MINUTES OF A JOINT PUBLIC HEARING
FRIENDSW OOD PLANNING AND ZONING COMMISSION
July 6, 1978
The Friendswood. Planning and Zoning Commission met in a public hearing on July 6, 1978 at the City Hall at 8: 00 p.m. The following members were present.

With a quorum present, the following business was transacted:
JOINT PUBUC HEARING -REZONING PARI' OF LO�S 1 & 2, BLOCK 2 OF 'IBE FRIENDSWOOD SU BDIVISION FR OM R-1 AND R-3 TO SPECIFIC -USE FAMILY LIFE CENTER
Mr,. Windler represented the Baptist Church on their request for rezoning of the property at Pecan and Heritage to SpecificUse Family Life Center. The pri.m3ry functions would be a gymnasium and classrooms.
After Mr, Windler was heard the Chairrran asked if there were any property owners who objected to this proposal. Mr. William Allee stated that he favored the rezoning, but requested a fence be constructed along the church property line to provide privacy for his home. After ronsider:ing his request a rrotion was made.
Motion; (Utley) to rerorrnrend to Council the rezoning of part of lots 1 and 2, block 2 of Friendswood Subdivision from R-1 and R-3 to Specific-Use Family Life Center, cont:ingent on a 75 1 fence, solid in structure and 4 1 :in height encumbant on the Church. Second: R. Mora Vote: Unanimous FOR MOTION CARRIED

With a quorum present the following business was transacted:
PUBLIC HF.ARING -REZONING RESERVE 11 B 11 OF WINDSONG SUBDIVISION FROM R-1 TO SPECIFIC-USE CHILD DEVELOPMENT CENTER
The Chairman of the Corrmission asked Mr. Kent Ballard to explain his intensions of rezoning to the public. He inforrred them of plans for a child development center to be placed on the property at Windsong and FM 5 2 8.
The following property owners voiced thei r opposition.
Jim O'Kain -represented a group of property owners on Windsong. He stated there were no intensions of road improvement for Windsong, and objected to the traffic congestion, along with the hazard of the pipeline corridor which runs through the lot.
John Janes -Opposed due to the congestion of traffic.
Ray Frizell -stated his objections of traffic problems and the idea that sorre child care centers are open 24 hours a day.
Bill Lovelady -Objected due to traffic problems. Glen Crest -Prefers it to stay residential, but could adhear to a rn.1rsury.
The Corronission will take in adviserrent at a later time.
