May 18, 1978
The Friendswood Planning and Zoning Carmission met in a public hearing on May 18, 1978 at 8:00 p.m. in hte City Hall with the following members present:
T.Spears -ChairmanR.UtleyP. J. MizeR.MoraR.PhillipsH.RawleyJ.Tarr
With a quorum present, the following business was transacted:
REZONING -REGENCY ESTATES (parts of lots 8 & 9 of Whitney Subdivision for R-1 to R-3, and parts of lots 8 & 9 of Whitney Subdivision from R-1 to C-1.
At the opening of the hearing the chairman asked the favoring public for their ccmnents.
Dr. William Jones -gave his purpose for the rezoning request and his intensions for the entire project. The corner of Sunset and FM 528 is to be used as Carrnercial and surrounded by ?.00-300 feet for townhouses which face the residential area. Dr. Jones is to retain architectural control of the property.
William fvlurphy -spoke for the surrounding property owners. They are in agreerrent to the rezoning if the Carmission feels it is really the best use of the land. He asked for the prorerty on the other side of Sunset be taken into consideration with his rezoning request as he is also asking for a R-3 zone.
A decision will be made at the next regular meeting of June 1, 1978.

With a quorum present, the following business was transacted:
REZONING -FOLLY RANCB RESERVES
Mr. McAninch is requesting rezoninq as projected on the plat prior to annexation, the proposed:�rezon ing would conform to the original plan.
The Ccmnission asked if he had any objection for easements for a sewer plant. Mr. McAninch stated an agreerrent could be reached and extra footage for a 60' right-of-way easement on Windinq Way and Leisure Lane would have to be neqotiated.
The Ccmnission inforrred the public of the intensions for each reserve, and the property owners were askea for their opinions. They are as follows:
Carl Nepate- questioned if in the future the air strip could be conaermec'l by the townhouse owners due to annoyance. He ask� that the aspects of air traffic within residentail construction be taken into consideration. He also is opposed to the density of the townhouses in reserve A.
John Brinly -questioned the density of the townhouses in reserve A & B.
Mr. McAninch read the schedule for density of the townhouses, indicating reserve A to be set at 9 per acre.
Howell Hudson -opposed to the density of the townhouses per reserve due to the increase in traffic.

Larry Ross - asked if the rate of accidents on landing and take-off had been considered and objects to the density in reserve A due to this problem.
Mr. McAninch stated the glidepath had not been considered and the pattern for the townhouses were not definate.
John Hook (planner of the townhouses in reserves F, D, & E) stated these reserves would have low density.
Action will be taken at the next regular meeting scheduled June 1, 1978.
