MINUTES OF A REGULAR MEETING
FRIENDSWOOD PLANNING AND ZONLNG COMMISSION
March 6, 1980
The Friendswood Planning and Zpning Commission met in a regular meeting on Thursday, March 6, 1980 at 7:30 p.m. in the City Hall with the following members present:

With a quorum presnet, the following items of business were considered:
RATHBURN SUBDIVISION (final)
Upon review the Commission agreed the plat met the City requirements.
MOTION: (Wetzel) to approve Rathburn Subdivision for final. Second: Cress Vote: UNANIMOUS FOR MOTION CARRIED
REZONING AT MARY ANN DRIVE & FM 518
The Commission discussed the previous public hearing request for rezoning of 3 lots on Mary Ann Drive & FM 518.
MOTION: (Atcheson) to deny a C-1 zone for and 31 Block 1 Section 1 partial replat addition of the City of Friendswood.

MOTION CARRIED
After this motion was made the Commission furthur discussed the request. They agreed the City Attorney should be consulted to see if the uses within the Zoning Booklet for Commercial

are conclusive, in order to see if a C-3 zone would permit this type of business.
MOTION: (Atcheson) to inform Council the Commission has no objection to a C-3 zone for lots 29, 30, and 31 Block 1 Section 1 partial replat of Anna Leah addition of the City of Friendswood. Second: Vote:

Vickie Black gave a report on the visit with the League City Planning Commission. The Frostlake development is to cover 1,000 acres. This would house approximately 17,000 people. They also are developing Countryside and Teh Landing in addition to the Frostlake development.
MOTION: (Wetzel) to request permission from Council to attend League City, Pearland, and Alvin Planning Commiss-ion meetings and to ·exchange infol'.'mation ,·Second: Brown ·

PHYLLIS LEE/PARKLAND REQUIREMENTS
Mrs. Lee discussed with the Commi.ss:i.on the. nee.d for' parkland in the City. A national average allowed for· parkland is 1 acre per 100 people. At this time the City, is-a minimal amount below this standard but with future growth it isnecessary to use possibly through develope'.1'."S ..
Our ordinance states that we shall acquire up to l □-% for· parkla nd. Mrs. Lee suggested an alternative i.;f it presented a hardship on some of the developers, I:.ieing a donation of equipment for a nearby park or an amount of mon ·ey for the. purchase of parkland. Mrs. Lee is· to gi:ve written in;fo'l'.'mation to all of the Commissioners for their review.

The Commission agreed to a workshop meeting to discuss procedures on March 13, 1980 at 7:30 p.m.
A motion was made for adjournment. The meeting adjourned at 9:55 p.m.
