HomeMy WebLinkAboutP&Z Minutes 1980-03-27 Joint Public HearingI u MINUTES OF A JOINT PUBLIC HEARING FRIENDSWOOD PLANNING AND ZONING COMMISSION March 27, 1980 The Friendswood Planning and Zoning Commission met in a joint public hearing on Thursday March 27, 1980 at 7:30 p.m. in the City Hall with the following members present: B.Wicklander -ChairmanC.BeggsL.BrownD.HoltR.AtchesonG.Cress Wotj a quorum present, and B. Wetzel absent the following was heard: PUBLIC HEARING -To rezone from R-1 144.04 acres to R-3, 55.23 acres to R-4, 72.89 acres to C-1 out of and a part of the George W. Patterson Survey, No. 6, abstract 625, Galveston County, Texas. The Chairman called the hearing to order and asked the applicants to explain the purpose of the rezoning request. Dr. Avery informed the public of prior meetings with the Commission and their orginal request which has higher density and now has been reduced due to the deletion of R-5. He stated there would be an area set aside forparkland and a city complex. With the high interestrates he felt the land should be developed keeping inmind a 1st class project with controlled egress andingress. Dr. Avery stated he is to become a residentin the community and would have an obligation to thecity to see the property developed in a proper manner. Ted Bogren displayed a plat of the property and the locations of the requested zones and their intended use for the property considering the density. After the proponants were heard, the Chairman explained the uses a C-1 zone allows. He then asked others in favor of the zoning change to speak. George A. Bofysel (FM 528) -stated the project would be to the city's advantage. He commender Dr. Dawson on his concern for the ajoining El Dorado Subdivision by opening a drainage ditch to drain their subdviision. He felt the park and city complex would be to the citys advantage. He had no objections if the citys facilities could handle the developement. 17 l Bernice Box (Secretary Treasurer of the El Dorado Estates Civic Club) -presented a letter from Mr. Gotch of #63 El Dorado, which spoke the feeling of the other property owners within the subdviision. They have no objections as long as the development does not drain through their property and is not "low income'' shabby housing. Lillian Brown -Endorses the proposal if carried out accurately. She spoke for 11 home owners in El Dorado who feel it would improve the looks of the area. John James (#16 Windsong) -is a 8 year resident of the city and spoke also for the Blakes, Sandels and Matts. They feel it to be an excellent plan for the city, being a planned community and a good tax revenue. The Chairman asked for. those in opposition to speak. Fredrick Kolb (Sunmeadow) resident of 2 years, objects due to destruction of environment and traffic problems with the increase of population. Mrs. J.M. Bullock (#55 El Dorado) -objects due to the drainage problem and over crowding of school system. Mrs. Schmitz (#47 El Dorado) -stated the city's facilities could not absorb the responsibility. Dennis Smith was against high density housing. Schools can not handle increase. Prefers single family dwellings and the commercial be C-3. Richard K. Brinlee (Sunmeadow) -opposes to commercial aspect being near FM 528. C.G. Hooks (#18 Windsong) -opposes to Commercial due to itspreading further along FM 528. Traffic problems due toincrease in population. Increase in potential flooding. Jim Bowman (#39 Windsong) -opposes due to high density, and the increase in population. He felt the city facilities could not handle the project. James H. O'Kane (#14 Windsong) opposes due to high density, traffic and flood problems. James L. Vogas (President of the Sunmeadow Homeowners Association) Mr. Vogas represented 40 familys stating their concerns with the drainage pattern, density, traffic problem, high amount of commercial and school facilities. They also would like assurance of a greenbelt along the highway. r-1 l J Dorothy Greer (808 Quaker Dr.) -opposes to runoff causing a flood problem. Jerry Pfleegar (Sunmeadow) -opposes due to the drainage problem, school impact, tax increase to cover cost of increase in population. The Chairman asked for any other statements of the public. Leslie Vice (Sunmeadow) -stated the City can not deny growth, and economics for the city must be considered. Dale Dunn (#75 El Dorado) -agrees with Mr. Vice. Ken Hoppe (Sunmeadow) -agrees with Mr. Vice. After all the public w.ere heard the Chairman asked the proponants if they 'had any comments to the public. Dr. Avery informed the Commission and the public it would be a 15 year project to complete and would not occur overnight. They would have to return to the Commission with plans on each piece before development. After Dr. Averys comment, the Chairman explained the procedures of rezoning and plat approval to the public.
