road rret with the approval of the city engineer and there was no processing equipnent allowed other then the necessary pipe.

The narre of the street had been changed as requested, the drainage Comnission had approved, and the City engineer had approved.

This was signed by both the City engineer and drainage district Discussion was held requesting enforcing the city ordinance to require 1/3, 1/3, and 1/3 participation with the city for the paving of the street.

This is a 3.5 acre replat with five lots shown. It was stated that before the subdivision could be accepted, the water and sewer lines would have to be laid.

Mr. Klein has 5 acres with water and sewer available which he would like to have rezoned fran R-1 to specific use. He stated that this was part of the agreerrent when he consented to the drill site adjacent to his property. It was requested that he return with a copy of this agreerrent.
MITCH MITGIEU, -EAGLE'S POINT
Mr. Mitchell stated that the City Council indicated they would te willing to participate with him on UIHJrading Leisure Lane. He has dedicated lot 33 as a park which arrounts to 3% of the total acreage as a subdivision park.

On April 14, 1978, Conoco submitted to City Council an application for rezoning. They were referred to the Planning & Zoning ccmnission. SUbsequently, Mr. Jones sul:::rnitted their application.

GROVER & CONGER -CASTLEWOOD & SUNSET
This subdivision has 96' lots and the covenant prohibits driveways on Sunset. It was accepted for pre-app.
TEMPLEMEN ACRES
This is a 2.5 acre lot with a septic tank, 230' frontage on FM 528, and with a 12" water line in front.

REGENCY ESTATES -WILLIAM JONF,S (preliminary for R-1)
Much discussion was held concerning the oversight at the first presentation showing twelve driveways exiting on Sunset in this subdivision. Larger lots, required tum-arounds, consultation with Mr. Green, the planning consultant, as well as John Hudson of Traffic Engineers were all considered. It was decided to table the pror:osal for the time teing.
