MINUTES OF A REGUlAR MEETING
FR IENDSWOOD PLANNING AND ZONING COMMISSION
May 3, 1979
The Friendswocxi Planning and Zoning Corrnnission met in a regular meeting on Thursday 3, 1979 at 7: 30 p.m .. in the City Hall with the following members present.

Minutes of a Regular Meeting of April 19, 1979 were read and approved.
1st Baptist Church
MOTION: (R. Wetzel) to approve minutes of April 19, 1979 .. SECOND: R. Wicklander ABSTAINED: H. Rawley VOTE: FO R T. Spears , R. Wicklander, R.Phillips, R. Wetzel
Plans were presented for Continuation of parking behind church. This plan is within 10 spaces of the number of parking as in the original plan.

Mr. Ray presented plans with the sign changes required by the Friendswobcl City Sign Ordinanace #323.
Also presented a letter from Mr. Duplechain, Lister Property Co. that Del Taco Corp. nay use the drainage facilities at the Friendswood Square shopping center. Del Taco has a lease with the Lister Property.

Friendswood Clear Creek Drainage District (Final)
Mr. Ed Shumilak and Mr. Lee Nichols presented plans for final for their new building and parking on 528.
Setback inclu9es 100 1 from the highway, set back 10 1 off of the side. Slab elevation will be 6 1 to 8" higher than the �ity requires.
Will have septiG tanks for the present time.
Plans have concrete drive, concrete parking and 11 auto places for the 1,000 sq. ft. and have room to expand for m::,re parking.

···.Mr. Wilson requested approval for 2 Portable (Cary-Way) Classrooms. Thesewill be placed 40' behind the Elementray School. These buildings meet theSouthern Building Code.

Dr. Taylor, the Dentist, and Dr. Young, Veterinarian and Mr. S'ates, the architect presented the final plans for the four acre professional or highy restricted office complex. The culdesac is now 88 feet diaII1ater.

Oak Tree Development continued:
Dr. Taylor requested five variances. They are as follows:
(1)That "Oaktree Drive 11 as shown in the architects drawings bedesignated an "approved private street".
(2)No sidewalks be required along "Oaktree Drive".
(3)Not to be compelled to construct, at this time, the sidewalkrequested by this corrnnission along the coIIllIDn property line/R.O.W. Line with Friendswood Drive (F.M. 518).
(4)A variance from the provision ordinance No. 291 requiring a 60'R.O.W. and a 30 1 building setback.
Request that building setbacks of: 1)40 1 from the centerline ofOaktree Drive, and; 2) 68 1 -6 11 from the center point the culdesac be approved. These setbacks would translate to a building line 29 1 -6" from the edge of paving at Oaktree drive and 24' -6" fromthe edge of paving at the culdesac.
Dr. Taylor presented and read the reasons needed for the variances requested. The corronission studied and discussed each variance.
The Chairrran told the corrmission they should keep in mind and consider each variance as a private Carunercial Development.
The following is the.action taken on each Variance:
(1)Request that "Oaktree Drive", as shown in the Architect's drawing bedesignated an "approved private street.

(3)Requested not to be compelled to const ruct, at this time, thesidewalk requested by the commission along the common propertyline/R.O.W. line with Friendswood Drive (F.M. 518) if grantedwould agree the required sidewalk be put in after the wideningof 518.

(4)Request a variance from the provision in the Friendswood Zoningordinance No. 291 requiring a 60 1 R.O.W. and a 30' building setback.

(5)Request a variance from that provision in the Friendswood ZoningOrdinance No. 291 requiring a parking ratio of one parking spaceper 200 square feet of building area.
Feel that the parking areas as designed were more than adequate.
TAYLOR Dental Clinic 15 parking spaces for 4017 square feet. of building = 1:237 ratio;
Creekwood Veterinary Clinic 13 parking spaces for 3090 square feet of building -1:237 ratio

Property on 1001 Friendswood Drive
The corronission received a letter from C.A. Mantell confirming that the temporary building located at J.001 Friendswocxl Drive will be moved when completed or within 90 days after completion.

Mr. Forbes came before the cormrission requesting more inforrration regarding why he could not get a building permit to build a house on a lot on Murphy Lane. This lot had not been subdivided.
Chairnan informed Mr. Forbes that buying a portion of this subdivided land JTBkes thelot a subdivision and has to be treated like a subdivision and meet the requirements of the subdivision ordinan ce.
